TITLE RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO PROVIDE A PLAN TO PRIORITIZE REPLACEMENT OF THE BEAR CUT BRIDGE BODY WHEREAS, the Bear Cut Bridge was constructed in 1944; and WHEREAS, the Bear Cut Bridge provides connectivity to the Rickenbacker Causeway, the only vehicular artery serving the Village of Key Biscayne; and WHEREAS, millions of vehicles and hundreds of thousands of bicycles cross the Bear Cut Bridge every year; and WHEREAS, the location of the Bear Cut Bridge makes it susceptible to salt erosion and other environmental factors; and WHEREAS, Bear Cut Bridge may be vulnerable to impacts from major hurricanes; and WHEREAS, the residents of the Village of Key Biscayne have repeatedly advocated for a replacement of Bear Cut Bridge; and WHEREAS, the safety of the residents of Miami-Dade County is of utmost concern to this Board; and WHEREAS, in 1983 widening and rehabilitation of the bridge was performed; and WHEREAS, in 2013, there was major rehabilitation performed at Bear Cut Bridge including partial substructure replacement, roadway milling and resurfacing, new lightening and widening; and WHEREAS, in October 2021, design began to address deficiencies found in the substructure components of the Bear Cut bridge. Deficiencies to be addressed include delaminations, cracks and spalls at the columns, pier caps, piles and pile caps, seawall bulkhead cap and panels, slope protection and main girders. In addition, previous pile repairs, such as pile jackets and cathodic protection will be evaluated and repaired as well; and WHEREAS, design is expected to be completed in Spring 2023 with construction expected to begin Winter 2023; and WHEREAS, there may be federal funds that could be accessed for the replacement of Bear Cut Bridge; and WHEREAS, it may not be in the best interest of the County to continue to repair Bear Cut Bridge; and WHEREAS, this Board desires that the replacement of the Bear Cut Bridge be prioritized, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Directs the County Mayor or County Mayor�s designee to develop a plan to prioritize the replacement of the Bear Cut Bridge. Section 2. Directs the County Mayor or County Mayor�s designee to submit a written report to this Board within 60 days of the effective date of this resolution regarding the directive as outlined in section 1. The completed report to this Board shall be placed on an agenda of�the full�Board, without committee review,�in accordance with Ordinance No. 14-65. |
