TITLE RESOLUTION APPROVING AN INTERLOCAL AGREEMENT BETWEEN MIAMI-DADE COUNTY AND THE CITY OF DORAL FOR ON-DEMAND TRANSPORTATION SERVICES; AUTHORIZING AND RATIFYING THE USE OF THE CITY OF DORAL�S MUNICIPAL SHARE OF CHARTER COUNTY TRANSPORTATION SYSTEM SURTAX PROCEEDS FOR THE OPERATION AND MAINTENANCE OF SUCH SERVICES; PROVIDING THAT THE AGREEMENT SHALL BE EFFECTIVE RETROACTIVELY TO DECEMBER 23, 2025; AND AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE THE AGREEMENT AND TO EXERCISE ALL PROVISIONS CONTAINED THEREIN, INCLUDING TERMINATION AND RENEWAL BODY WHEREAS, the City of Doral wishes to enhance local mobility through the provision of dynamically routed on-demand transit service; and WHEREAS, as a condition of providing on-demand transportation services as described in the Agreement, the City is required to enter into an interlocal agreement with the County; and WHEREAS, the proposed dynamically routed on-demand transit service will complement the existing Miami-Dade Department of Transportation and Public Works (DTPW) bus routes and help increase the use of these public transit services, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board approves an Interlocal Agreement with the City of Doral in substantially the form attached hereto, effective retroactively to December 23, 2025, authorizes and ratifies the use of the City of Doral�s municipal share of Charter County Transportation System Surtax proceeds for the operation and maintenance of the on-demand transportation services described in the Interlocal Agreement, and authorizes the County Mayor or County Mayor�s designee to execute the Interlocal Agreement and to exercise all provisions contained therein, including termination and renewal. HEADER Date: To: Honorable Chairman Anthony Rodriguez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Interlocal Agreement for Provision of On-Demand Services with the City of Doral STAFF RECOMMENDATION Executive Summary The purpose of this item is to gain approval of the Board of County Commissioners (Board) for execution of an Interlocal Agreement with the City of Doral (City) for delivery of on-demand transportation services for a five-year term at no cost to Miami-Dade County (County). Recommendation It is recommended that the Board approve an Interlocal Agreement between the County, through the Department of Transportation and Public Works (DTPW), and the City for the operation of on-demand public transportation services within and surrounding the City. The Agreement shall be effective retroactively to December 23, 2025, the date it was executed by the municipality, and ratifies the prior use of surtax funds for operation and maintenance of the service. Scope The City of Doral lies within County Commission District 12, which is represented by Commissioner Juan Carlos �JC� Bermudez. However, the impact of the on-demand services program is countywide in nature as it promotes connectivity to other transit routes. Delegation of Authority No additional delegation of authority is requested beyond that specified in the resolution which authorizes the Mayor or Mayor�s designee to execute and terminate the Agreement. Fiscal Impact/Funding Source The Agreement is for a five-year term, with two, five-year renewal options upon mutual agreement. There is no fiscal impact to the County under the Interlocal Agreement as the municipality shall cover the cost of the program from its annual share of Charter County Transportation Surtax proceeds. Track Record/Monitor The project manager is Linda Morris, Chief of Service Planning and Scheduling, DTPW. Background This is the first on-demand transportation services interlocal agreement between DTPW and the municipality. The Agreement facilitates enhancing local mobility options to locations within and around the City. More specifically, the program provides a stop-to-stop on-demand service connecting residents to key destinations, including pharmacies and supermarkets, up to a maximum trip of five miles. The City began on-demand operations in April 2024. Service is operated by Freebee using four Tesla Model X vehicles. Hours of operation are 10:00 a.m. to 7:00 p.m. Monday through Thursday, 10:00 a.m. to 12:00 a.m. Friday through Saturday, and 12:00 p.m. to 7:00 p.m. on Sunday. On August 13, 2025, the Doral City Council adopted a resolution authorizing the City Manager to execute this Interlocal Agreement with the County. ____________________ Jimmy Morales Chief Operating Officer |
