TITLE RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE NARANJA LAKES COMMUNITY REDEVELOPMENT AGENCY (1) REQUESTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO CAUSE ALL POTHOLES ON COUNTY-OWNED OR MAINTAINED ROADWAYS WITHIN THE GEOGRAPHICAL BOUNDARIES OF THE REDEVELOPMENT AREA (BOUNDARIES) TO BE IDENTIFIED, PRIORITIZED, AND REPAIRED, UTILIZING APPLICABLE COUNTY PROCEDURES, AT THE AGENCY�S SOLE COST, (2) IN THE EVENT THAT THERE ARE PUBLIC ROADWAYS WITHIN THE BOUNDARIES THAT ARE NOT OWNED OR MAINTAINED BY THE COUNTY (NON-COUNTY ROADWAYS), THIS BOARD REQUESTS THAT THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE COLLABORATE WITH THE ENTITY THAT HAS JURISDICTION OVER SUCH ROADWAYS TO IDENTIFY, PRIORITIZE, AND REPAIR, AT THE AGENCY�S SOLE COST, ANY POTHOLES ON SUCH ROADWAYS; REQUESTING AN IMPLEMENTATION PLAN AND CERTAIN REPORTS BODY WHEREAS, the Miami-Dade County Board of County Commissioners ("County Commission") created the Naranja Lakes Community Redevelopment Agency ("Agency") pursuant to part III, chapter 163, Florida Statutes, as amended (the �Act�), to eliminate conditions of slum and blight and to promote redevelopment within the Naranja Lakes Community Redevelopment Area ("Redevelopment Area"); and WHEREAS, on March 3, 2026, the County Commission adopted Ordinance No. 26-28, which dissolved the Agency and repealed Ordinance No. 02-216, and also adopted Resolution No. R-145-26 appointing the County Commission as the board of commissioners of the Agency ("Board"); and WHEREAS, this Board recognizes that roadway conditions directly affect public safety, mobility, property values, and the overall quality of life within the Redevelopment Area; and WHEREAS, the timely repair of potholes reduces vehicular damage, improves safety, and supports economic activity by ensuring reliable access to residences and businesses; and WHEREAS, pursuant to section 163.370(2)(d) of the Act and the interlocal cooperation agreement between the Agency and Miami-Dade County (�Interlocal Agreement�), the Agency may arrange or contract for the repair by any person or agency, public or private, of streets and roads; and WHEREAS, this Board desires to coordinate with the County Mayor or County Mayor�s designee to prioritize, schedule, and cause the completion of pothole repairs within the Redevelopment Area, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF NARANJA LAKES COMMUNITY REDEVELOPMENT AGENCY, that: Section 1. The foregoing recitals are incorporated in this resolution and are approved. Section 2. This Board hereby requests the County Mayor or County Mayor�s designee to cause all potholes on County owned or maintained roadways within the geographical boundaries of the Redevelopment Area to be identified, prioritized, and repaired, utilizing applicable County procedures, at the Agency�s sole cost, pursuant to section 163.370(2)(d) of the Act and the Interlocal Agreement, and subject to section 163.370(3)(b) of the Act. In the event that there are public roadways within the Redevelopment Area that are not owned or maintained by the County (�non-County roadways�), this Board requests that the County Mayor or County Mayor�s designee collaborate with the entity that has jurisdiction over such roadways to identify, prioritize, and repair, at the Agency�s sole cost, any potholes on such roadways. Section 3. This Board requests that the County Mayor or County Mayor�s designee provide an initial implementation plan, including anticipated timelines for assessment and repair, to the Agency within 30 days of the effective date of this resolution, unless extended by the Agency. Section 4. This Board requests that the County Mayor or County Mayor�s designee establish a reporting process for the actions identified in section 2 above, with respect to pothole locations, repair schedules, and completion status; and provide periodic updates to this Board on the progress of such repairs until the repairs are completed. |
