RESOLUTION AUTHORIZING ACCESS OF GOVMVMT CONTRACT NO. 2025-0852, WASTE CARTS, RECYCLING CARTS, CART PARTS, AND RELATED PRODUCTS AND SERVICES, IN THE AMOUNT OF $38,356,400.00 FOR THE REMAINING INITIAL TERM EXPIRING ON DECEMBER 22, 2030 AND FIVE, ONE-YEAR OPTION TO RENEW TERMS FOR THE DEPARTMENT OF SOLID WASTE MANAGEMENT; AND AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXERCISE ALL PROVISIONS OF THE CONTRACT, INCLUDING ANY CANCELLATIONS, RENEWALS, OR EXTENSIONS, PURSUANT TO SECTION 2-8.1 OF THE CODE OF MIAMI-DADE COUNTY, FLORIDA AND IMPLEMENTING ORDER 3-38

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:

Section 1. This Board approves the access of GovMVMT Contract No. 2025-0852, Waste Carts, Recycling Carts, Cart Parts, and Related Products and Services, in the amount of $38,356,400.00 for the remaining initial term expiring on December 22, 2030 and five, one-year option to renew terms for the Department of Solid Waste Management.

Section 2. This Board authorizes the County Mayor or County Mayor�s designee to exercise all provisions of the contract, including any cancellations, renewals, or extensions, pursuant to section 2-8.1 of the Code of Miami-Dade County, Florida and Implementing Order 3-38. A copy of the contract document is on file with and available upon request from the Strategic Procurement Department.

Subject: Recommendation to Access a Cooperative Contract for Waste Carts, Recycling Carts, Cart Parts, and Related Products and Services

STAFF RECOMMENDATION
Executive Summary
This item is for the purchase of waste carts, recycling carts, cart parts, and related products and services to support the operational needs of the Department of Solid Waste Management (DSWM). These goods and services are essential for providing waste collection and recycling services for more than 350,000 households in unincorporated Miami-Dade County (County) and multiple municipalities served through interlocal agreements. Approval of this contract is necessary for DSWM to continue meeting operational demands driven by population growth, as well as the repair and replacement of aging carts that have reached the end of their useful life. The contract also supports the availability of replacement parts required to maintain existing carts and ensure uninterrupted service delivery.

This recommendation is to access Contract No. 2025-0852, awarded to Rehrig Pacific Company (Rehrig) through GovMVMT, a national cooperative purchasing program that allows public agencies to leverage pre-solicited contracts to reduce procurement time and costs. This contract was competitively solicited and awarded by the City of Houston, Texas, acting as the lead public agency. Accessing this contract provides a cost-effective and timely procurement solution while ensuring continuity of operations. Rehrig is the County�s current vendor for these goods and services; therefore, maintaining this manufacturer ensures full compatibility with DSWM�s existing inventory of waste and recycling carts, replacement parts, and the current cart tracking system.

DSWM continues to expand its public education and outreach efforts to improve recycling participation and reduce contamination in the County�s recycling stream through partnerships with Miami-Dade County Public Schools (MDCPS), municipalities, community-based and faith-based organizations, homeowners� associations, and industry partners to educate residents on proper recycling practices. Outreach and events also include the Miami Youth Fair, school visits, tabling events, transit and billboard advertising campaigns, social media engagement, facility tours, digital education tools, direct mail campaigns, and targeted contamination reduction initiatives.

Recommendation
It is recommended that the Board of County Commissioners (Board) approve accessing a competitively established contract, Contract No. 2025-0852, Waste Carts, Recycling Carts, Cart Parts, and Related Products and Services, awarded to Rehrig through GovMVMT, in the amount of $38,356,400 for DSWM for the remainder of the initial term, which expires on December 22, 2030, and the five, one-year option to renew periods. This contract will replace Contract No. RFP-00254, previously approved by the Board through Resolution No. R-846-16 and awarded to Rehrig. Accessing this contract ensures continuity of services, maintains compatibility with DSWM�s existing cart inventory and tracking system, and provides competitive pricing for the required goods and services.

Background
A Request for Proposals (RFP) was issued in October 2024, under full and open competition by the City of Houston, Texas, acting as the lead public agency. The RFP was publicly advertised through the City of Houston�s Strategic Procurement Division and GovMVMT across multiple national platforms. On the closing date of January 2, 2025, four proposals were received. Following the evaluation of proposals, Rehrig was determined to be the highest-ranked proposer. The evaluation process included technical evaluation, oral presentations, and a Best and Final Offer review. Negotiations were completed in November 2025. At the conclusion of the evaluation and negotiation process, Rehrig was recommended for contract award. Rehrig has over 37 years of industry experience in providing waste and recycling solutions to government entities and operates multiple manufacturing facilities worldwide. The vendor has deployed more than 70 million carts, including over 20 million equipped with RFID technology, and offers a 10-year product warranty, demonstrating its capacity to meet the County�s operational needs.

Prior to recommending access to this contract, outreach and market research were conducted, including a Request for Information (RFI) and an industry day. Findings indicated that there were no local vendors or certified Small Business Enterprise (SBE) firms with the capacity and experience to
provide the required goods and services. Accessing the recommended contract is in the County�s best interest, as it ensures continuity of operations by maintaining compatibility with DSWM�s existing inventory of waste and recycling carts, replacement parts, and the established cart tracking system. In addition, the contract provides immediate access to required goods and services at competitive pricing, representing the most efficient and cost-effective procurement solution for the County.

DSWM provides waste collection and recycling services to more than 350,000 households in the unincorporated areas of the County and ten municipalities, including Aventura, Cutler Bay, Doral, Miami Gardens, Miami Lakes, Opa-locka, Palmetto Bay, Pinecrest, Sunny Isles Beach, and Sweetwater. Additionally, DSWM provides curbside recycling services to several municipalities through interlocal agreements, including El Portal, Florida City, Medley, Miami Beach, Miami Springs, North Bay Village, South Miami, Virginia Gardens, and West Miami. Residents are not charged for a second recycling cart; however, residents requesting an additional green garbage cart are charged an annual fee of $162 per cart. This fee is subject to adjustment based on future approved fee increases.

To reduce contamination in the recycling stream, DSWM Code Enforcement staff conduct approximately 1,000 recycling cart inspections each month and provide direct education and outreach to residents on proper recycling. Additional educational partnerships include collaborations with Dream in Green and Recyclepedia to educate residents, municipal partners, and MDCPS students on proper recycling practices, including the planned integration of Recyclepedia�s online recycling search tool into the County�s website to improve public access to recycling information. These outreach and education initiatives have contributed to measurable improvements in the County�s recycling contamination rate, which has decreased from approximately 50 percent in 2020 to 39.9 percent in 2023 and 38.8 percent in 2025. A new contamination study is currently underway to further evaluate program effectiveness and identify additional opportunities for improvement.

The scope of this item is countywide in nature.

Fiscal Impact/Funding Source
The fiscal impact for the initial term is $19,178,200 and will expire on December 22, 2030. Should the County choose to exercise, at its sole discretion, the five, one-year options to renew, the estimated cumulative value will be $38,356,400. The current contract is valued at $29,222,928 for a 10-year term and expires on October 31, 2026. The annualized allocation under the proposed contract is higher than the current contract due to increased operational demand for these goods and services, driven by population growth, as well as the need for the repair and replacement of aging carts that have reached the end of their useful life.

Due Diligence
Pursuant to Resolution No. R-187-12, due diligence was conducted in accordance with SPD�s Procurement Guidelines to determine vendor responsibility, including verifying corporate status and that there are no performance and compliance issues through various vendor responsibility lists and a keyword internet search. The lists that were referenced included convicted vendors, debarred vendors, delinquent contractors, suspended vendors, and federal excluded parties. There were no adverse findings relating to vendor responsibility.

Applicability of Ordinances and Contract Measures
� The two percent User Access Program will be applied where permitted by funding source.
� The SBE Bid Preference and Local Preference do not apply.
� The Living Wage Ordinance does not apply.
