TITLE RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE NARANJA LAKES COMMUNITY REDEVELOPMENT AGENCY (AGENCY) REQUESTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO DEVELOP A COMMUNITY POLICING INNOVATION POLICY WITH THE MIAMI-DADE SHERIFF�S OFFICE (MDSO); AND REQUESTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO NEGOTIATE AN INTERLOCAL COOPERATION AGREEMENT BETWEEN THE AGENCY AND THE MDSO BODY WHEREAS, the Miami-Dade County Board of County Commissioners (�County Commission�) created the Naranja Lakes Community Redevelopment Agency (�Agency�) pursuant to part III, chapter 163, Florida Statutes, also known as the Florida Community Redevelopment Act of 1969, to eliminate conditions of slum and blight and promote redevelopment within the Naranja Lakes Community Redevelopment Area (�Redevelopment Area�); and WHEREAS, specifically, the Agency was created pursuant to section 163.356, Florida Statutes, and its membership was appointed by the County Commission and included residents and business owners; and WHEREAS, on March 3, 2026, the County Commission adopted Ordinance No. 26-28, in accordance with section 189.071, Florida Statutes, which dissolved the Agency and repealed Ordinance No. 02-216, which is codified in Article C, Sections 2-1461 through 2-1470 of the Code of Miami-Dade County, Florida; and WHEREAS, on March 3, 2026, the County Commission also adopted Resolution No. R-145-26, which, in part, appointed itself as the board of commissioners of the Agency (�Board�) in accordance with section 163.357, Florida Statutes; and WHEREAS, section 163.340, Florida Statutes, defines �community policing innovation� as �a policing technique or strategy designed to reduce crime by reducing opportunities for, and increasing the perceived risks of engaging in, criminal activity through visible presence of police in the community, including, but not limited to, community mobilization, neighborhood block watch, citizen patrol, citizen contact patrol, foot patrol, neighborhood storefront police stations, field interrogation, or intensified motorized patrol�; and WHEREAS, for any community redevelopment agency, public safety is a critical component of successful community redevelopment and economic revitalization; and WHEREAS, innovative community policing strategies�focused on collaboration, prevention, trust-building, and data-driven approaches�have demonstrated effectiveness in reducing crime and improving quality of life in redevelopment areas; and WHEREAS, the Miami-Dade Sheriff�s Office (�MDSO�) through its South District Neighborhood Resource Unit seeks to assist the Agency in developing a community policing innovation program that includes, but not limited to: (i) residential empowerment neighborhood enforcement walks to provide an opportunity for the deputies to educate the citizens with crime prevention techniques to reduce their chances of becoming a victim; (ii) traffic enforcement details; (iii) truancy details to provide intensive guidance to meet the special needs of students with school attendance problems and divert students with serious attendance and behavioral problems from the juvenile justice system; and (iv) efforts to proactively target specific crime trends and effect arrests when needed to reduce criminal activity within the Redevelopment Area; and WHEREAS, additionally, MDSO proposes to utilize uniformed and non-uniformed deputies on bicycle, foot, and vehicle patrols to interact with the citizens and foster relationships with the community and businesses to address the root causes of crimes in the Redevelopment Area; and WHEREAS, this Board desires to establish a comprehensive community policing innovation program tailored to the specific needs of the Redevelopment Area; and WHEREAS, this Board further recognizes the importance of formal coordination with local law enforcement to implement such policy effectively; and WHEREAS, this Board believes that an interlocal cooperation agreement between the Agency and the MDSO would provide a framework for services, funding, responsibilities, and performance measures related to community policing initiatives within the Redevelopment Area; and WHEREAS, accordingly, this Board wishes to request the County Mayor or County Mayor�s designee to take the necessary steps to develop the Agency�s community policing innovation program in conjunction with MDSO and negotiate the interlocal cooperation agreement on behalf of the Agency, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF NARANJA LAKES COMMUNITY REDEVELOPMENT AGENCY, that: Section 1. The foregoing recitals are incorporated in this resolution and are approved. Section 2. This Board requests the County Mayor or County Mayor�s designee to develop with the MDSO and present to the Agency a proposed Community Policing Innovation Program for the Agency. Such policy shall, at a minimum: a. Identify goals and measurable outcomes related to crime reduction, community engagement, and quality of life; b. Incorporate best practices in community-oriented policing, including neighborhood-based deployment, youth engagement, and violence prevention strategies; c. Provide for the use of data, technology, and performance metrics to evaluate effectiveness; d. Include opportunities for community input and stakeholder participation; and e. Identify potential funding mechanisms, including Agency funds, grants, and partnerships. Section 3. This Board further requests the County Mayor or County Mayor�s designee to negotiate an interlocal cooperation agreement between the Agency and MDSO, subject to approval by the Agency and MDSO, which shall include, but not be limited to: a. Define the scope of community policing services to be provided within the redevelopment area; b. Establish roles and responsibilities of each party; c. Provide for funding, budgeting, and reimbursement mechanisms; d. Include performance standards, reporting requirements, and accountability measures; and e. Establish the term and conditions for renewal or termination of the agreement. Section 4. This Board requests that the County Mayor or County Mayor�s designee present the proposed Community Policing Innovation Program and the negotiated interlocal cooperation agreement to the Agency within 30 days of the effective date of this resolution, unless extended by the Agency. |
