  PUBLIC HEALTH TRUST OF MIAMI-DADE COUNTY ANNUAL EXTERNAL AUDIT FOR FISCAL YEAR 2019-2020 Presented
  REPORT: Chairman Diaz invited Mr. Carlos A. Migoya, President and Chief Executive Officer of Jackson Health System, to speak on the Public Health Trust of Miami Dade County Annual External Audit for fiscal year 2019-2020.

Mr. Migoya indicated the annual external audit was completed by the first 90 days after the end of the fiscal year. He invited Mr. Mark Knight, Executive Vice President, and Chief Financial Officer, of Jackson Health System to provide an overview of the Annual External Audit for fiscal year 2019-2020. He stated there were no deficiencies and material weaknesses noted in the audit report.

Mr. Knight mentioned the absence of management comments with similar profitability as the prior year. He reported the Coronavirus Aid Relief and Economic Security (CARES) Act funds provided Jackson Health System with the financial assistance during the Coronavirus Disease 2019 (COVID-19) crisis. Mr. Knight pointed out this was Jackson Health System�s 10th consecutive year with strong results and performance, nine years of profitability, and seven years of no management letter comments for any deficiencies noted.

Commissioner McGhee thanked Mr. Migoya and Mr. Knight for their extensive work and effort to provide a virtuous Annual External Audit.

Hearing no questions or comments, the Board proceeded to vote and accept the foregoing proposed report.

Mr. Migoya provided the Board with an update for the COVID-19 vaccination. He noted State of Florida Governor Ronald DeSantis issued an executive order expanding the criteria for COVID-19 vaccination. Mr. Migoya indicated after reviewing the Governor�s executive order, the broadening of Jackson Health System�s vaccine program was effective with scheduled appointments. Mr. Migoya advised Jackson Health System would begin accepting appointments for Florida residents in three (3) categories as follows:

� The continuation of vaccinating any Florida residents 65 and older.
� Vaccinating sworn-in law enforcement officers, fire fighters, school site employees (grades K-12 and 50 or older).
� Vaccinating anybody 50 or older with an appropriate doctor�s note listing a high risk condition and a recommendation to get vaccinated.

He advised the new criteria would take effect as of March 3, 2021.

Chairman Diaz thanked Mr. Migoya for his leadership, along with all the firefighters and healthcare workers involved in assisting with the vaccination program.

Miami-Dade County Mayor, Daniella Levine Cava, indicated the vaccine distribution was unparalleled in coordination and noted the administration was providing information daily to the public, while developing a public awareness campaign. Mayor Levine Cava acknowledged the work displayed by Mr. Migoya and extended her appreciation to the firefighters helping to staff the Jackson Health System vaccination sites.

Commissioner Garcia commended Mr. Migoya for his leadership by increasing the number of vaccinations in the community. He noted because of Mr. Migoya initiatives to utilize the churches and non-profit organizations as distribution sites to help increase the vaccinations in the community. Commissioner Garcia also thanked Mr. Migoya for allowing individuals with pre-existing conditions to be considered for the vaccine.

Commissioner Regalado stated her office worked with Jackson Health System to get non-profit organizations involved in the vaccination process, which was an amazing experience. She commended the service provided by staff from Jackson Health System during the distribution of the vaccine. Commissioner Regalado commented she was extremely grateful for a job well done by Jackson Health System.

Commissioner Monestime referenced the pension transition for contribution made by the health choice and noted the pension contribution increased in the last couple of years, which also included fiscal year 2019-2020. He asked Mr. Migoya to further expound on the pension contribution increase.

Mr. Migoya explained that Jackson Health System had their own pension program for the last 20 years and mentioned most of the older employees were enrolled in the Florida Retirement System (FRS) program. Mr. Migoya stated the Jackson pension plan was more than 100 percent funded, and the pension continued to increase because of the number of employees. He reported Jackson Health System had grown in the last 10 years from 11,000 to 13,000 employees, and a projection of 14,000 employees by next year with the addition of the Doral Jackson West facility. Mr. Migoya noted he was extremely happy that employees were well protected and funded with their pension plans.

Commissioner Monestime commended Mr. Migoya and Mr. Knight for their continued work and efforts.

Commissioner Souto commended the nurses, doctors, the Jackson Health System and noted that Jackson Health System was the County and community hospital which needed to be protected in every aspect. He thanked Mr. Migoya for his leadership and organizational skills during this difficult time. Commissioner Souto noted Jackson Health System was a notable hospital all over the nation.

Commissioner Heyman recalled when Jackson Health System had financial difficulties and the administration was going to allow a private entity to take over Jackson Health System. She stated the Commission instead decided to change leadership and hire someone with financial skills. Commissioner Heyman noted Mr. Migoya was hired and accepted a lower salary, rejected bonuses and increases, but agreed to stay for an extra year to protect the financial stability of Jackson Health System. She thanked Mr. Migoya for his leadership and wisdom.

Commissioner Sosa thanked Mr. Migoya for his handling of the fiscal financial obligation and noted the community should be aware of the careful services Jackson Health System
