TITLE RESOLUTION APPROVING THE AWARD OF THE CONTRACT FOR THE CAPITAL PROJECT TITLED ROADWAY IMPROVEMENTS TO NW 58 STREET FROM NW 97 AVENUE TO NW 79 AVENUE, PROJECT NO. 20250068, TO HORIZON CONTRACTORS, INC., FOR A TERM OF 730 CALENDAR DAYS AND A VALUE OF $17,933,304.63, INCLUSIVE OF A CONSTRUCTION CONTINGENCY ALLOWANCE OF $1,618,298.15, AND OTHER ALLOWANCES OF $132,025.00; AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE SAME AND EXERCISE THE PROVISIONS CONTAINED THEREIN BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board approves the contract award between Miami-Dade County and Horizon Contractors, Inc., for the roadway improvements to NW 58 Street from NW 97 Avenue to NW 79 Avenue in an amount not to exceed $17,933,304.63, inclusive of a construction contingency allowance of $1,618,298.15, and $132,025.00 for other allowances and authorizes the County Mayor or County Mayor�s designee to execute the same and to exercise the provisions contained therein, including termination provisions. HEADER Date: To: Honorable Chairman Anthony Rodr�guez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Contract Award Recommendation in the Amount of $17,933,304.63 to Horizon Contractors, Inc. for Roadway Improvements to NW 58 Street from NW 97 Avenue to NW 79 Avenue STAFF RECOMMENDATION EXECUTIVE SUMMARY The purpose of this item is to gain approval of the Board of County Commissioners (Board) to execute a contract award recommendation for the project titled �Roadway Improvements to NW 58 Street from NW 97 Avenue to NW 79 Avenue, Capital Project No. 20250068,� in the amount of $17,933,304.63 to Horizon Contractors, Inc., for a 730-day term. This project is being funded by Mobility Impact Fees. This project entails the complete reconstruction of the existing roadway along NW 58th Street, an east-west transportation corridor servicing the City of Doral. The improvements will result in a four-lane roadway with continuous center turning lanes, dedicated bike lanes, sidewalks, curbs and gutters, and a modern storm drainage system. Additional enhancements include new pavement markings and signage, upgraded traffic signalization, and roadway lighting. The corridor has experienced significant growth in recent years, and the improvements will ensure adequate mobility along this roadway, which is essential to sustaining this growth, maintaining an acceptable level of service, and supporting the transportation needs of residents, businesses, and visitors within the surrounding communities. The Department of Transportation and Public Works (DTPW) initially planned to deliver the project as a �design-build;� however, the project was cancelled due to utility conflicts that could not be addressed. Following the contract cancellation, DTPW assumed the design contract and resolved the utility conflicts ahead of this procurement. RECOMMENDATION This contract award recommendation is for the project titled �Roadway Improvements to NW 58 Street from NW 97 Avenue to NW 79 Avenue, procured under Capital Project No. 20250068, between Miami-Dade County and Horizon Contractors, Inc., in the amount of $17,933,304.63 for a 730-day term. SCOPE The project is located primarily within District 12, which is represented by Commissioner Juan Carlos Bermudez. PROJECT NAME: Roadway Improvements to NW 58 Street from NW 97 Avenue to NW 79 Avenue DTPW PROJECT NO: 20250068 CONTRACT NO: 20250068 PROJECT DESCRIPTION: The work includes but is not limited to the following: furnishing all supervision, materials, equipment, tools and performing all operations necessary for roadway improvements to NW 58 Street from NW 97 Avenue to NW 79 Avenue. The work consists of reconstruction of the existing road to a four-lane roadway with continuous center turning lane, bike lanes, sidewalks, curbs and gutters, storm drainage system, pavement markings and signage, upgraded traffic signalization, and roadway lighting. The annual estimated operations and maintenance costs are approximately $33,961.38, consisting of $24,796.76 for operations and $9,164.62 for maintenance. EXPLANATION: According to the Small Business Development (SBD) Office and its database, there are no violations on record within the last three years for Horizon Contractors, Inc., and a 1.00% Small Business Development Goods & Services goal has been established for this project. The project was advertised on Thursday, October 16, 2025. On Friday, October 17, 2025, eight contractors submitted bids. The three lowest responsive and responsible bids were as follows: � Horizon Contractors, Inc. submitted the lowest base bid of $16,182,981.48, which is 0.55% below the County�s cost estimate. � H&R Paving, Inc. submitted the second lowest base bid of $16,662,061.25, which is 2.40% above the County�s cost estimate. � General Asphalt Co., Inc. submitted the third lowest base bid of $18,655,434.96, which is 14.65% above the County�s cost estimate. This project was bid on a unit price basis. A copy of all bids, and the bid tabulation for this project, is available by contacting the Chief of Capital Improvements, DTPW. Within the last 15 years, Horizon Contractors, Inc., had 10 evaluations in the Capital Improvements Information System, with an average evaluation score of 3.3 out of a maximum score of 4. Due diligence was conducted in accordance with Procurement Guidelines to determine contractor responsibility, including verifying corporate status with the Florida Department of State�s Division of Corporations and reviewing performance and compliance issues. Furthermore, pursuant to Resolution No. R-1181-18, copies of Occupational Safety & Health Form 300 � Log of Work-Related Injuries and Illnesses for the last three years are on file with DTPW and are available upon request. However, the roadway lacks sidewalks, curbs and gutters, and dedicated bicycle facilities. The existing guardrail on the north side, adjacent to the canal, does not meet current resistance standards and must be upgraded.
