WHEREAS, this Board desires to accomplish the purpose outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby awards Contract No. S-16113, Wastewater and Water Service to Commercial Properties � Green Tech Corridor S-1 North, in substantially the form attached to the accompanying memorandum as Exhibit D, to All Construction & Plumbing, Inc. for a total contract amount of $12,506,147.00 and a total contract period of 627 calendar days. The Board also authorizes the County Mayor or County Mayor�s designee: (1) to use the Miami-Dade Water and Sewer Department�s Consent Decree and Capital Improvement Programs Acceleration Ordinance, section 2-8.2.12 of the Code of Miami-Dade County, Florida, to manage the Contract; (2) to use funds from the Building Better Communities General Obligation Bond (GOB)
Program No. 17�Countywide Water and Sewer System Enhancements�to pay in part for the extension of wastewater service to the area; and (3) to execute the Contract for and on behalf of the County and to exercise the termination and other provisions contained within the Contract.

STAFF RECOMMENDATION
Executive Summary
This item seeks approval from the Board of County Commissioners (the Board) to award competitively solicited Contract No. S-16113, Wastewater and Water Service to Commercial Properties � Green Tech Corridor S-1 North (the Contract), to the lowest responsive and responsible bidder, All Construction & Plumbing, Inc. (All Construction), for a total amount of $12,506,147.00 and a total Contract period of 627 days. The Contract is a combined water and sewer project that will extend the sanitary sewer system to commercial and industrial parcels along N.W. 27 Avenue from N.W. 96 Street to N.W. 106 Street and will provide for the renewal/replacement of aging and undersized water mains throughout the area (the Project).

The Project will install and furnish approximately 12,000 linear feet (LF) of sanitary sewer gravity pipe, manholes, and sewer laterals, within the Green Technology Corridor (GTC). To maximize the community benefit and deliver comprehensive and cost-effective infrastructure improvements, the Project also includes the replacement of approximately 4,000 LF of aging and undersized water mains throughout the area, including fire hydrants, and reconnections to existing meters. As part of the County�s Connect to Protect initiative, as further detailed in Exhibit E, the Project will transition properties currently served by septic systems to the County�s sanitary sewer system, laying the foundation for long-term community benefits, including enhanced property values, increased redevelopment potential, and the infrastructure needed to support economic growth in the area.

This initiative marks a major advancement in fostering the growth and long-term stability of the Miami-Dade County GTC. By funding essential upgrades to the water system and utilizing Building Better Communities (BBC) General Obligation Bond (GOB) funds to extend wastewater service to the area, the Project not only enhances the reliability and resilience of vital public services but also reinforces the County�s broader economic development strategy. This integration of infrastructure investment with the County�s vision for the GTC supports both the Miami-Dade Water and Sewer Department�s (WASD) mission of delivering dependable, efficient services to residents and the Board�s ongoing dedication to sustainable economic growth.

Recommendation
It is recommended that the Board approve a competitive award of the Contract to All Construction in the amount of $12,506,147.00 and a total Contract period of 627 days.

Scope
The Contract will be performed along N.W. 27 Avenue from N.W. 96 Street to N.W. 106 Street, including adjacent side streets, located within Commission District 2, which is represented by Commissioner Marleine Bastien.

Delegated Authority
Upon Board approval, the County Mayor or County Mayor�s designee may exercise all provisions, including the termination provisions, within the Contract. In addition, the County Mayor or County Mayor�s designee will manage this Contract pursuant to section 2-8.2.12 of Code of Miami-Dade County, Florida (WASD�s Acceleration Ordinance), which delegates authority to the County Mayor or County Mayor�s designee to, among other things, negotiate and settle claims and execute change orders that do not exceed ten percent (10%) of the base contract amount, subject to ratification by the Board.

Fiscal Impact/Funding Source
The fiscal impact to the County is $12,506,147.00, inclusive of the Inspector General (IG) Fee, which WASD has determined is a fair and reasonable amount. The Project is in WASD�s FY 2025-2026 Adopted Budget and Multi-Year Capital Plan under:
� Program #967090, Commercial and Industrial Corridors � Extension of Sewer System (Connect to Protect), Volume #3, Page #103; and
� Program #2000000072, Water Reset Program � Small Diameter Water Mains Replacement, Volume #3, Page #123.

There is no impact to the General Fund.

The funding sources for the Contract are BBC GOB Financing, Fire Hydrant Fund, Future WASD Revenue Bonds, WASD Revenue Bonds Sold, Water Connection Charges, and Water Renewal and Replacement Fund.
� The life expectancy of the Project is 50 years.
� Annual Operations Cost Impact / Funding: $10,000. The funding source for the operating impact is WASD Operating Revenues.
� Annual Maintenance Cost Impact / Funding: $10,000. The funding source for the maintenance impact is WASD Operating Revenues.
� The Project does not include Art in Public Places.

Vendor Selection & Track Record
On July 31, 2025, WASD received and opened five (5) bids in response to the June 18, 2025, advertisement for an open competitive solicitation for the Contract.

The following due diligence was performed to determine that All Construction the lowest responsive and responsible bidder:

� There were no contract measures assigned to the Contract. The Project Worksheet is attached to this memo as Exhibit A.
� The Engineer of Record (EOR) reviewed the bid submission and, on October 1, 2025, the EOR determined that the low bid was acceptable as submitted and that All Construction satisfied the requirements of the solicitation. The EOR letter is attached hereto as Exhibit B.
� Pursuant to Resolution No. R-187-12, on July 31, 2025, WASD performed a review of the vendor information in the Business Management Workforce System (BMWS). WASD discovered no adverse information.
� According to the contract history downloaded from BMWS on July 31, over the past five (5) years, All Construction has been awarded two (2) contracts from the County, with a total value of $12,872,119.00.
� All Construction has three (3) evaluations in the Capital Improvement Information System (CIIS), with a rating of 3.3 out of a possible 4.0 maximum.

WASD has confirmed that the apparent low bidder, All Construction, is both responsive and responsible. All Construction submitted a total bid of $12,506,147.00, which is 19% above the EOR�s pre-bid estimate (June 2025). Inflation, rising labor, equipment costs and a volatile material and supply chain market have contributed to fluctuating prices throughout the industry and locally. These trends have made cost estimating and projecting project bids increasingly challenging, as prices continue to fluctuate in response to unpredictable and unstable economic conditions. Despite these challenges, the Department received five (5) competitive bids, with the three apparent low bidders� prices falling within 10% of one another. This close grouping indicates a highly competitive market environment and confirms that the apparent low bidder�s price represents a fair and reasonable value for the work, consistent with current market conditions.

As a part of the responsibility review and proper due diligence, the Department requested the EOR to prepare a Bid Analysis using updated market trends and pricing, attached hereto as Exhibit C. Against this updated Bid Analysis, All Construction�s bid would only be 1% higher. The EOR further confirms that the bid submitted by All Construction is reasonable and recommends that WASD proceed with the Contract award.

Therefore, WASD has determined that All Construction is both responsive and responsible, and it is recommended that the Contract be awarded to All Construction for a total compensation amount of $12,506,147.00, with a total Contract period of 627 days: 540 days to s\Substantial Completion, 570 days to Final Completion, and a 57-day Contingency Time Allowance.

The proposed Contract, signed by All Construction, is attached hereto as Exhibit D. There are no protests to this award.

WASD Contract Monitor
WASD�s Deputy Director of Planning, Regulatory Compliance and Capital Infrastructure, Marisela Aranguiz-Cueto, P.E., will oversee the implementation of the Contract.

Background
This Project resulted from the adoption of Resolution No. R-597-13, which directed the County Mayor to provide a plan to extend sewer service to commercial and industrial parcels within Miami-Dade County Commission Districts. This GOB Project will provide water and wastewater improvements to an area known as Miami-Dade GTC that is located in Commission District 2. The proposed system improvements will be installed along N.W. 27 Avenue from N.W. 96 Street to N.W. 106 Street. The wastewater improvements will account for approximately 12,000 LF of sanitary sewer gravity pipe, manholes and sewer laterals. The improvement to the potable water system will consist of approximately 4,000 LF of water main pipe, valves, and fittings, and include fire hydrants and reconnections to existing meters. This Project will ensure that WASD meets the demands expected by future growth in this area while also providing the required fire flow protection.
In January 2022, my Administration launched the Connect to Protect Initiative, a multi-year, countywide program to provide sanitary sewer service to residents with septic tanks systems. With approximately 120,000 septic tank systems still in use in Miami-Dade County, 9,000 septic tank systems are vulnerable to compromise or failure under current groundwater conditions. Compromised and failing septic tank systems can cause public health risks, negative impacts on private properties, and impacts on the local environment, including Biscayne Bay.

As part of the Connect to Protect initiative, the Project will transition properties currently served by septic systems to the County�s sanitary sewer system. By eliminating failing and compromised septic systems, these conversions will reduce the risk of groundwater contamination and nutrient loading to Biscayne Bay�supporting improved water quality and safeguarding public health. At the same time, it lays the foundation for long-term community benefits, including enhanced property values, increased redevelopment potential, and the infrastructure needed to support economic growth in the area.
