TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO ELIMINATE OBSOLETE TELEPHONE LINES AND RELATED EQUIPMENT; TO DEVELOP AND IMPLEMENT A PLAN TO PHASE OUT COUNTY-FUNDED LANDLINE SERVICES THAT ARE NO LONGER OPERATIONALLY NECESSARY; TO IDENTIFY AND SELL OR OTHERWISE DISPOSE OF UNUSED OR SURPLUS DESK TELEPHONES AND RELATED EQUIPMENT; AND TO PROVIDE A REPORT TO THE BOARD REGARDING THE SAME

BODY
WHEREAS, many County departments have transitioned to modern communication systems such as mobile devices, reducing reliance on traditional landline telephone infrastructure; and
WHEREAS, numerous County workspaces continue to contain dedicated landline telephone equipment and associated service lines that go unused and are unnecessary for daily County operations; and
WHEREAS, maintaining such landline services results in recurring contract costs, maintenance expenses, and equipment replacement costs; and
WHEREAS, eliminating obsolete landline telephone infrastructure can provide financial savings, improve operational efficiency, and streamline workplace technology; and
WHEREAS, unused desk telephones and telecommunications equipment may constitute surplus property that can be sold or otherwise disposed of in accordance with applicable County procedures,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The Board directs the County Mayor or County Mayor�s designee to conduct a countywide assessment of existing landline telephone services, desk telephones, and related equipment currently assigned to County workspaces, including but not limited to cubicles and offices.
Section 2. The Board further directs the County Mayor or County Mayor�s designee to develop and implement a phased plan to (i) eliminate landline telephone services that are no longer operationally necessary; (ii) dispose of or otherwise remove unused or redundant desk telephones and telecommunications equipment in accordance with County procedures; and (iii) discontinue or renegotiate, to the extent possible, related service contracts to reduce or eliminate unnecessary County expenditures.
Section 3. The Board further directs the County Mayor or County Mayor�s designee to identify any unused, redundant, or obsolete desk telephones and telecommunications equipment as surplus property, as appropriate, and to take all necessary steps to sell or otherwise dispose of such property in accordance with applicable County policies and procedures.
Section 4. The County Mayor or County Mayor�s designee is directed to provide a written report to this Board within 90 days of the effective date of this Resolution, with such report to include (i) the results of the countywide assessment; (ii) the proposed implementation plan; (iii) estimated annual and long term cost savings; and (iv) an inventory of surplus equipment identified for sale or disposal. The County Mayor or County Mayor's designee shall place the completed report on an agenda of the full Board without committee review pursuant to Rule 5.06(j) of the Board's Rules of Procedure.
