TITLE RESOLUTION RATIFYING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE�S ADDITION OF VENDORS TO OPEN PREQUALIFICATION POOLS DURING THE PERIOD OF JULY 1, 2025 THROUGH DECEMBER 31, 2025 BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum and implementing order, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board ratifies the County Mayor or County Mayor�s designee�s addition of vendors to open prequalification pools during the period of July 1, 2025 through December 31, 2025 as set forth in the attachment to the accompanying memorandum. HEADER Date: To: Honorable Chairman Anthony Rodriguez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Resolution Ratifying Vendors Added to Prequalification Pools During the Period Covering July 1, 2025 through December 31, 2025 STAFF RECOMMENDATION Summary This item is a bi-annual report presented for ratification pursuant to Resolution No. R-395-12, which was adopted on May 12, 2012, by the Board of County Commissioners (Board). The report captures the addition of 129 vendors to the prequalification pools between July 1, 2025, and December 31, 2025, including 58 vendors with local offices, of which 29 are certified Small Business Enterprise (SBE) firms. Open prequalification pools are established to allow qualified vendors to participate in future spot market competitions for specified goods and services, as needs are identified by County departments. Open pools are advantageous in that additional vendors meeting the minimum qualification requirements, as specified in a solicitation, can be added at any time during the pool term. This provides ongoing opportunities to vendors interested in participating in the County�s competitive procurement process. It is also an efficient and cost-effective means of contracting that reduces administrative work for staff and vendors wishing to participate in County contracts. Prequalification pools can provide enhanced competition and improved pricing for the County, as well as reduce the time needed for the procurement of goods and services, allowing the County to operate at the speed of business. To encourage participation, outreach events are held on an ongoing basis to inform vendors about pool opportunities and the benefits of becoming prequalified. Recommendation It is recommended that the Board ratify the actions of the County Mayor or County Mayor�s designee in the addition of vendors to various active open prequalification pools. This item is being presented to the Board in accordance with Resolution No. R-395-12, which requires that a report of vendors added to open pools be provided to the Board for bi-annual ratification. The attachment to this item shows that 129 vendors were added to various prequalification pools during the referenced timeframe. Additionally, as was requested by various Board members, the attachment includes contract number and title, the SBE Program certification designation where applicable, vendor name, local office validation where applicable, and date the vendor was added to the pool during the reporting period. The purchase orders issued to pool vendors can be viewed on the Pools Dashboard. Scope The scope of this item is countywide. Fiscal Impact/Funding Source There is no fiscal impact associated with this item. Track Record/Monitor Strategic Procurement Department (SPD) staff monitor prequalification pools. Delegated Authority There is no additional delegated authority requested for this item. Due Diligence Pursuant to Resolution No. R-187-12, due diligence was conducted in accordance with SPD�s Procurement Guidelines to determine vendor responsibility, including verifying corporate status and that there are no performance and compliance issues through various vendor responsibility lists and a keyword internet search. The lists that were referenced included convicted vendors, debarred vendors, delinquent contractors, suspended vendors, and federal excluded parties.
