TITLE RESOLUTION APPROVING CHANGE ORDER NO. 2 TO CONTRACT NO. S-984 BETWEEN MIAMI-DADE COUNTY AND RIC-MAN INTERNATIONAL, INC. FOR THE INSTALLATION OF WATER AND WASTEWATER SERVICES TO COMMERCIAL PROPERTIES � GREEN TECH CORRIDOR � BASIN S-2, PHASE 1, EAST SIDE OF NW 27TH AVENUE, WHICH INCREASES THE CONTRACT AMOUNT BY $157,639.43, THEREBY BRINGING THE TOTAL AWARD UP FROM $7,246,280.75 TO $7,403,920.18; AUTHORIZING THE USE OF FUNDS FROM THE BUILDING BETTER COMMUNITIES GENERAL OBLIGATION BOND (GOB) PROGRAM PROJECT NO. 17 � COUNTYWIDE WATER AND SEWER SYSTEM ENHANCEMENTS � TO PAY IN PART FOR THE EXTENSION OF WASTEWATER SERVICES TO THE GREEN TECH CORRIDOR AREA BASIN 191; AND AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE SAME AND EXERCISE THE PROVISIONS CONTAINED THEREIN BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board approves Change Order No. 2 to Contract No. S-984 for the installation of Water and Wastewater Services to Commercial Properties � Green Tech Corridor � Basin S-2, Phase 1, East side of NW 27th Avenue, between Miami-Dade County and Ric-Man International, Inc. Change Order No. 2 increases the Contract amount by $157,639.43, thereby bringing the total award up from $7,246,280.75 to $7,403,920.18. The Board authorizes the County Mayor or County Mayor�s designee to use funds from the Building Better Communities General Obligation Bond (GOB) Program No. 17�Countywide Water and Sewer System Enhancements�to pay in part for the extension of wastewater service to the area. The Board also authorizes the County Mayor or County Mayor�s designee to execute Change Order No. 2 and exercise the provisions contained therein. A copy of Change Order No. 2 is attached to the accompanying memorandum as Exhibit A. HEADER Date: To: Honorable Chairman Anthony Rodriguez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Resolution Authorizing Change Order No. 2 to Contract No. S-984 for Water and Wastewater Services to Commercial Properties - Green Tech Corridor- Basin S-2, Phase 1, East Side of NW 27th Avenue, with Ric-Man International, Inc. STAFF RECOMMENDATION Executive Summary The item seeks approval from the Board of County Commissioners (the Board) to authorize Change Order No. 2 to Contract No. S-984 (the Contract) between Miami-Dade County (the County) and Ric-Man International, Inc. (the Contractor) for the installation of Water and Wastewater Services to Commercial Properties - Green Tech Corridor- Basin S-2, Phase 1, East Side of NW 27th Avenue (the Project). Change Order No. 2 increases the Contract amount by $157,639.43 to address overrun items due to inadequate sub-grade conditions. The Project involves providing water and wastewater services to 27 properties by installing water main and sanitary sewer collection system. The wastewater improvements account for approximately 5,710 linear feet of sanitary sewer gravity pipe, manholes and sewer laterals. The improvements to the potable water system consist of approximately 3,850 linear feet of water main, valves, fittings, include fire hydrants and reconnections to existing meters. Change Order No. 1 addressed additional work and associated time extensions required due to unforeseen inadequate soil conditions and utility installations within Florida Department of Transportation rights-of-way. Change Order No. 2 seeks approval to increase the Contract amount by $157,639.43 to cover the remaining balance of the overruns associated with asphalt pavement and restoration of pavement markings. The Project originated from the adoption of Resolution No. R-597-13, which directed the County Mayor or the County Mayor�s designee to develop a plan to extend sanitary sewer service to commercial and industrial parcels within the area designated as the Miami-Dade Green Technology Corridor (GTC). In response, the Miami-Dade Water and Sewer Department (WASD) created the Connect 2 Protect Program to expand access to reliable sanitary sewer service for properties currently reliant on septic systems. Through strategic investment in critical infrastructure improvements within the GTC, this Project enhances system reliability and resiliency, positions WASD to accommodate future growth, and ensures the capacity necessary to support fire protection requirements. By aligning infrastructure expansion with the County�s broader vision for the GTC, the Project reinforces WASD�s commitment to delivering efficient, dependable utility services while supporting the Board�s long-term objectives for sustainable economic development. Recommendation It is recommended that the Board approve Change Order No. 2 to the Contract. Change Order No. 2 increases the Contract amount by $157,639.43, thereby changing the total Contract amount from $7,246,280.75 to $7,403,920.18. A copy of Change Order No. 2 is attached hereto as Exhibit A. Basic details about the Project are set forth on Exhibit B attached hereto. Scope The Project is being performed at the Green Tech Corridor East Side, located in Commission District 2, which is represented by Commissioner Marleine Bastien. Delegation of Authority This item authorizes the County Mayor or County Mayor�s designee to execute Change Order No. 2 to the Contract and to exercise any and all rights conferred herein. Fiscal Impact/Funding Source The additional fiscal impact of Change Order No. 2 to the County is $157,639.43 and will be funded by the following programs: 1. Program Commercial and Industrial Corridors � Extension of Sewer System (Connect to Protect), Program #967090, Page #103 in WASD�s Fiscal Year 2025-26 Adopted Budget and Multi-Year Capital Plan. Funding sources are Building Better Communities GOB Financing and the Florida Department of Environmental Protection Grant. 2. Program Water Reset Program � Small Diameter Water Mains Replacement, Program #2000000072, Page #123, in WASD�s Fiscal Year 2025-26 Adopted Budget and Multi-Year Capital Plan. Funding sources are: WASD Revenue Bonds Sold and Future WASD Revenue Bonds. Track Record/Monitoring WASD�s Deputy Director of Planning, Regulatory Compliance and Capital Infrastructure, Marisela Aranguiz-Cueto, P.E., will oversee the implementation of Change Order No. 2 to the Contract. Background The Contract was awarded to the Contractor and approved by the Board on July 6, 2023 via Resolution No. R-616-23. The Contract award was for a total compensation amount of $6,765,755.75 with a Contract duration of 400 days to Final Completion and a Contingency Time Allowance of 40 days. The Notice to Proceed was September 18, 2023, which established October 22, 2024 as the Final Completion Date. WASD granted two (2) non-compensable time extensions totaling 31-calendar days, which extended the Final Completion Date to November 22, 2024. This Project entails the installation of ductile iron water main service lines and a sanitary sewer collection system, including all necessary connections, and the placement of precast manholes along NW 27th Avenue. The installation extends along NW 27th Avenue from south of NW 82nd Street to NW 88th Street, and along NW 87th Street from NW 30th Avenue to NW 27th Avenue. After construction began, the Contractor notified WASD that the existing soil conditions would require greater trench limits, which directly impacted the quantities of limerock and asphalt needed. Change Order No. 1 granted a 179-day non-compensable time extension, which further extended the Contract�s Final Completion Date to May 20, 2025. Change Order No. 1 also increased the Contract amount by $480,525.00 to address unsuitable soil conditions that were necessary to reestablish the structural base layer of the roadway foundation. As mentioned in Change Order No. 1, a subsequent Change Order would be submitted to the Board for approval to cover the overruns associated with asphalt pavement and restoration of pavement markings. Small Business Enterprise Measures On December 31, 2025, the Strategic Procurement Department (SPD) reviewed the Contract for compliance with Resolution No. R-1001-15. Resolution No. R-1001-15 requires County contracts with small business measures to meet at least 85 percent of the small business measures applicable to the portion of the contract work performed to date before a change order or contract amendment is considered for Board approval. The Contract was awarded with a 11.23 percent Small Business Enterprise (SBE) � Construction (SBE-Con) goal and a 9.57 percent SBE � Goods (SBE-Goods) goal. To date, the Contractor is in compliance with Resolution No. R-1001-15. See the SPD correspondence attached hereto as Exhibit C.
