RESOLUTION APPROVING A STATE-FUNDED GRANT AGREEMENT BETWEEN MIAMI-DADE COUNTY AND THE FLORIDA DEPARTMENT OF TRANSPORTATION TO PROVIDE THE COUNTY WITH FUNDING IN AN AMOUNT UP TO $3,548,180 FOR THE PROPOSED IMPROVEMENTS ALONG NW 12 STREET FROM DOLPHIN PARK-AND-RIDE TO NW 114 AVENUE; AND AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE SAME AND EXERCISE ALL PROVISIONS CONTAINED THEREIN, INCLUDING ANY TERMINATION OR RENEWAL PROVISIONS

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board approves a State-Funded Grant Agreement between Miami-Dade County and the Florida Department of Transportation, providing for reimbursement to the County of up to $ 3,548,180 for the proposed improvements along NW 12 Street from Dolphin Park-and-Ride to NW 114 Avenue, in substantially the form attached hereto and made a part hereof; and authorizes the County Mayor or County Mayor�s designee to execute same for and on behalf of Miami-Dade County and to exercise the provisions contained therein, including any termination and renewal provisions.

Subject: State-Funded Grant Agreement with the Florida Department of Transportation for Improvements along NW 12th Street for the Dolphin Station Park-and-Ride Facility

STAFF RECOMMENDATION
Executive Summary
This item requests approval from the Board of County Commissioners (Board) for a State-Funded Grant Agreement with the Florida Department of Transportation (FDOT) for the construction phase of the roadway improvement project along NW 12th Street, from NW 122nd Avenue near the SR 836 (Dolphin Expressway) interchange and the Dolphin Station Park-and-Ride facility to NW 114th Avenue. The estimated total project cost is $7,096,360, of which FDOT shall provide $3,548,180. The remaining 50 percent will be provided using Charter County Transportation Surtax funds subject to the Citizens� Independent Transportation Trust review and recommendation prior to this Board�s consideration.

The project consists of widening and resurfacing NW 12th Street to add dedicated bus-only lanes, increasing capacity for existing left- and right-turn lanes as well as constructing new turn lanes where needed. Improvements will also be made to the Florida Turnpike exit ramps and the right-turn lane from Dolphin Mall at NW 114 Avenue. These enhancements will improve access and connectivity to the Dolphin Station Park-and-Ride facility, a key component of the East-West Corridor Rapid Transit Project, which serves major employment centers in Miami-Dade County. The project is anticipated to be completed by June 30, 2030.

Recommendation
It is recommended that the Board approve the attached resolution authorizing the execution of a State-Funded Grant Agreement between Miami-Dade County and FDOT. The agreement provides the County with up to $3,548,180 for the construction phase of the roadway improvements along NW 12th Street, from NW 122nd Avenue near the SR 836 interchange and Dolphin Station Park-and-Ride facility to NW 114th Avenue.

Scope
The project is located within District 12, which is represented by Commissioner Juan Carlos �JC� Bermudez.

Delegated Authority
In accordance with Section 2-8.3 of the Miami-Dade Code related to identifying delegation of Board authority, there are no authorities beyond that specified in the resolution which includes authority for the Mayor or Mayor�s designee to execute the agreement and receive and expend these and any additional funds should they become available.

Fiscal Impact/Funding Source
The total project cost is $7,096,360, of which FDOT will reimburse up to $3,548,180 for the construction phase. The remaining 50 percent will be provided using Charter County Transportation Surtax funds. As such, at the appropriate time, the contract to be funded for the subject improvements will be submitted to the Citizens� Independent Transportation Trust for review and recommendation prior to this Board�s consideration. The FDOT grant award of $3,548,180 will be incorporated into the Fiscal Year 2026-27 Proposed Budget.
The County will provide maintenance operations upon completion of the project within the County�s right-of-way.

Joan M. Fabian, P.E., Department of Transportation and Public Works Project Manager, Highway Division, will be responsible for monitoring this project.

Background
The County Incentive Grant Program allows FDOT to provide grants to counties to improve transportation facilities that are located on the State Highway System, or which relieve traffic congestion on the State Highway System, per Section 339.2817, Florida Statutes. The project consists of widening and resurfacing NW 12 Street for bus-only lanes from the Dolphin Park-and- Ride Facility to NW 114 Avenue. The project will increase capacity for existing left- and right-turn lanes as well as provide new left- and right-turn lanes along NW 12 Street. Exit ramps from the Florida Turnpike and the right turn lane exit from the Dolphin Mall at NW 114 Avenue will be improved. The project will also add new bus-only lanes to service the new Dolphin Park-and-Ride facility. Prior to commencement of work, the County is required to enter into a State-Funded Grant Agreement with FDOT.
