Chairman Diaz convened the Joint Meeting of Board of County Commissioners and the Miami-Dade County Youth Commission at 10:56 a.m.
In addition to the Youth Commissioners, the following County Commissioners were present: Chairman Diaz, Vice Chairman Gilbert III, and Commissioners Cohen Higgins, Garcia, Hardemon, Heyman, Higgins, Martinez, McGhee, Regalado, Sosa and Souto were present.
The following staff members were also in attendance: County Attorney Geri Bonzon-Keenan; Clerk of the Board Director Basia Pruna and Deputy Clerk Kerry Khunjar Breakenridge.

REPORT:
Mr. Edward Cortez (District 12), Chairman, Miami-Dade Youth Commission (Commission), made an opening statement thanking the Board of County Commissioners (Board) for providing the opportunity to the Commission members to serve the community. He spoke about the Commission�s role as advocates for the County�s youth and the challenges faced during the Coronavirus Disease 2019 (COVID-19) pandemic. Mr. Cortez reported for the Commission�s focus for the 2021-2022 cycle ranged from issues such as climate education to period poverty. He reiterated his appreciation to the Board for their continued support and introduced Ms. Sophia Chebli, Chair for the Advocacy and Legislation Committee.
COMMITTEE ACHIEVEMENTS
1. ADVOCACY AND LEGISLATION COMMITTEE
I. YOUTH ACTIVISM FORUM - SOPHIA CHEBLI (DISTRICT 7)
Ms. Sophia Chelbi announced that the Advocacy and Legislation Committee (ALC) was currently working on developing and hosting a virtual forum to promote student advocacy. She spoke about the importance of instilling confidence in the County�s youth to advocate for much needed community change; and invited the Board of County Commissioners to attend the forum scheduled for mid-May.
II. CLEAN WATER � SOPHIA CHEBLI (DISTRICT 7)
Ms. Chelbi reviewed the Miami-Dade Youth Commission�s urging for clean drinking water following findings that many schools lacked the infrastructure needed to provide potable water to students. Ms. Chelbi pointed out that the County recently received state funding to increase resiliency of the County�s drinking water infrastructure, and urged the Board of County Commission to prioritize the installation of water filtering equipment and the reopening of water fountains at schools.
2. EDUCATION AND SERVICES
I. CLIMATE CHANGE � MELANIE MAHMOUDIE (DISTRICT 13)
Ms. Melanie Mahmoudie (phonetic), member of the Education and Services Committee (ESC), spoke about the climate crisis affecting the County. She noted that Miami was especially vulnerable to the effects of sea level rise due to climate change and emphasized the importance of education and providing the proper resources to the community to mitigating the impacts of climate change. Ms. Mahmoudie advised that the Miami-Dade Youth Commission had prepared an urging regarding climate education and reiterated the importance of making climate literacy available to all public school students and incorporating the topic in schools� curriculum.
II. PERIOD POVERTY � NICOLE TORRES (DISTRICT 9)
Ms. Nicole Torres, member of the Education and Services Committee (ESC), introduced the Miami-Dade Youth Commission�s period poverty initiative and explained the intent and program�s goals. She invited the Board of County Commissioners (Board) to attend the virtual webinar and contribute towards the donation drive.
III. VOTER REGISTRATION - CARLINEISSA JEAN FRANCOIS (DISTRICT 2)
Ms. Carlineissa Jean Francois, member of the Education and Services Committee (ESC), spoke about Miami-Dade Youth Commission�s initiative to host voter registration campaigns at various schools throughout the County. She noted the campaign was geared towards educating the youth about the voter registration process as well as promote civic engagement.
3. COMMUNITY ACTION AND COMMUNITY ENGAGEMENT
I. PLAY ZONE - STEVEN FERREIRO (DISTRICT 11)
Mr. Steven Ferrero, Chair, Cultural Arts and Community Engagement Committee (CACE) spoke about the Miami-Dade Youth Commission�s �Play Zone� urging which was drafted following a study performed by The Office of Program Policy Analysis and Government Accountability (OPPAGA). He reviewed the study�s findings and explained the intent of the �play zone� urging would add speed limits around parks. Mr. Ferrero spoke about the success of the �play zone� initiative in the State of Illinois and expressed optimism that the initiative would be adopted by the Florida legistature.
II. VOLUNTEER FAIR - MIA HANDFIELD (DISTRICT 1)
Ms. Mia Handfield, Vice Chair CACE, spoke about the upcoming community service fair sponsored by CACE. She spoke about the fair�s goals to give public school students access to the County�s service organizations. Ms. Handfield noted that this year�s fair was the second of its kind and was intended to help students fulfil their community service requirements for graduation while exposing students to valuable pubic service opportunities.
Ms. Silvia Rodriguez, Secretary, Miami-Dade Youth Commission (Commission), reviewed the college decisions and Silver Knight nominations of the current Commission members.
