|
TITLE RESOLUTION RELATING TO THE INSTALLATION AND MAINTENANCE OF AUTOMATED EXTERNAL DEFIBRILLATORS AND STOP THE BLEED KITS IN COUNTY FACILITIES; DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO INSTALL ADDITIONAL DEFIBRILLATORS AND KITS IN COUNTY FACILITIES IN ACCORDANCE WITH BEST PRACTICES AND UTILIZING LEGALLY AVAILABLE FUNDS, CONSISTENT WITH EXISTING COUNTY POLICY AS STATED IN RESOLUTION NO. R-1210-20, AND REQUIRING A REPORT BODY WHEREAS, on November 19, 2020, this Board adopted Resolution No. R-1210-20, which established a policy that existing automated external defibrillators and Stop the Bleed kits installed at County facilities shall be adequately maintained and monitored, and directed the County Mayor to identify additional County facilities that would benefit from the installation of automated external defibrillators and Stop the Bleed kits, and to install the devices at those locations; and WHEREAS, in a follow-up report dated March 9, 2021 and attached hereto as Exhibit �A�, the County Mayor determined that the County would benefit from adding approximately 487 additional automated external defibrillators and 256 Stop the Bleed kits at various County facilities; and WHEREAS, according to the American Heart Association, more than 350,000 cardiac arrests occur outside the hospital in the United States each year; and WHEREAS, cardiac arrest is caused by a life-threatening abnormal heart rhythm that can result from a heart attack, respiratory arrest, electrocution, drowning, choking, or trauma, or it can have no known cause; and WHEREAS, chances of survival from sudden cardiac arrest diminish 7 to 10 percent for each minute without immediate cardiopulmonary resuscitation or defibrillation, and after ten minutes, resuscitation rarely succeeds; and WHEREAS, an automated external defibrillator is an electronic device designed to analyze a person�s heart rhythm and to deliver an electric shock to a victim of sudden cardiac arrest to restore the heart rhythm to normal; and WHEREAS, according to the Florida Department of Health, bleeding is one of the most common injuries among survivors of an emergency, and rapid loss of blood can result in death within five minutes; and WHEREAS, Stop the Bleed is a national awareness campaign and call to action adopted by the Florida Department of Health, aimed at decreasing preventable deaths through bleeding control; and WHEREAS, Stop the Bleed kits provide the user with supplies designed to stop traumatic hemorrhaging; and WHEREAS, life-threatening emergencies can happen without warning, and emergency responders might not be nearby; and WHEREAS, those nearest someone with life-threatening injuries are best positioned to provide first care and significantly increase a person�s chance of survival; and WHEREAS, automated external defibrillators and Stop the Bleed kits, when used correctly, can save lives during an emergency; and WHEREAS, for these devices to be most effective, it is important that they be present in locations where they can be accessed and used quickly, in a matter of minutes; and WHEREAS, this Board acknowledges and supports the existing County policy established by Resolution No. R-1210-20; and WHEREAS, nearly four years have passed since this Board�s adoption of Resolution No. R-1210-20, and this Board desires an update to confirm that automated external defibrillators and Stop the Bleed kits are sufficiently located across County facilities and readily accessible in the event of an emergency, consistent with best practices, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. The foregoing recitals are approved and incorporated as if fully set forth herein. Section 2. Existing automated external defibrillators and Stop the Bleed kits already installed at County facilities shall continue to be adequately maintained and monitored in accordance with the County policy established in Resolution No. R-1210-20. Section 3. The County Mayor or County Mayor�s designee shall reevaluate whether the County would benefit from the installation of additional automated external defibrillators and Stop the Bleed kits at County facilities and shall install those devices at the identified locations. The placement of existing and new automated external defibrillators and Stop the Bleed kits at County facilities should be consistent with current best practices and industry standards, and such devices should be readily accessible in the event of an emergency. The County Mayor or County Mayor�s designee is also directed to ensure that County personnel are given access, on a voluntary basis, to appropriate training resources and guidelines regarding the use and placement of automated external defibrillators and Stop the Bleed kits. Such training may be live or by video or written materials. Section 4. The County Mayor or County Mayor�s designee is directed to utilize legally available funds to the maximum extent possible from the Fiscal Year 2024-2025 Budget to install additional automated external defibrillators and Stop the Bleed kits at the newly identified locations and to repair or replace any automated external defibrillators at County facilities that are not in good working order. The County Mayor or County Mayor�s designee may also apply for grants to fund the purchase or repair of defibrillators and kits. If no funding sources are identified, the County Mayor is directed to include an allocation of sufficient funds to install and repair or replace the automated external defibrillators and Stop the Bleed kits in accordance with this resolution in the proposed Fiscal Year 2025-2026 County Budget. Section 5. The County Mayor or County Mayor�s designee is directed to provide this Board with a written report regarding these directives, which shall include, at a minimum: (1) the status of the program, including the installation of the automated external defibrillators and Stop the Bleed kits previously identified in the 2021 report attached hereto as Exhibit �A�; (2) the additional locations identified for installation of new automated external defibrillators and Stop the Bleed kits; and (3) the details of the fiscal impact of implementing this resolution, and the identified funding sources. The County Mayor or County Mayor�s designee shall provide the report to this Board within 90 days of the effective date of this resolution and place the completed report on an agenda of the full Board without committee review pursuant to rule 5.06(j) of the Board�s Rules of Procedure. |
