TITLE RESOLUTION RATIFYING THE COUNTY MAYOR OR COUNTY MAYOR DESIGNEE�S ACTIONS TO APPLY FOR, RECEIVE AND EXPEND GRANT FUNDS IN THE AMOUNT OF $627,835.00 FROM FISCAL YEAR 2025 TRANSIT SECURITY GRANT PROGRAM OF THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY�S FEDERAL EMERGENCY MANAGEMENT AGENCY PURSUANT TO SECTIONS 2-9 AND 2-10 OF THE CODE OF MIAMI-DADE COUNTY, FLORIDA; AUTHORIZING THE COUNTY MAYOR OR MAYOR�S DESIGNEE TO EXECUTE SUCH CONTRACTS, AGREEMENTS, MEMORANDA OF UNDERSTANDING, AND AMENDMENTS AS REQUIRED BY GRANT GUIDELINES OR TO FURTHER THE PURPOSES DESCRIBED IN THE FUNDING REQUESTS FOLLOWING APPROVAL BY THE COUNTY ATTORNEY�S OFFICE AUTHORIZING THE COUNTY MAYOR OR THE COUNTY MAYOR�S DESIGNEE TO EXECUTE ANY NECESSARY AMENDMENT, MODIFICATIONS, RENEWALS, EXTENSIONS, CANCELLATIONS AND TERMINATION PROVISIONS; AND TO APPLY FOR, RECEIVE AND EXPEND ADDITIONAL FUNDS BODY WHEREAS, sections 2-9 and 2-10 of the Code of Miami-Dade County, Florida permit the County Mayor or County Mayor�s designee to enter into contract on behalf of the County, subject to the Board, with other governmental units for joint performance of a governmental function; and WHEREAS, no such contracts shall extend for a period longer than one year without the express authorization of the Board; and WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Ratifies the County Mayor or County Mayor designee�s actions to apply for, receive, and expend $627,835.00, from the Fiscal Year 2025 Transit Security Grant Program from the U.S. Department of Homeland Security�s Federal Emergency Management Agency. Section 2. Authorizes the County Mayor or County Mayor�s designee to execute such contracts, agreements, memoranda of understanding, and amendments as required by grant guidelines or to further the purposes described in the funding requests following approval by the County Attorney�s Office. Section 3. Authorizes the County Mayor or County Mayor�s designee to exercise and execute any amendments, modifications, renewals, extensions, cancellations and termination provisions contained in any applications, contracts, agreements, and memoranda of understanding and to apply for, receive, and expend additional funds should they become available through this grant program. HEADER Date: To: Honorable Chairman Anthony Rodriguez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Resolution Retroactively Authorizing Application, Acceptance and Expenditure of Grant Funds from the Fiscal Year 2025 U.S. Department of Homeland Security Transit Security Grant Program STAFF RECOMMENDATION Executive Summary This item seeks retroactive approval for the Administration�s application for and acceptance of $627,835 in Fiscal Year (FY) 2025 Transit Security Grant Program (TSGP) funds from the U.S. Department of Homeland Security (DHS). The grant was accepted and executed in November 2025, and funds have since been received by the Department of Transportation and Public Works (DTPW). The TSGP provides funds to transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism. The grant program is part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation�s critical infrastructure against risks associated with potential terrorist attacks. The grant funding will support security training exercises led by the Miami-Dade Sheriff�s Office, in coordination with DTPW, to enhance the safety and resilience of the County�s transportation system. No local match is required under the grant program, and the period of performance is September 1, 2025 through August 31, 2028. Approval also authorizes the County Mayor or the County Mayor�s designee to execute any necessary amendments to expend the awarded funds in accordance with grant requirements. Recommendation It is recommended that the Board approve the accompanying resolution, which retroactively: 1. Authorizes the application for and acceptance of up to $627,835 in FY 2025 TSGP funds, with no matching requirement, for the period September 1, 2025 through August 31, 2028; 2. Ratifies the execution of the grant agreement in December 2025; and 3. Authorizes the County Mayor or the County Mayor�s designee to execute amendments and expend grant funds as necessary to carry out the purposes of the grant. Scope The grant will support countywide services. Fiscal Impact/Funding Source The grant provides $627,835 in federal funds with no required match. Delegation of Authority This item ratifies prior actions and authorizes the County Mayor or designee to execute all necessary agreements and amendments and to expend funds in accordance with the grant. Track Record/Monitor This grant agreement will be monitored by Mia Marin, DTPW Grants Manager. Background The Transit Security Grant Program provides funding to eligible public transportation systems to protect critical transportation infrastructure and the traveling public from terrorism and to increase transportation infrastructure resilience. In FY 2025, DHS awarded approximately $83.7 million nationwide for eligible activities including training, exercises, planning and equipment. The County applied for the grant on August 15, 2025, and the County Mayor�s designee executed the agreement accepting the award of the grant on November 21, 2025. The grant will support coordinated training exercises led by the Miami-Dade Sheriff�s Office, with participation from regional partners, in accordance with DHS guidelines. ___________________ Jimmy Morales Chief Operating Officer |
