Chairman Garc�a called the Recreation, Tourism, and Resiliency Committee (RTRC) meeting to order at 10:35 a.m.
In addition to the Committee members, the following staff members were present:
- Mr. Roy Coley, Chief Utilities and Regulatory Services Officer, Office of the Mayor;
- Assistant County Attorney (ACA) Melanie Spencer; and
- Deputy Clerks Israel Alonso and Selena Hadley, Clerk of the Board.
MOTION TO SET THE AGENDA
ACA Melanie Spencer advised that the matters before the Committee were those listed on the official agenda, with no additions or changes.
Commissioner McGhee moved that the Committee approve today�s agenda as presented. This motion was seconded by Commissioner Regalado; and upon being put to a vote, passed 5-0.

REPORT:
Chairman Garc�a opened the reasonable opportunity for the public to be heard, and the following individual appeared before the committee:
Ms. Renita Holmes (address confidential), Executive Director of the Women�s Association and Alliance Against Injustice and Violence for Education (W.A.A.I.V.E.) of Women in Public Housing spoke in relation to Agenda Item 3B and commented on the way resilience was defined for residents of inner-city communities. She emphasized the connection between housing quality and public health, describing respiratory illnesses and allergies she attributed to construction materials, mold, and the failure of developers and housing providers to disclose those conditions. She urged the Committee to prioritize high building standards and improved training for inspectors, stating that quality housing is healthy housing and that healthy housing keeps residents safe. She thanked the Committee, and Chairman Garcia in particular, for the opportunity to be heard.
Seeing no one else come forward to speak, Chairman Garc�a closed the reasonable opportunity for the public to be heard.

REPORT:
Prior to adjournment, Commissioner Regalado raised a concern regarding the County budget. She noted that the Appropriations Committee (APC) had not been meeting and expressed concern that the committees had not yet begun reviewing their departmental budgets. She recommended that a discussion item be placed on the next Committee meeting agenda to review the departments under the Committee's jurisdiction, including the parks budget, so that members could provide input before the July budget publication. She cautioned that any needed course correction should occur within the next 30 to 60 days to avoid a compressed timeline in August.
Chairman Garcia concurred with Commissioner Regalado�s comments, particularly with respect to maximizing park revenues and revisiting expenditures.
ACA Spencer advised that her office could work with Chairman Garcia to place a discussion item on an agenda of his selection.
Chairman Garcia requested that the item be placed on the next Committee meeting agenda.
Chairman Garcia asked Mr. Coley to prepare staff to begin budget discussions focused on identifying efficiencies and maximizing revenues within the County's parks, particularly the larger regional parks, in advance of the July budget publication.
There being no further business to come before the RTRC, the meeting adjourned at 10:44 a.m.
