TITLE RESOLUTION ADOPTING THE MIAMI-DADE DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS� MAJOR UPDATE OF THE 2026 TRANSIT DEVELOPMENT PLAN COVERING THE 10-YEAR PERIOD FROM 2026�2035 BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby adopts the Miami-Dade Department of Transportation and Public Works� (DTPW) Major Update of the 2026 Transit Development Plan, covering the 10-year period from Fiscal Year 2026 through Fiscal Year 2035 (the "TDP Major Update"), and authorizes the County Mayor or the County Mayor�s designee to submit the TDP Major Update to the Florida Department of Transportation. A copy of the 2026 Transit Development Plan is on file with DTPW and is also available at www.miamidade.gov/transit/mdt-10-ahead.asp. HEADER Date: To: Honorable Chairman Anthony Rodriguez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Resolution Authorizing Approval of DTPW FY 2026-2035 Transit Development Plan Major Update - MDT10Ahead STAFF RECOMMENDATION Executive Summary This item seeks approval by the Board of County Commissioners (Board) of the Department of Transportation and Public Works (DTPW) FY 2026-2035 Transit Development Plan (TDP) Major Update. The TDP, branded as MDT10Ahead, is a 10-year plan that is required by the Florida Department of Transportation (FDOT) from transit agencies receiving State funds for transit. In addition, it serves as a guide where transit agencies in Florida identify and define short-term public transit needs in their respective service areas. Board approval on an annual basis is required per FDOT regulations and major updates, which provide more comprehensive data than the annual minor administrative updates, are required every five years. This TDP identifies the County�s long-term transit infrastructure needs, establishes DTPW�s 10-year strategic and financial framework for transit investment, explores the relationship between land use and transit in the County, and documents the anticipated future demand for transit services. The 2026 TDP can be accessed on the County�s website at https://www.miamidade.gov/global/transportation/mdt-ahead.page. Recommendation It is recommended that the Board of County Commissioners (Board) approve DTPW�s 2026 Transit Development Plan Major Update, covering the 10-year period from FY 2026 through FY 2035. Scope This item has a countywide impact. Delegation of Authority This item authorizes the County Mayor or the County Mayor�s designee to submit the TDP Major Update to FDOT. Fiscal Impact/Funding Source Adoption of the TDP is a prerequisite for the authorization of State Public Transit Block Grant funds. Once adopted by the Board, the TDP will be forwarded to the FDOT for its consideration and approval. State Transit Block Grant allocations for FY 26-30, taken from the FDOTs Work Program, are provided below: Track Record/Monitor The project manager for the TDP is Tewarie Edmonson, M.S.C.E, AICP, Systems Planning Manager, within DTPW�s Transportation Planning and Policy Division Background A Transit Development Plan is a 10-year plan that is required by FDOT from transit agencies receiving State funds for transit. In addition, it serves as a guide to Florida�s transit agencies to identify and define short-term public transit needs in their respective service areas. Florida Administrative Code 14-73.001, widely referred to as the TDP Rule, states that a TDP is the transit provider�s planning, development, and operational guidance document and, therefore, a strategic blueprint for meeting transportation needs within its service area. The TDP Rule sets forth the requirements of Section 341.052(1) and (2), F.S., for the recipients of FDOT�s public transit grant funds. Block Grant funds are considered by the State on the basis of public transit needs as identified in the TDP. The TDP is a benchmark document that reflects the data, project statuses, and financial reports of DTPW as of December 2025. It also serves as DTPW�s strategic development and operational guidance document for a 10 year planning horizon and is coordinated with other County plans, including the Transportation Improvement Program (TIP) and the Long Range Transportation Plan (LRTP). Stakeholder input is an integral component of the TDP development process. MDT10Ahead Overview The TDP defines DTPW�s planning, development, and operational path for the next 10 years. Subsequent annual updates will be organized as progress reports on the 10 Year Implementation Program set forth in MDT10Ahead. This 2026 TDP is a Major Update, which is required every five years and provides more comprehensive data than the annual minor administrative updates. This Major Update consists of eight chapters, each of which fulfills a Florida State statutory requirement, ensuring compliance with the FDOT rule. � Chapter 1 - Introduction � Chapter 2 � Public Involvement Process � Chapter 3 � Metropolitan Transportation Planning Process Coordination Program � Chapter 4 � Operating Environment � Chapter 5 � Relationship to Other Plans � Chapter 6 � Land Use and Corridor Plan � Chapter 7 � Demand Estimation � Chapter 8 � 10-Year Operating and Capital Program Overall, the 2026�2035 TDP establishes DTPW�s 10 year strategic and financial framework for transit investment, ensuring compliance with FDOT requirements and continued eligibility for state funding while aligning future service, infrastructure, and capital decisions. The following sections summarize each chapter and highlight its primary purpose and key findings. Chapter 1 provides an overview of the TDP. It includes a checklist of TDP rule requirements and where the required elements are located. It also documents how the TDP interrelates with other planning documents, including the DTPW Adopted Budget and Multi-Year Capital Plan, and the Miami-Dade Transportation Planning Organization�s (TPO) LRTP and TIP. Chapter 2 documents the public efforts undertaken by the study team. Primary outreach efforts included a transit rider survey, pop-up events at DTPW transit stations, a social media effort, an analysis of 311 calls, and the Citizens� Independent Transportation Trust (CITT) ambassador program. The study team also presented the TDP to the CITT, TPO committees, and the South Florida Regional Transportation Authority (SFRTA). Outreach efforts occurred in the fall of 2025. The survey effort yielded over 5,000 responses and asked riders to gauge their satisfaction with DTPW services, perceptions of safety, and usage habits. Overall, the survey found that riders are generally satisfied with the service and feel safe at transit stations. Survey responses indicated there are opportunities to improve safety in accessing stations and stops. The TDP team convened an Advisory Review Committee (ARC). The ARC consisted of representatives from DTPW and other Miami-Dade County departments, municipalities, FDOT, the TPO, and community groups. The study team provided the ARC with updates and enlisted the ARC�s expertise in guiding the direction of the study. Chapter 3 provides an overview of DTPW�s metropolitan planning coordination efforts. This is broadly defined as coordination with the Miami-Dade TPO, as well as with other regional partners (SFRTA, Broward County Transit (BCT)). The chapter explores the SMART Program, given its collaborative nature with FDOT, the Greater Miami Expressway Authority and municipalities. The Chapter includes a brief peer and trend analysis of safety and security on the DTPW system. Overall, the data shows that DTPW compares favorably with its peers. Chapter 4 explores DTPW�s operating environment. This chapter consists of a documentation of each of DTPW�s services, including its fare structure and partnering transit services including municipal circulators, and connections with national and regional transit services including SFRTA and BCT. The chapter then documents sociodemographic characteristics for Miami-Dade County, looking at population and employment characteristics, as well as different transit-dependent profiles including areas in the County with higher concentrations of zero-car ownership households, and populations older than 65 or younger than 18. Chapter 5 is a documentation of the TDP�s relationship to 45 other planning documents, including local, county, and regional efforts. Planning consistency was documented with regards to DTPW goals and objectives, transit service consistency, the relationship to 10-Year Operating and Capital Program, and safety and security initiatives. Overall, the planning documents evaluated demonstrate widespread consistency with DTPW efforts and initiatives, though opportunities exist to better coordinate regional transportation projects. Chapter 6 explores the relationship between land use and transit in Miami-Dade County, looking for an assessment of the extent to which the land use and urban design patterns in DTPW�s service area support or hinder existing and future transit services. The analysis found that Miami-Dade County has placed a strong emphasis on the integration of land use and transportation planning, complemented by a strong TOD policy which aligns policy, infrastructure, and investment. Chapter 7 looks at Demand Estimation � documenting the anticipated future demand for transit services. Using Southeast Florida Regional Travel Demand Model (SERPM 9), the analysis found that with the development of additional premium transit corridors, ridership growth is forecasted to outpace population growth. While all demographic groups will see ridership growth, the largest increases would be amongst choice riders � that is, riders who have vehicles but opt for using transit instead. Chapter 8 documents DTPW�s 10-Year Implementation Plan, which consists of the List of Priority Projects, Funded Projects, Partially Funded, and Uncommitted Projects. The chapter also contains DTPW�s 10-Year Financial Plan, covering Operating and Capital Programs.
