  REPORT: Chairwoman Bastien convened the Housing Committee (HC) meeting at 12:34 p.m.

In addition to the Committee members, the following staff members were present:

~Mr. Jimmy Morales, Chief Operating Officer, Office of the Mayor;
~ Mr. Victor Atkins, Assistant Director 3, Department Housing and Community Development (HCD); and

MOTION TO SET THE AGENDA
ACA Smith advised the items to be considered at today�s meeting were those listed on the final printed agenda, including the addition of Agenda Items 1E1 and 2B, as detailed in the Changes memorandum dated May 12, 2026.

ACA Smith announced that Commissioner Bermudez had requested to be listed as a co-sponsor on Agenda Item 2B, and Agenda Item 2A contained the following scrivener�s error on Page MDC014, noting that the address should read 395 NW 1st Street, Miami, FL.

Vice Chairwoman Lopez requested to also be listed as co-sponsors for Agenda Item 2B.

Vice Chairwoman Lopez moved to approve the agenda, with the aforementioned changes, and consider Agenda Items 2A and 2B simultaneously. This motion was seconded by Commissioner Regalado, and upon being put to a vote, passed 5-0.

NOTE: Agenda Item 2A was forwarded to the Board of County Commissioners (Board) with a favorable recommendation, as corrected, and Agenda Item 2B was forwarded to the Board with a favorable recommendation.

  REPORT: ACA Smith read the title of the foregoing proposed resolution into the record.

Chairwoman Bastien opened the public hearing, and the following individual appeared before the Committee:
Madam Renita Holmes, address exempt, addressed the Committee with concerns about Housing Quality Standards (HQS) enforcement for residents with disabilities and about inspectors she described as corrupt or inadequately trained. She stated that residents with disabilities were placed at risk when inspectors approved units with significant violations and when grievance processes were not properly followed. She warned that litigation was likely without corrective action.

Seeing no one else come forward to speak, Chairwoman Bastien closed the public hearing.

Chairwoman Bastien acknowledged HCD staff's effort in preparing the plan and thanked them for their work. She asked for clarification on the meaning of the "homeless," "disabled," and related categories within the admission preference list, as well as the meaning of "humanitarian referrals."

Mr. Atkins explained that the department had worked with the Continuum of Care and the Homeless Trust over the past year to develop a weighted preference system to address homelessness in Miami-Dade County. He stated that preferences carried assigned point values, with homeless applicants receiving 100 points and disabled applicants receiving 50 points, and that applicants were ranked by the accumulation of those points. He stated that the detailed policies and procedures would be set out in the Admissions and Continued Occupancy Policy and the Section 8 Administrative Plan, both of which would come before the Committee for approval after adoption of the Public Housing Agency (PHA) Plan.

Mr. Atkins explained that the humanitarian referral provision authorized the department director to make case-by-case decisions in exceptional circumstances, such as permitting a resident to bring in an elderly or disabled parent who would not otherwise qualify under standard policy.

Chairwoman Bastien inquired which data would be collected to confirm that the preference system operated fairly and as intended.

Mr. Atkins described the department's compliance function. He stated that the automated system ranked applicants, maintained a full audit trail, and flagged any irregularities, and that the department's compliance unit operated independently of both the Section 8 and public housing programs. He added that the US Department of Housing and Urban Development (HUD) conducted its own periodic compliance reviews, which sometimes included wait list audits, and that all public housing authorities were required to complete an independent annual audit that included a wait list review. He noted that the system would automatically generate a flag once 50 individuals had been placed on the wait list under the preference points.

Commissioner McGhee requested clarification on Section B.2(A) on Page MDC006 and the reference to Appendix D of the plan.

An unidentified HCD representative explained that the section addressed the �de minimis� provision, which HUD authorizes public housing authorities to use in limited circumstances. She stated that the provision was capped at a maximum of five percent of total units, required HUD approval, and did not necessarily mean the authority would act, but rather was included so the authority to act would already be in place if needed.

Mr. Atkins added that the provision allowed the department to demolish units destroyed by fire without proceeding through the traditional demolition process.

In response to Commissioner McGhee�s concern about certain named properties, Mr. Atkins confirmed that the provision would have no adverse impact on any proposed redevelopment deals. He explained that many units across HCD's portfolio had become uninhabitable and that the department was exploring funding mechanisms to advance demolition plans independent of any development agreement.

Hearing no questions or comments, the Committee proceeded to vote on the foregoing resolution, as presented.
