  REPORT: Chairwoman Bastien led the prayer.

  REPORT: Chairwoman Bastien convened the Housing Committee (HC) meeting at 12:35 p.m.

In addition to the Committee members, the following staff members were present:
- Assistant County Attorney (ACA) Leigh C. Kobrinski; and
- Deputy Clerks Israel Alonso and Chester Rodriguez, Clerk of the Board.

MOTION TO SET THE AGENDA
ACA Leigh Kobrinski advised that the items to be considered at today�s meeting would be those listed on the final printed agenda, including the addition of Agenda Item 2G as detailed in the changes memorandum dated June 9, 2026.

Additionally, she noted Agenda Item 1G1 contained a scrivener�s error and was corrected as follows: �On page MDC031 Exhibit C the line relating to the Allapattah community resource center facility improvement says District 2 when it should be District 3.�

Commissioner Regalado moved that the Committee approve today�s agenda with the aforementioned changes. This motion was seconded by Commissioner McGhee, and upon being put to a vote, passed 5-0.

Commissioner McGhee moved to simultaneously consider Agenda Items 2A, 2B, 2C, 2D, 2E, 2F, 2G, 3A, 3B, 3C, 3D, and 6A. This motion was seconded by Commissioner Regalado, and upon being put to a vote, passed 5-0.

Note: Agenda Items 2A, 2B, 2C, 2D, 2E, 2F, 2G, 3A, 3B, 3C, 3D were forwarded to the Board of County Commissioners (Board) with a favorable recommendation; and Agenda Item 6A was approved.
 
1C PLEDGE OF ALLEGIANCE  
  REPORT: Chairwoman Bastien led the Pledge of Allegiance.  
1D REASONABLE OPPORTUNITY FOR THE PUBLIC TO BE HEARD AS PROVIDED IN RULE 6.06  
  REPORT: Chairwoman Bastien opened the reasonable opportunity to be heard, and the following persons appeared before the Committee:

Ms. Daniela Pierre, 7151 NW 14th Place, Miami, Florida, spoke in support of Agenda Item 2A. She described herself as a full-time employee with more than 20 years in the Florida Retirement System, multiple college degrees, and roles as a mother, grandmother, and community volunteer, yet said she had been priced out of the area. She explained that she fell into a gap where she earned too much to qualify for assistance but not enough for the private market, which she said often required applicants to earn two and a half to three times the rent. She stated that this experience was shared by teachers, seniors, restaurant and healthcare workers, and other public servants, and that the current area median income of roughly $89,000 did not reflect local families. She urged the Committee to base affordability on the wages of residents already working in the County rather than those relocating to it.

Ms. Renita Holmes, Executive Director for W.A.A.I.V.E, address exempt, spoke on the lack of housing opportunity for young people, particularly in the Black community. She stated that youth reaching adulthood, including disabled youth, faced a widening gap, and that the County had not met the HUD threshold for youth housing. She said the community saw little opportunity in land ownership or cooperatives for young residents, and she urged the Committee to close that gap so that the next generation could build on and inherit available land.

Ms. Amanda Lloyd, 2150 NW 127st, Miami, Florida, appeared on behalf of The Black Collective. She noted that public land belonged to the people and stated that while she did not oppose affordable housing, she questioned whether the proposed transaction served the community and future generations, and she called for transparency, accountability, and meaningful community benefits before any public assets changed hands.

Ms. Brittany Williams, Field Director with The Black Collection, 2636 SE 20th Court, Homestead, Florida, spoke in opposition to Agenda Item 2C while voicing support for reconsidering the AMI. She objected to conveying land she valued at approximately $3.4 million for $10 to a private developer and argued that the Area Median Income (AMI) did not represent the community or account for displacement in Black and brown neighborhoods. She proposed leasing rather than selling, contending that a lease could sustain a stronger educational scholarship pipeline across its 30-year term, and she urged the Committee to prioritize the right of displaced residents, including those from Overtown, to return home.

Mr. Charles Radford, 924 Northwest 70th Street, Miami, Florida, stated briefly that public land belonged to the people and represented one of the few resources the community had left.

Ms. Janne Jackson, 1161 Northwest 50 Street, Miami, Florida, said developers were entering her community and displacing residents while failing to hire locally. She argued that residents and taxpayers should be consulted on what they wanted in their own community, and she objected that out-of-state and outside interests were taking over. She said her children had grown up believing they could one day live in the new developments but would never have that opportunity, and she maintained that everyone deserved the chance to live and thrive.

Ms. Valencia Gunder,797 Northwest 74th Street, Miami, Florida, said she supported affordable housing but opposed the permanent transfer of public land without a public benefit proportional to its value. She described the Agenda Item 2C proposal to convey land for $10 to a developer affiliated with the Relia Group, a firm she said had the financial capacity to build without land giveaways, in exchange for 14 units affordable up to 120 percent of AMI for only 30 years. She questioned why the public's ownership should end permanently when the affordability commitment expired in 30 years, and she asked whether alternatives such as a community land trust or a short-term lease had been considered.

Mr. Fance Mctaggart, 4300 Northwest 12th Avenue, Miami, Florida, appeared on behalf of The Black Collective, and sought details on the $800,000 educational scholarship tied to the Agenda Item 2C proposal. He asked who would benefit, how many students it would serve, and how long the funding would last, and he objected that the plan would shrink the Black community while expanding Hialeah.

Ms. Maya Passmore, 16350 Northwest 40 Court, Miami Gardens, Florida, spoke in support of Agenda Item 2A and thanked the NAACP Miami-Dade Branch for raising the issue. She said she had achieved homeownership through the County's Infill Housing Program in District 1 and that the opportunity changed her life. Drawing on her work as a real estate professional, she described a disconnect between the area median income and the actual cost of living, explaining that many working families, professionals, and first-time buyers earned either too much or too little to qualify, and she supported the County's effort to find better ways to measure affordability.

Mr. Terrell Washington, 4300 Northwest 12th Avenue, Miami, Florida, spoke in opposition to Agenda Item 2C and questioned who the housing would actually be affordable for, given rising housing costs, property taxes, and insurance. He said the community was being asked to accept promises before any land was transferred, and he called for local hiring requirements, living-wage jobs, priority for long-time residents, scholarship programs, and community oversight.

  REPORT: ACA Kobrinski read the title of the foregoing proposed resolution into the record.

Chairwoman Bastien opened the public hearing, and the following persons appeared before the Committee:

Mr. Theo Karantsalis, 289 Shadow Way, Miami, Florida, (spoke during Reasonable Opportunity to be Heard but intended to speak on this Public Hearing item), noted that he was a disability advocate and state activist leader with the National Multiple Sclerosis Society and spoke on disability access in connection with the housing funding items, including CDBG, HOME, and SHIP. He argued that housing was not truly accessible if a resident could enter a unit but could not safely reach a sidewalk, transit stop, pharmacy, or medical appointment, and he cited the Okeechobee Metrorail station project as an example where residents with disabilities still lacked safe accessible routes. He asked that accessibility be treated as a core requirement, requesting ADA compliance, universal design, accessible routes, safe transit connections, and follow-up monitoring so that the County's housing investments produced communities residents could use safely, independently, and with dignity.

Ms. Nakeatha Williams, 407 NW 19th Street, Miami, Florida, spoke about conditions in Liberty City and the affordability pressures facing long-time residents. She stated that the cost of living had become unmanageable, citing rising rent, gas, water, and food costs, and questioned who could afford to remain in the community. She said that ongoing construction and development brought higher rents without corresponding benefit to existing residents, and she argued that large corporations and outside interests were taking from established communities without giving back. She urged the Committee to protect the residents who had lived in the area the longest.
