Chairwoman Regalado convened the Infrastructure, Innovation & Technology Committee meeting at 11:09 a.m.
Prior to the roll call, Deputy Clerk Zorana Milton announced that the Clerk of the Board had received notice that Vice Chairwoman Higgins would be absent from today�s (5/12) Infrastructure, Innovation & Technology Committee (IITC) meeting.
In addition to the Committee members, the following staff members were present:
Chief Utilities & Regulatory Services Officer Roy Coley, Office of the Mayor;
Assistant County Attorneys Eduardo W. Gonzalez and Debra Herman;
Deputy Clerks Zorana Milton and Chester Rodriguez, Clerk of the Board.
Assistant County Attorney Eduardo W. Gonzalez indicated that there were no changes to today�s (5/12) IITC agenda.
It was moved by Commissioner Cohen Higgins that the Committee approve today�s (5/12) IITC agenda, as presented. This motion was seconded by Commissioner Steinberg, and upon being put to a vote, passed by a vote of 3-0 (Vice Chairwoman Higgins was absent).
Commissioner Cohen Higgins moved to consider Agenda Items 2A, 3A, and 3B simultaneously. This motion was seconded by Commissioner Steinberg, and upon being put to a vote, passed by a vote of 3-0 (Vice Chairwoman Higgins was absent).

REPORT:
Commissioner Cohen Higgins inquired whether the Department of Solid Waste Management (DSWM) had the capacity to measure solid waste output and distinguish between vacation homes and primary residences, as well as measure waste output from individual homes.
Chairwoman Regalado explained that DSWM's current contracts did not include cameras to measure waste during pickup, but the department maintained a list of registered vacation rentals. She noted that the item proposed working with the Solid Waste Department to explore options such as physical inspections or data gathering, potentially using code enforcement or installing cameras at specific locations.
Dr. Aneisha Daniel, Director of DSWM, clarified that while the new recycling contract implemented in April included Artificial Intelligence (AI) technology to identify incorrect recycling items and track individual customers, DSWM did not currently have the capacity to measure general solid waste output by individual residence. She noted the department was researching other models, including "pay-as-you-throw" systems used by other cities.
Responding to Commissioner Cohen Higgins� request for clarification as to whether the department could functionally measure and report on waste output from vacation rentals, Dr. Daniel confirmed that DSWM lacked this capacity for general waste collection at this time. She noted that DSWM was working with the regulatory department to obtain the list of vacation rental homes and acknowledged that they were not all registered.
Commissioner Cohen Higgins inquired whether the item was requesting measurement of only recycling or asking the department to measure all waste types in addition to recycling.
Chairwoman Regalado stated that the foregoing proposed legislation requested the administration explore all options for measuring both solid waste and recycling output. She explained that the proposal stemmed from her review of solid waste operations and her belief that charging uniform rates regardless of home size or waste production was improper. She noted that while recycling had been addressed through AI implementation, options were still being explored for general solid waste measurement.
Commissioner Steinberg expressed support for the item, citing numerous complaints about vacation rentals in her district. She opined that waste measurement could help address both waste reduction and other issues associated with vacation rentals.
There being no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution along with Agenda Items 3A and 3B simultaneously.
