TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO PREPARE A REPORT IDENTIFYING ALL FISCAL INTERMEDIARIES AND/OR FISCAL AGENTS CURRENTLY UTILIZED BY MIAMI-DADE COUNTY, COMMUNITY BENEFIT ORGANIZATIONS, AND OTHER COUNTY CONTRACTED RECIPIENTS OF GOVERNMENTAL FUNDING; REQUIRING THAT THE REPORT INCLUDE THE NAME OF SUCH INTERMEDIARIES AND/OR AGENTS AND THE AMOUNT PAID FOR THE SERVICES RENDERED

BODY
WHEREAS, the County contracts with various third-party fiscal intermediaries and/or fiscal agents to administer, manage, or distribute program funds, grants, or other financial transactions; and
WHEREAS, certain Community Benefit Organizations (�CBOs�) and other County contracted recipients of governmental funding also use third-party fiscal intermediaries and/or fiscal agents to administer, facilitate, manage, or distribute program funds, grants, or other financial transactions; and
WHEREAS, understanding the scope, structure, and cost of these fiscal intermediary and fiscal agent relationships is necessary for this Board to evaluate the County�s financial practices, promote transparency, and ensure the efficient use of public resources; and
WHEREAS, this Board seeks to obtain a comprehensive accounting of all third-party fiscal intermediaries and/or fiscal agents currently utilized by the County, including but not limited to County departments, CBOs, County grant recipients and other providers with whom the County contracts to provide services to the community. The report must at a minimum include the name of the intermediary or fiscal agent and the total amounts paid to each such entity or individual that administer, facilitate, manage, or distribute program funds, grants or loans whether such funds originate from the County, state or federal government,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. Directs the County Mayor or County Mayor�s designee to prepare a report identifying all fiscal intermediaries and/or fiscal agents currently utilized by the County departments, CBOs and other grant recipients including but not limited to those engaged in the administration of grants, rental assistance programs, social services funding, departmental program funding, or other financial transactions. The report shall at minimum include, for each fiscal intermediary and/or fiscal agent: (a) the name of the intermediary or fiscal agent (b) the County department or program utilizing the services; (c) the scope of services provided; (d) the amount paid by the County or program provider for such services, including administrative or management fees; and (e) any other information the County Mayor or County Mayor�s designee deems relevant.
Section 2. Further directs the County Mayor or County Mayor�s designee to prepare a report regarding the directive in section 1 above within 30 days of the effective date of this resolution and to place the completed report on an agenda of this Board without committee review pursuant to rule 5.06(j) of the Board�s Rules of Procedure.
