PHCD administers the Miami-Dade County entitlement’s Community Development Block Grant (CDBG) Program and Home Investment Partnerships (HOME) Program, and on an annual basis advertises a Request for Applications (RFA) for various local entities to support housing and community development activities that meet HUD national objectives. PHCD also uses the RFA process to solicit applications for its Documentary Stamp Surtax (Surtax) and State Housing Initiative Partnership (SHIP) funding programs.
A Request for Proposals (RFP) process may be used by PHCD to solicit vendors to develop housing and/or commercial developments on county-owned land to benefit low- and moderate-income individuals. Grant funds or loan funds may be provided, depending upon the specific requirements of each project being solicited.
A Request for Qualifications (RFQ) process is less common and may be used by PHCD to solicit vendors to provide services in response to a specific set of written criteria.
Public Housing and Community Development (PHCD) is providing the 2024 Request for Applications for Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG).

The County has posted the subject solicitation for Request for Proposal for Elizabeth Virrick I - 1613 NW 25th Avenue Development Project. The Proposal Due Date is February 19, 2024, at 2:00 p.m.
Miami-Dade County Public Housing and Community Development (PHCD) Department is soliciting Proposals from experienced developers with a proven track record of successfully completing profitable, residential and/or mixed-use developments for the joint development of the County-owned property known as Elizabeth Virrick I - 1613 NW 25 Avenue, Miami Florida, Folio No. 01-3134-026-0150 (Development Site).
Subject to the approval of the Miami-Dade County Board of County Commissioners (the Board), the United States Housing and Urban Development (HUD) and any other governmental bodies that may be necessary, the County anticipates awarding a Development Agreement for the right and obligation to develop, operate, manage, and lease the subject property described above.
The Development Agreement will require the property to be developed in one phase and will provide for long-term ground lease(s) to become effective immediately upon the Developer meeting all requirements to begin construction.
As part of the Mayor’s HOMES Plan, Miami-Dade County Public Housing and Community Development (PHCD) is announcing the reopening a grant application for preservation and rehabilitation of Naturally Occurring Affordable Housing (NOAH).
The NOAH Grant program is designed to assist owners of small multi-family rental units (50 units or less) and owner-occupied condominium units that need rehabilitation. The NOAH Grant program assists unsubsidized privately owned residential properties that are affordable without the benefit of government subsidies. The NOAH Grant program will provide up to $25,000 per unit in grant funds.

The Pre-proposal due date is Sept. 5, 2023, at 11 a.m. EDT; the Question & Answer end date is Sept. 26, 2023, by 3 p.m., and the Proposal Due Date is Oct. 23, 2023 at 3 p.m. Miami-Dade County Public Housing and Community Development (PHCD) Department is soliciting Proposals from prequalified developers who have demonstrated the experience and capacity of obtaining funding, constructing, maintaining, and operating multifamily housing for the redevelopment of Project Sites specified within the various WORPs to all prequalified vendors registered under RFQ-01295 – Redevelopment of Properties under the Rental Assistance Demonstrations Program.

Public Housing and Community Development is soliciting applications for its Naturally Occurring Affordable Housing (NOAH) Preservation Rehabilitation Loan Program to be funded with Documentary Stamp Surtax (Surtax) Program funds.
Naturally occurring affordable housing refers to unsubsidized privately-owned residential properties that are lower in cost because they are older and in need of maintenance. The NOAH Preservation Rehabilitation Loan Program provides flexible resources for moderate rehabilitation to owners of existing single-family homes, duplexes and small or midsize rental housing in Miami-Dade County.
The goal is to preserve affordability by providing Miami-Dade County’s low and moderate-income households with access to decent housing that is affordable and convenient to jobs, transportation, and essential services. The application remains open until further notice.This application must be submitted online in ZoomGrants.
