WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:

Section 1. This Board ratifies and adopts the matters set forth in the accompanying justification memorandum as if fully set forth herein.

Section 2. This Board approves, after a public hearing, the Fiscal Year (FY) 2026 Action Plan funding recommendations, as set forth in Exhibits A and B attached hereto and incorporated herein by reference, consisting of $12,657,029.00 of Community Development Block Grant (CDBG) program funds, which includes $1,645,410.00 of Commission District Funds (CDF); $4,722,449.45 of HOME Investment Partnerships (HOME) program funds; $1,096,830.00 of Emergency Solutions Grant (ESG) program funds; $1,278,185.36 of CDBG program income funds; and $1,671,077.57 of HOME program income funds.

Section 3. This Board approves Substantial Amendments to the FY 2013-2017 Consolidated Plan, as extended through 2019, the FY 2020-2024 Consolidated Plan, the FY 2025-2029 Consolidated Plan, and the corresponding FY 2013 through FY 2025 Action Plans to recapture and reallocate $1,174,556.59 of CDBG funds, $694.09 of ESG funds, $2,211.55 of CDBG-CV funds, and $3,984.46 of ESG-CV Funds, as set forth in Exhibits C and D attached hereto and incorporated herein by reference.

Section 4. This Board authorizes the County Mayor or County Mayor�s designee to administratively recapture CDBG, HOME, and ESG funds from stalled activities or activities that are complete and have remaining unused balances. Stalled activities include activities where an agency is unresponsive or declines the award, the activity is unable to meet a HUD National Objective, or the activity is cancelled for other unforeseen circumstances. Prior to the recapture of CDF allocations, the respective Commission District will be notified in advance.

Section 5. This Board authorizes the County Mayor or County Mayor�s designee to file with the United States Department of Housing and Urban Development the FY 2026 Action Plan and annual update to the FY 2025-2029 Consolidated Plan and the substantial amendments as described in Section 3 of this resolution.

Section 6. This Board authorizes the County Mayor or County Mayor�s designee to award the allocated funds to eligible applicants and activities as identified in
Exhibits A, B, and D, and administratively allocate $579,990.00 of CDBG funds, including CDF, as set forth in Exhibit A, to eligible agencies and public service, economic development, housing, and public facilities and capital improvement activities that are selected by the County Commissioners in consultation with the Department of Housing and Community Development (HCD) later in the 2026 program year.

Section 7. This Board authorizes the County Mayor or County Mayor�s designee to execute the conditional loan commitments in substantially the form attached hereto as Exhibit E and incorporated herein by reference, standard shell contracts, agreements, loan documents, and amendments to accomplish the purposes set forth in this legislation, and to shift funds and funding sources awarded to a project to any new affiliated entities created for the purpose of carrying out a project.

Section 8. This Board authorizes the County Mayor or County Mayor�s designee, upon a determination that such actions are in the best interest of the County, to subordinate and/or modify the terms of contracts, amendments and loan documents so long as such modifications are approved by the County Attorney�s Office as to form and legal sufficiency and are not substantially inconsistent with this resolution, and to exercise termination, waiver, acceleration and other provisions in said agreements and documents.

STAFF RECOMMENDATION
Executive Summary
This item recommends the Board of County Commissioners (Board) approve the Department of Housing and Community Development�s (HCD) FY 2026 Action Plan. Under this Action Plan, a total of $22,607,018.07 in federal funds will be allocated to agencies and activities serving low- to moderate-income residents and neighborhoods, marking the County�s ongoing commitment to improving quality of life and revitalizing low-income communities.

The allocation of these federal funds has no negative fiscal impact on the County�s General Revenue fund and the proposed activities will help address critical needs across the County, including social services, technical and financial assistance to small businesses, housing and home rehabilitation, homebuyer assistance, park improvements, assistance to people and families experiencing homelessness, and more. In all cases, the funded agencies have demonstrated the experience and ability to successfully implement these programs.

This item further recommends the authorization of the County Mayor or County Mayor�s designee to execute all agreements and documents necessary to carry out the FY 2026 Action Plan, to administratively allocate Commission District Funds (CDF) funds, and to administratively recapture CDBG, HOME, and ESG funds.

It is recommended that the Board approve this item to ensure Miami-Dade County continues to serve low- and moderate-income residents and neighborhoods throughout the County and continue achieving the United States Department of Housing and Urban Development�s (HUD�s) National Objectives. The County continues to work with its community development partners to enhance its programs and to better meet the public service, economic development, housing, and capital improvement needs of low- and moderate-income residents and neighborhoods.


Recommendation
This item recommends that the Board:

1. Approve the FY 2026 Action Plan for annual submission to HUD, including the FY 2026 funding recommendations, as identified in Exhibits A and B to the resolution and incorporated therein by reference, consisting of $12,657,029.00 of CDBG program funds, $4,722,449.45 of HOME program funds, $1,096,830.00 of ESG program funds, $1,278,185.36 of CDBG program income funds and $1,671,077.57 of HOME program income funds. The FY 2026 Action Plan includes CDF CDBG funding recommendations for public service, economic development, public facilities and capital improvements, and housing activities. This Board further authorizes the County Mayor or County Mayor�s designee to award the allocated funds to eligible applicants and activities identified in Exhibits A and B.

2. Approve Substantial Amendments to the FY 2013-2017 Consolidated Plan, as extended through 2019, the FY 2020-2024 Consolidated Plan, the FY 2025-2029 Consolidated Plan, and the corresponding FY 2013 through FY 2025 Action Plans to recapture and reallocate $1,174,556.59 of CDBG funds, $694.09 of ESG funds, $2,211.55 of CDBG-CV funds, and $3,984.46 of ESG-CV Funds. Scope
The proposed CDBG, HOME, ESG, CDBG Program Income, and HOME Program Income funding recommendations for FY 2026 are countywide in nature. Additionally, the item proposes Substantial Amendments to the FY 2013-2017 Consolidated Plan, as extended through 2019, the FY 2020-2024 Consolidated Plan, the FY 2025-2029 Consolidated Plan, and the corresponding FY 2013 through FY 2025 Action Plans to recapture and reallocate $1,174,556.59 of CDBG funds, $694.09 of ESG funds, $2,211.55 of CDBG-CV funds, and $3,984.46 of ESG-CV Funds, as incorporated therein.

Delegation of Authority
This item requests delegation of authority to authorize the County Mayor or the County Mayor�s designee (a) to submit the FY 2026 Action Plan, the annual update to the FY 2025-2029 Consolidated Plan and the substantial amendments described in the resolution to HUD; (b) to award the allocated funds to eligible applicants and activities identified in Exhibits A, B, and D that are attached to the resolution; (c) administratively recapture CDBG, HOME, and ESG funds from stalled activities or activities that are complete and have remaining unused balances; (d) to administratively allocate $579,990.00 of CDBG public service and economic development funding, including CDF, as set forth in the first two line items of Exhibit A to the resolution, to eligible activities and agencies that are selected by HCD in consultation with County Commissioners; (e) to execute all conditional loan commitments, standard shell contracts, standard shell loan documents, amendments, and other agreements necessary to accomplish the purposes of set forth herein, to subordinate and/or modify the terms of contracts, agreements, amendments, and loan documents for projects and activities approved herein, so long as such modifications are: (i) approved by the County Attorney�s Office for legal form and sufficiency, (ii) not substantially inconsistent with the Board�s resolution, and (iii) found by the County Mayor or County Mayor's designee to be in the best interest of the County; (f) to execute other documents necessary to accomplish the purposes set forth in this resolution; and (g) to exercise the termination, waiver, acceleration, and other provisions set forth in agreements executed in performance of this resolution.

The FY 2026 allocations are comprised of $12,657,029.00 of CDBG program funds, $4,722,449.45 of HOME Program funds, and $1,096,830.00 of ESG program funds, described as follows in Table 1.

Track Record/Monitor
The CDBG, HOME, and ESG activities will be monitored by Nathan Kogon, AICP, Director, HCD. Through the review of quarterly progress reports and monitoring site visits, HCD will administer these projects to ensure compliance with federal guidelines and County policies.

Background
Each year, HUD Community Planning and Development (CPD) directs formula block grant funding to states, cities, counties, and nonprofit organizations to address a range of community development needs, such as affordable housing, homelessness assistance, economic development, and infrastructure improvements. The CPD programs include the CDBG, HOME, ESG, and Housing Opportunities for Persons with AIDS (HOPWA) program, which principally benefit low- and moderate-income (LMI) persons and are based on a formula that considers factors such as population size, poverty levels, housing conditions, and other demographic indicators.

As a recipient of these CPD formula grant programs, Miami-Dade County is required to submit a Consolidated Plan every five years to HUD in accordance with Code of Federal Regulations Title 24 Part 91, the Consolidated Submissions for Community Planning and Development. The Consolidated Plan provides an assessment of the participating jurisdiction�s housing and community development needs, an analysis of housing and economic market conditions and available resources, citizen participation and consultation in developing the plan, and the jurisdiction�s housing and community development priorities and multiyear goals. The last approved Consolidated Plan was for the period from FY 2025-2029.

The Consolidated Plan is carried out through a series of Annual Action Plans. The Annual Action Plans provide annual summaries of the activities that will be funded through the CPD programs to address the priority needs and goals identified by the Consolidated Plan. This item seeks approval for a new Annual Action Plan covering the period from January 1, 2026, through December 31, 2026.

The FY 2026 Action Plan marks the County�s continual effort to utilize federal awards in a manner that will result in significant and sustainable revitalization efforts of low- to moderate-income communities. Under this Action Plan, strong consideration was given to projects and activities that met the FY 2026 requirements for CDBG, HOME and ESG activities; some projects are recommended due to critical needs of County and municipal projects. In all cases, the recommended projects meet an underserved need and demonstrate a readiness to proceed. The recommended agencies have demonstrated the ability to successfully implement the programs through their experience and capacity to adhere to federal reporting requirement and achieve HUD National Objectives.

HCD is Miami-Dade County�s lead agency for coordination of the Consolidated Plan and Action Plan for the CDBG, HOME, and ESG programs. The HOPWA program is administered by the City of Miami and, therefore, is not addressed in this document.

2026 Request for Applications (RFA) for CDBG, HOME and ESG Funds
Public notices advising the release of the draft FY 2026 RFA for CDBG, HOME and ESG funds were published beginning on January 5, 2026, in the Miami Herald, Miami Times, Diario Las Americas, and Haitian American Journal. HCD accepted comments on the draft RFA from January 6, 2026, until February 6, 2026.

Four public meetings/technical assistance workshops were held for the RFA: January 22, 2026, at North Dade Regional Library; January 27, 2026, at Arcola Lakes Branch Library; January 29, 2026, at Naranja Branch Library; and a virtual meeting held on the Zoom software platform on January 30, 2026. The goal of the technical assistance workshops was to solicit comments from the community, and to provide applicants with guidance on the RFA process. HCD provided applicants with technical assistance for Neighborly during the workshops on how to utilize the Neighborly software to submit an application. The RFA application process was managed in the Neighborly online grants management platform where applicants submitted their applications for consideration.

On February 10, 2026, HCD officially released the FY 2026 RFA for CDBG, HOME, and ESG funds with a submittal deadline of March 4, 2026. All applications that were submitted in response to the RFA and recommended for funding were reviewed and scored to comply with federal program requirements and the priority needs of the community.
On February 17, 2026, HCD held a workshop with commission district office staff to review the process of allocating CDBG CDF funds and CDBG eligibility requirements. Commission District offices were officially advised by memoranda on March 18, 2026, of the amount of funds available for CDBG allocation and CDBG or federal eligible categories.

RFA Minimum Threshold and Due Diligence Review
As a requirement of the FY 2026 RFA, applicants must be eligible entities and proposals must meet criteria for eligible activities that meet a HUD National Objective to be considered for funding. Section 5301(c) of the Housing and Community Development Act of 1974 (codified as 42 U.S.C. � 5301(c)) sets forth the primary objective of the federal programs as the development of viable urban communities by the provision of decent housing and a suitable living environment and the expansion of economic opportunities, principally for persons of low- and moderate-income. The federal statute further states that this is to be achieved in the CDBG program by ensuring that each funded activity meets one of three named national objectives. Those three objectives are identified as: benefiting low- and moderate-income persons; preventing or eliminating slums or blight; and meeting urgent needs. The statute also states that each grantee, such as the County, must ensure that at least 70 percent of its expenditures over a particular time period must be used for activities qualifying under the first of those national objectives (that of benefiting low- and moderate-income persons).

As set forth in the RFA, applicants were required to show evidence of site control and provide a proposed budget and scope of work for the activity that CDBG, HOME, and ESG funding is requested to accomplish. Additionally, the RFA required that applicants show their project will meet one of the following National Objectives: a) low/moderate income area benefit (LMA), meaning the project consists of an activity, the benefits of which are available to all the residents in a particular area, where at least 51 percent of the residents are low- and moderate-income persons; b) low/moderate income limited clientele benefit, meaning the project consists of an activity which benefits a limited clientele, at least 51 percent of whom are low- or moderate-income persons activity benefits a specific group of persons; c) low/moderate income job creation or retention, meaning the project creates jobs of which at least 51 percent of jobs will be made available to or held by low- and moderate-income persons; or d) low/moderate income housing, meaning the project consists of the acquisition, construction or improvement of permanent residential structures where the housing is occupied by a low- to moderate-income household. Furthermore, applicants must score a minimum of 70 points on the application to be recommended for funding through the RFA process.

In accordance with Resolution No. R-630-13, prior to the County Mayor or County Mayor�s designee making a recommendation for funding to enter into a contract for CDBG, HOME, or ESG funds, or other state, local or federal sources of funding for economic development, community development and/or affordable housing activities, staff is required to conduct a search to identify agencies with due diligence issues. Staff conducted a due diligence review in accordance with the provisions of Resolution No. R-630-13. There are no due diligence issues to report.

For all new construction and rehabilitation affordable housing projects, the County will execute the conditional loan commitment in substantially the form attached to the resolution as Exhibit E.

Citizen Participation Requirements
The FY 2026 Action Plan was advertised for public comment on May 21, 2026, with a 30-day comment period that ended on June 22, 2026. Advertisements were placed in English in the Miami Herald and Miami Times, as well as in Spanish, and Creole publications. The FY 2026 Action Plan funding recommendations were posted on HCD�s website for public review.

Community Development Block Grant (CDBG) Program
The FY 2026 CDBG program allocation is $10,125,623.20 after the deduction of the administrative costs summarized below.

CDBG Commission District Fund (CDF) Allocations
CDF represents 13 percent of the total CDBG allocation, which is then divided among the 13 Commission Districts. For FY 2026, each Commission District had $126,570.00 available to allocate to CDBG eligible projects recommended by the Commissioners.
CDF allocations for public services, economic development, housing and public facilities/capital improvements are included in Exhibit A to the resolution. This item seeks delegated authority to administratively allocate any CDF allocations that were not submitted in time to be included in this agenda item.
Home Investment Partnerships Program (HOME)
The FY 2026 HOME annual allocation from HUD is $4,722,449.45. The HOME Program is designed to strengthen public-private partnerships for the expansion of decent, safe, sanitary, and affordable housing with primary attention on rental housing to assist families with incomes of 80 percent of Area Median Income (AMI) or lower. HOME funding recommendations are designated for acquisition, new construction or rehabilitation of affordable rental housing, pre-development, single-family homeownership, tenant-based rental assistance (TBRA), HOME community housing development organization (CHDO) housing set-aside, and HOME CHDO operating support.

It should be noted that there were no HOME CHDO applications received. The County will be working with existing CHDOs to identify eligible housing activities. HCD will provide HOME CHDO funds to an eligible CHDO for the purpose of developing multi-family affordable housing during the FY 2026 competitive Documentary Surtax Program/State Housing Initiatives Program (SHIP) /HOME solicitation.

Emergency Solutions Grant (ESG)
The County�s FY 2025 ESG award is $1,096,830.00 ESG funds for homeless activities were made available for rapid rehousing services.

ESG funding recommendations align with the goals of the Homeless Continuum of Care (CoC) in Miami-Dade County. The Miami-Dade County Homeless Trust, which was created by the Miami-Dade Board of County Commissioners, serves as the lead agency for the CoC. In addition to being responsible for the oversight, planning, and operations of the entire CoC, The Homeless Trust also provides the 100 percent matching funds required by ESG program (24 CFR 576.201).

CDBG and HOME Program Income
Program income is gross income directly generated by a grant-supported activity, such as loan and interest payments. Program income funds must be used to continue or expand eligible grant activities.

HCD recommends the allocation of $1,278,185.36 of CDBG Program Income funds.

HCD recommends the allocation of $1,671,077.57 of HOME Program Income funds.
These allocations are set forth in Exhibit B to the resolution and incorporated therein by reference. These program income funds are from principal and interest payments on housing and economic development loans.

Recapture and Reallocation
Recapture and reallocation are mechanisms utilized to close out completed activities that have unused balances and reallocate those funds to new, eligible activities. Recapture and reallocation is carried out through the HUD substantial amendments process.

Substantial Amendments are requested to the FY 2013-2017 Consolidated Plan, as extended through 2019, the FY 2020-2024 Consolidated Plan, the FY 2025-2029 Consolidated Plan, and the corresponding FY 2013 through FY 2025 Action Plans to recapture and reallocate CDBG, ESG, CDBG-CV, and ESG-CV Funds.

Recapture Recommendations
HCD recommends the recapture of $1,174,556.59 of CDBG funds in Exhibit C to the resolution from various activities that are complete and have remaining balances, or activities that were canceled because the agencies could not achieve a CDBG National Objective, were non-responsive, or declined the award. Of the CDBG recaptured funds, $199,587.59 are from previous Commission District Fund (CDF) allocations from Commission Districts 2, 3, 4, 7, 8, and 9. The Commissioners in these districts have been notified of the recaptures and will have the opportunity to recommend allocations through a future recapture and reallocation item. However, these recaptured CDF funds may not be reallocated to any public service activities because public service funds may only be expended during the program year that they were initially awarded. The funds may be used in the following categories: economic development, housing, and public facilities and capital improvements.

Therefore, HCD recommends the recapture of $694.09 of ESG funds in Exhibit C to the resolution from agencies that have completed the activities with minimal remaining balances. HCD recommends the recapture of $2,211.55 of CDBG-CV funds in Exhibit C to the resolution. Rebuilding Together Miami-Dade, Inc. has completed its Housing Rehabilitation activity and there is a remaining balance. Further, HCD recommends the recapture of $3,984.46 of ESG-CV funds in Exhibit C to the resolution from activities that are complete and have remaining balances.

All entities with projects listed as the subject of recapture have been informed with written communication.

Reallocation Recommendations
HCD recommends the reallocation of $199,587.59 in CDBG CDF funds in Exhibit D to the resolution to provide economic development, housing, and public facilities and capital improvement activities in Commission Districts 2, 3, 4, 7, 8, and 9.

HCD recommends the reallocation of $694.09 in ESG, $2,211.55 in CDBG-CV, and $3,984.46 in ESG-CV funds in Exhibit D to the resolution to close-out these grants with HUD. CDBG-CV and ESG-CV funds have a six-year period of performance, and all funds must be expended by June 30, 2026.
