TITLE AWARD RECOMMENDATION FOR TWO-YEAR COUNTYWIDE CONTRACT FOR CLEANING AND TELEVISING OF LARGE DIAMETER SEWERS, WITH COUNTY OPTION TO RENEW FOR AN ADDITIONAL TWO YEARS ON A YEARLY AWARD BETWEEN AMERICAN WATER SERVICES UNDERGROUND INFRASTRUCTURE, INC. AND MIAMI-DADE COUNTY, COUNTYWIDE, PROJECT NO. S-802 HEADER Date: To: Honorable Chairman Joe A. Martinez and Members, Board of County Commissioners From: George M. Burgess County Manager Subject: Award Recommendation for Two-Year Countywide Contract for Cleaning and Televising of Large Diameter Sewers, Contract No. S-802 STAFF RECOMMENDATION The attached Recommendation for Award for Contract S-802 between American Water Services Underground Infrastructure, Inc., and Miami-Dade County has been prepared by the Miami-Dade Water and Sewer Department (Department) and is recommended for approval. MANAGER'S BACKGROUND PROJECT: Two-Year Countywide Contract for Cleaning and Televising of Large Diameter Sewers, with County Option to Renew for an Additional Two Years on a Yearly Basis. PROJECT NO.: S-802 PROJECT LOCATION: Countywide COMMISSIONER AND DISTRICT: Various Districts PROJECT DESCRIPTION: This project is the eighth contract of the similar nature of an on-going Infiltration and Exfiltration Program established in 1993 by a Consent Decree from the Federal Government as a measure to improve the sewer collection system. The project consists of furnishing all labor, materials and equipment necessary for cleaning and inspecting via closed circuit television (CCTV) large gravity sanitary sewer pipes, 30 inches in diameter and greater, with some amount of work in smaller sizes, under different Work Orders, at different locations, anywhere within the limits of Miami- Dade County, Florida, as ordered by the Department during a two-year period. This is a non-exclusive contract, and as such, the Department may issue other similar contracts for this type of work. The Department does not guarantee that the full amount of the Contract work as listed in the Proposal will be issued to the Contractor. The actual amount of Work Orders assigned will be the prerogative of the Department in its sole discretion and dependent only upon its needs. The work will also include the following: cleaning and video inspections; supplementary cleaning consisting of the removal of roots and scales existing in the gravity sanitary sewers, and associated manholes and inlets, and removal and proper disposal of solids as required; by pass pumping of sewage; maintenance of traffic (MOT); and all other appurtenant and miscellaneous items and work for a completed Project. The work shall be accomplished through the manhole openings, without disturbing any utility, street surface, or adjacent property. It is the intent of the Department to obtain a complete functional and satisfactory installation under this project, and any items of labor, equipment or materials which may be reasonably assumed as necessary to accomplish this shall be supplied, whether or not they are specifically shown on the Plans or stated in the Specifications. The Contractor shall provide all materials for the project, unless they are specifically called out in the Specifications as being supplied by the Department. The Contractor shall provide all sheeting, shoring, bracing and all other labor, material or equipment required to preclude damage to, or loss of functionality of, any existing facility or system. COST ESTIMATE: $1,500,000.00 CONTRACT AMOUNT: $1,500,000.00 EXPLANATION: The unit prices bid were used for uniform comparison amongst the bidders, and the bids were evaluated based upon the lowest total amount bid. The Contract is being awarded for an aggregate amount of up to one million five hundred thousand dollars ($1,500,000) for a 24-month period. The Contract will terminate upon the depletion of that amount, or the expiration of the 24-month period, whichever comes first. However, if after the first two-year period the Department is satisfied with the contractor's work, The Board of County Commissioners has the option to renew the contract for up to an additional two years, with the same unit prices used in the original contract, with an additional total amount of $1,500,000. Each renewal option will be for a one year period, and $750,000. FUNDING SOURCE: Sewer Collection-Operations and Maintenance INSPECTOR GENERAL (IG) FEE: (1/4 OF ONE PERCENT) Included in the Contract ALLOWANCES/CONTINGENCY ORDINANCE NO. 00-65: (EXPLANATION) This project will have a five percent (5%) Allowance Account. This Allowance Account will be used by the Department for unforeseen conditions, construction changes, additional work or materials not covered by any proposal item, and for quantity adjustments.
