RESOLUTION APPROVING CONTRACT NO. 59250018006; PROJECT NO. 592500-18-006 TO QUALITY CONSTRUCTION AND PERFORMANCE, INC. FOR ZOO MIAMI GIRAFFE FEEDING STATION AND EXHIBIT RENOVATIONS FOR THE PARKS, RECREATION AND OPEN SPACES DEPARTMENT PROJECT FOR $6,206,280.00, FUNDED WITH COUNTYWIDE INFRASTRUCTURE INVESTMENT PROGRAM FUNDS; AND A TOTAL CONTRACT TERM OF 548 DAYS PLUS A 55-CALENDAR DAY CONTINGENCY PERIOD; AND AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE THE AGREEMENT, TO EXERCISE PROVISIONS CONTAINED THEREIN INCLUDING TERMINATION AND OTHER REMEDIES, APPROVE PAYMENTS FOR ADDITIONAL SERVICES, ALLOWANCES AND REIMBURSABLE EXPENSES, DETERMINE COMPLETITION AND FINAL ACCEPTANCE, AND APPROVE MODIFICATIONS SUBJECT TO CONDITIONS

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby approves Contract No. 59250018006 to Quality Construction and Performance, Inc. in an amount of $6,206,280.00, funded with Countywide Infrastructure Investment Program funds, and a total contract term of 458 calendar days plus a 55-calendar day contingency period for the Zoo Miami Giraffe Feeding Station and Exhibit Renovations project in substantially the form attached to the accompanying Mayor�s Memorandum and made a part thereof. The Board also authorizes the County Mayor or County Mayor�s designee to execute Contract No. 59250018006; approve payments for additional services, allowances, and reimbursable expenses as defined in the contract; exercise the provisions of the contract including termination rights and other contractual remedies; determine substantial completion, final acceptance, and compliance with all other provisions contained therein; and approve modifications, provided such changes remain within the intent of this award and project, do not exceed available funding, and do not materially violate any applicable provisions of the Code of Miami-Dade County, Implementing Order 3-39 or other contractual requirements.

STAFF RECOMMENDATION
Executive Summary
This item seeks approval from the Board of County Commissioners (Board) for a contract award for the construction of a new giraffe feeding station and exhibit renovations at Zoo Miami in a not-to-exceed contract amount of $6,206,280.00. The award is being made pursuant to applicable Miami-Dade County procurement requirements and in accordance with the contract documents. Under this contract, the contractor shall demolish the existing giraffe feeding platform and construct a new feeding platform and replace the holding pens and associated exhibit components as required by the contract documents. This project is part of Phase I of Zoo Miami�s Master Plan, which reflects a shared vision between Zoo Miami and the Zoo Miami Foundation to further enhance and elevate Zoo Miami. The giraffe feeding platform renovation is an important component of the broader planned improvements to the Zoo Miami facility. This project represents a significant enhancement to the guest experience and supports Zoo Miami�s continued growth and revenue-generating opportunities, in collaboration with the Zoo Miami Foundation. All work shall be phased to minimize disruption to Zoo Miami operations and maintain safe public access throughout construction.

Recommendation
It is recommended that the Board approve a competitively awarded construction contract, number 59250018006, between Quality Construction and Performance, Inc. and Miami-Dade County. This item has been prepared by the Parks, Recreation and Open Spaces Department (PROS) and is recommended for approval pursuant to Section 2-8.1 of the Code of Miami-Dade County. Approval will authorize 548 calendar days for contract performance and a not-to-exceed amount of $6,206,280.00.

Scope
Zoo Miami is located at 12400 SW 152nd Street within County Commission District 9, which is represented by Vice Chairman Kionne L. McGhee.

Delegation of Authority
In addition to the authority to execute and implement this contract, which is consistent with the authorities granted under the Code of Miami-Dade County, the County Mayor or County Mayor�s designee is also authorized to execute related documents in a form approved by the County Attorney�s Office; authorize payments for additional services, allowances, and reimbursables as defined in the contract; exercise termination and other contractual remedies; and determine substantial completion and final acceptance.

The County Mayor or County Mayor�s designee is also authorized to approve modifications provided such changes remain within the intent of the Board-approved award, do not exceed available funding, and do not violate any applicable provisions of the Code of Miami-Dade County, Implementing Order 3-39, or other contractual requirements. This authority is necessary to provide staff the flexibility to address unforeseen field conditions.

Pursuant to R-187-12, the Parks, Recreation and Open Space (PROS) conducted due diligence in accordance with SPD�s Procurement Guidelines to determine vendor responsibility including verifying corporate status and that no performance or compliance issues exist. The lists referenced included: Capital Improvements Information System, Small Business Development Division database, Sunbiz, Tax Collector�s Office, convicted vendors, debarred vendors, delinquent contractors, suspended vendors, and federal excluded parties list. Also examined as part of this due diligence: Florida Division of Business and Professional Regulation. There were no adverse findings relating to vendor responsibility.

Background
Miami-Dade County Parks, Recreation and Open Spaces Department (PROS) operates 308 parks, manages over 13,600 acres of land, and maintains 17 miles of beaches. PROS seeks a construction firm committed to building a healthier, more vibrant, and livable community through implementation of the Parks and Open Space Master Plan.

As part of these efforts, PROS is advancing the Giraffe Feeding Station and Exhibit Renovations project at Zoo Miami under Contract No. 59250018006. Zoo Miami is the largest and oldest zoological garden in Florida and the only sub-tropical zoo environment in the continental United States. Due to South Florida�s unique climate, Zoo Miami is able to sustain a wide variety of animals from around the world. Zoo Miami is an award-winning entity accredited by the Association of Zoos and Aquariums (AZA), which requires a meticulous application and inspection process to meet and exceed AZA standards for animal health and care. Zoo Miami occupies approximately 750 acres, with approximately 340 acres developed, and is home to approximately 3,000 animals representing over 600 species.

The project was publicly advertised and competitively solicited, with six bids received and opened on February 3, 2026. Based on the bid tabulation, Quality Construction and Performance, Inc. submitted the lowest responsive and responsible with a bid total in the amount of $6,206,280.00.

This project has a no measure SBE-G&S subcontractor goal; therefore, the Department of Small Business Development is not required to complete a compliance review. Parks performed the pre-award verifications, and the current low bidder complied with all applicable County Ordinances, and regulations.
