Chairwoman Higgins convened the Transportation Committee (TC) meeting at 9:06 am..
Prior to the roll call, Deputy Clerk Zorana Milton announced that the Clerk of the Board had received notice that Senator Garcia would be absent from today�s (3/11) TC meeting.
In addition to the Committee members, the following staff members were present:
~ Jimmy Morales, Chief Operating Officer, Office of the Mayor;
~ Assistant County Attorneys Cristina Rabionet, Annery Pulgar Alfonso, and Lauren Morse; and
~ Deputy Clerks Zorana Milton and Tomeka Law, Clerk of the Board.
MOTION TO SET THE AGENDA
Assistant County Attorney Cristina Rabionet announced there were no changes to today�s (3/11) TC agenda.
It was moved by Commissioner Bastien that today�s (3/11) TC agenda be approved, as presented. The motion was seconded by Vice Chairwoman Regalado, and upon being put to a vote, passed by a vote of 4-0. (Senator Garcia was absent.)

Assistant County Attorney Cristina Rabionet read the titles of the foregoing proposed ordinance and Agenda Item 1G2 into the record.
Chairwoman Higgins opened the public hearing and the following person appeared before the Committee in opposition of the item:
Melissa Fernandez-Stiers, City of Miami, 509 NE 57th Street, Miami, Florida.
Seeing no one else come forward to speak, Chairwoman Higgins closed the public hearing and the Committee proceeded to vote on the foregoing ordinance, as presented.
Commissioner Bastien requested the foregoing proposed ordinance be moved to the March 18, 2025 Board of County Commissioners (BCC) meeting.

REPORT:
Chairwoman Higgins briefly reviewed the intent of the foregoing proposed resolution. She explained that the Department of Transportation and Public Works (DTPW) had experienced two (2) consecutive years of rejections from the Citizen's Independent Transportation Trust (CITT), with 11 important projects being excluded from the five-year plan. She noted that the proposed legislation would refer the rejected projects back to CITT for reconsideration.
Chairwoman Higgins noted that the County Attorney�s Office opined that the projects met the People's Transportation Plan (PTP) spending requirements. She emphasized that the two-year delay had affected critical safety projects, citing examples of three (3) Metromover stations that lacked functioning fire alarm panels, and thus required 24-hour staffing as a precautionary measure.
Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution along with Agenda Items 2A, 3A, 3B, 3D, 3E, 3F, 3G, 3H, 6A and 6B simultaneously.
