REPORT:
Prior to the Roll Call, Deputy Clerk Bryce Stephenson-Pickett announced that Commissioner Bermudez would be absent from today�s Transportation Committee (TC) meeting.
Vice Chairwoman Regalado convened the TC meeting at 10:06 a.m.
In addition to the Committee members, the following staff members were present:
~Assistant County Attorneys (ACA) Lauren Morse and Cristina Rabionet;
~ Dr. Carladenise Edwards, Chief Administrative Officer, Office of the Mayor; and
~ Deputy Clerks Kerry Khunjar Breakenridge, Israel Alonso, and Bryce Stephenson-Pickett.
SETTING OF AGENDA
ACA Morse advised the items to be considered at today�s meeting were those listed on the final printed agenda, including the addition of Agenda Items 1G1 Supplement and 1G2 Supplement pursuant to the changes memo dated November 12, 2025.
Commissioner Bastien moved to approve today�s TC agenda, with the aforementioned changes. This motion was seconded by Vice Chairwoman Regalado, and upon being put to a vote, passed 3-0 (Commissioner Bermudez was excused).

ACA Morse read the title of the foregoing proposed ordinance into the record.
Vice Chairwoman Regalado opened the public hearing, and the following individual appeared before the Committee:
- Ms. Melissa Fernandez-Stiers, Assistant Director of Building for theCity of Miami, 444 SW 2 Avenue, Miami, Florida, appeared on behalf of the City of Miami (City) to voice the municipalities concerns. She requested that the Committee deny or continue the foregoing proposed ordinance due to the ongoing litigation between the City and the County regarding the County�s authority over actions related to the Rapid Transit Zone (RTZ). Ms. Fernandez-Stiers stated that this ordinance would extend the RTZ through private properties located at 170 SW 12 Terrace, 186 SE 12 Terrace, and 237 SW 13 Street, which would effectively transfer all regulatory authority from the City to the County. She noted that such expansion would limit the City�sability to planning, permitting, inspections, and compliance with State of Florida�s building and fire codes, contrary to 6.02 of the County Charter that preserved municipalities� rights to set higher standards for their communities. Ms. Fernandez-Stiers reiterated her request for the item to be continued or denied.
Seeing no one else come forward to speak, Vice Chairwoman Regalado closed the public hearing.
Vice Chairwoman Regalado inquired about the status of the litigation between the County and the City.
ACA Morse advised the County�s motion to dismiss was denied in August, and that the County Attorney�s Office was moving forward with litigation which was now in the discovery phase.
Vice Chairwoman Regalado recalled that the City�s Mayor Francis Suarez and County Commissioner Oliver Gilbert III had been tasked with negotiating a settlement and asked whether they had met or participated in any mediation concerning the litigation.
ACA Morse stated that no subsequent mediation had occurred following the initial meeting in July 2024 between City Mayor Suarez and Commissioner Gilbert III.
There being no other comments or objections, the Committee proceeded to vote on the foregoing ordinance, as presented.

Vice Chairwoman Regalado opened the public hearing, and the following individual appeared before the Committee:
- Mr. Jeffrey �Jeff� Bercow, Bercow Radell Fernandez and Tapanes, 200 S. Biscayne Boulevard Suite 300, Miami, Florida, in support of the foregoing proposed item. He noted that The Trail Connector Sub-District of the Downtown Kendall Urban Center District referred to remnants of Florida East Coast (FEC) parcels that lie on the west side of SW 70th Avenue between the Snapper Creek Canal right of way on the south and SW 80th Street on the north. Mr. Bercow stated that he had been working with the administration to facilitate the development of these parcels, and simultaneously allow for a connecting multiuse path that linked The Ludlum Trail and Underline. He explained that the properties within the subzone would be required to be developed consistent with the County�s Comprehensive Development Master Plan (CDMP) policies that promoted increased population density and intensity around the RTZ. Mr. Bercow recommended that the Committee approve the foregoing proposed ordinance.
Seeing no one else come forward to speak, Vice Chairwoman Regalado closed the public hearing.
Vice Chairwoman Regalado provided her colleagues with a brief overview of the item, and highlighted that she had worked on the item for several years. She noted that the administration and the developers had been diligent with generating solutions that would connect both trails. Vice Chairwoman Regalado explained that these underdeveloped parcels were located behind Dadeland Mall, and emphasized that the opportunity the County had to provide additional housing on these properties.
There being no other comments or objections, the Committee proceeded to vote on the foregoing ordinance, as presented.
