REPORT:
Chairwoman Higgins convened the Transportation Committee (TC) meeting at 9:09 a.m.
In addition to the Committee members, the following staff members were present:
- Chief Operations Officer Jimmy Morales, Office of the Mayor;
- Assistant County Attorney Annery Alfonso; and
- Deputy Clerks Jovel Shaw and Zorana Milton, Miami-Dade Clerk of the Board.
Assistant County Attorney Annery Alfonso advised there were no changes to today�s (1/14) TC agenda.
It was moved by Commissioner Bastien that the Committee approve today�s (1/14) TC agenda, as presented. This motion was seconded by Commissioner Bermudez, and upon being put to a vote, passed by a vote of 3-0 (Commissioners Regalado and Senator Garcia were absent).
Commissioner Regalado moved to consider Agenda Items 3A, 3B, 3C, 3D, 3E, and 3F simultaneously. This motion was seconded by Commissioner Bastien, and upon being put to a vote, passed by a vote of 4-0 (Senator Garcia was absent).
NOTE: Agenda Items 3A, 3B, 3C, 3D, 3E, and 3F were forwarded to the Board of County Commissioners (Board) with a favorable recommendation.
Chairwoman Higgins requested Agenda Items 3A, 3B, 3C, 3D, and 3E, be placed on the January 22, 2025, Board agenda, in accordance with the recently updated Board�s Rules of Procedure (Ordinance No. 24-121).

REPORT:
Mr. Josiel Ferrer-Diaz, Interim Director, Department of Transportation and Public Works (DTPW), presented updates on roadway improvements for NW 107 Avenue between NW 138 Street and NW 170 Street.
Commissioner Bermudez asked to be listed as a co-prime sponsor on the foregoing special presentation item and requested staff keep him updated on all Hialeah issues. Commissioner Bermudez announced plans for a town hall meeting to update residents about the project, given the area's growth.
In response to Chairwoman Higgins� inquiry regarding the timeframe for completion and the issuance of the Request for Proposals (RFP), Mr. Ferrer-Diaz explained that while the project's procurement would close and construction would begin around June-July, the RFP had not yet been issued and staff was finalizing the RFP for release next month.
In response to Chairwoman Higgins question as to whether the issuance of the RFP could be accelerated, Mr. Jimmy Morales, Chief Operations Officer, Office of the Mayor, assured the Committee members that all efforts would be made to expedite the process.
Chairwoman Higgins reviewed the procedural actions for expediting the matter out of committee if needed.
Mr. Morales announced that the Florida Department of Transportation (FDOT) was scheduled to open a new Florida's Turnpike interchange at NW 170 Street by year's end, and noted the department�s work on the roadways were crucial for connectivity to the interchange.
Mr. Ferrer-Diaz reported that design for NW 170 Street was complete, and construction would begin in the coming months through the Miscellaneous Construction Contracts (MCC) Program.
