TITLE RESOLUTION AUTHORIZING ADDITIONAL EXPENDITURE AUTHORITY IN THE AMOUNT OF $1,901,390.00 FOR A TOTAL MODIFIED CONTRACT AMOUNT OF $16,558,190.00 FOR CONTRACT NO. FB-00446, TOWING SERVICES, FOR THE DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS AND PEOPLE AND INTERNAL OPERATIONS DEPARTMENT; AND AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXERCISE ALL PROVISIONS OF THE CONTRACT, INCLUDING ANY CANCELLATION OR EXTENSIONS, PURSUANT TO SECTION 2-8.1 OF THE CODE OF MIAMI-DADE COUNTY, FLORIDA AND IMPLEMENTING ORDER 3-38 BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. This Board authorizes additional expenditure authority in the amount of $1,901,390.00 for a total modified contract amount of $16,558,190.00 for Contract No. FB-00446, Towing Services, for the Department of Transportation and Public Works and People and Internal Operations Department. Section 2. This Board authorizes the County Mayor or County Mayor�s designee to exercise all provisions of the contract, including any cancellation or extensions, pursuant to section 2-8.1 of the Code of Miami-Dade County, Florida and Implementing Order 3-38. A copy of the contract/pool documents is on file with and available upon request from the Strategic Procurement Department. HEADER Date: To: Honorable Chairman Anthony Rodriguez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Request for Additional Expenditure Authority to Contract for Towing Services STAFF RECOMMENDATION Executive Summary This item is for additional expenditure authority for the purchase of towing services for the Department of Transportation and Public Works (DTPW) and the People and Internal Operations Department (PIOD). The additional allocation for these departments will provide continuity of towing services for County vehicles, including sedans, trucks, mobile equipment, and buses, while accounting for increased towing requests and increased costs since contract inception. This contract is necessary to ensure that County departments can efficiently transport County vehicles that are disabled due to breakdowns or accidents to County-owned fleet repair facilities or authorized service providers, so that the vehicles can be repaired and returned to service. Recommendation It is recommended that the Board of County Commissioners (Board) approve additional expenditure authority in the amount of $1,901,390 for Contract No. FB-00446, Towing Services, for DTPW and PIOD. Background This competitive contract was established by the Board via Resolution No. R-185-17 in the amount of $12,214,000 for a five-year term with one, five-year option to renew. The contract was subsequently modified under delegated authority and is currently in the second term. The contract includes four groups: Group A � All County Departments (except Department of Transportation and Public Works �DTPW� Buses Only and Regulatory and Economic Resources �RER� Disposals) for all zones; Group B � DTPW Buses Only for all zones; Group C � RER Only for North and South Zones (North Zone; Areas 1-4 & South Zone; Areas 5-8); and Group D � Prequalification Pool to Quote Specialized Tows for all zones. County departments use this contract to purchase towing and tire roadside assistance services for County vehicles and equipment, as well as for the recovery, transportation and disposal of salvageable and non-salvageable abandoned property, vehicles, and boats. Additional allocation is being requested to support departmental needs as follows: � DTPW is requesting increased expenditure authority to support ongoing towing service needs for its current fleet operating out of the department�s three existing garages, where demand has remained steady and is anticipated to grow in parallel with overall system expansion. In addition, DTPW is requesting an increased allocation to support expanded transit operations associated with the launch of the South Corridor TransitWay and the planned November 2026 opening of the South Dade Transit Operations Center (SDTOC). The South Corridor is served by a growing fleet of articulated (60-foot), fully electric buses, significantly expanding the County�s transit footprint and service capacity. Since the launch of the South Corridor, DTPW has experienced increased utilization of towing services due to the operation of a larger and more specialized fleet. This trend is expected to continue and further increase with the opening of the SDTOC, which will house and maintain 100 articulated electric buses. Furthermore, articulated 60-foot buses require specialized towing equipment and handling, resulting in higher per-tow costs compared to standard 40-foot buses. These higher costs are further compounded by contractually adjusted rates tied to the Consumer Price Index. Collectively, the demonstrated increase in demand, continued fleet expansion and inflationary cost pressures necessitate the requested increase in expenditure authority to ensure uninterrupted support services. � PIOD is requesting additional expenditure of $653,890 due to increases in the number of tows. The number of tows requested by the department has increased by an average of 16% each year. Additionally, prices for towing services have increased per tow by approximately 29% since 2022. The additional funds requested will ensure that PIOD will be able to maintain continuity of services through the expiration of the contract. Scope The impact of this item is countywide in nature. Delegated Authority For Groups A, B, and C, the County Mayor or the County Mayor�s designee will have the authority to exercise all provisions of the contract, including any cancellation or extensions, pursuant to Section 2-8.1 of the County Code and Implementing Order 3-38. For Group D, there is no additional delegation of authority sought in this item as the authority to solicit pricing and award contracts up to an aggregate amount of the allocation authorized by the Board, exercise all provisions of the solicitation documents and any resulting contracts pursuant to Section 2-8.1 of the County Code and Implementing Order 3-38, and add vendors to the pool at any time, subject to ratification by the Board on a bi-annual basis, was granted when the pool was established. Any contract award under the prequalification pool exceeding $5,000,000 is subject to ratification by the Board. Fiscal Impact/Funding Source The contract expires on March 31, 2027 and has an existing cumulative allocation of $14,656,800. If this request is approved, the contract will have a modified cumulative allocation of $16,558,190. The requested increase in expenditure authority is based on historical usage and the anticipated needs due to the growing fleet, expansion of services, and increased pricing for the remainder term of the contract. The lists that were referenced included convicted vendors, debarred vendors, delinquent contractors, suspended vendors, and federal excluded parties. There were no adverse findings relating to vendor responsibility.
