TITLE RESOLUTION APPROVING AN AMENDMENT TO THE FY 2026-30 FIVE-YEAR IMPLEMENTATION PLAN UPDATE OF THE PEOPLE�S TRANSPORTATION PLAN (PTP) TO RETROACTIVELY INCLUDE THE PURCHASE OF 40-FOOT BUSES FOR I-95 PHASE I AND II PROJECT FUNDED IN PART BY CHARTER COUNTY TRANSPORTATION SURTAX FUNDS BODY WHEREAS, the Citizens� Independent Transportation Trust (�Trust�), pursuant to section 29-124 of the Code of Miami-Dade County, recommends an amendment to the Five-Year Implementation Plan of the People�s Transportation Plan (PTP) to retroactively add the Purchase of 40-Foot Buses for I-95 Phase I and II project; and WHEREAS, a public hearing was held; and WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby approves the attached amendment to the FY 2026-2030 Five-Year Implementation Plan update of the People�s Transportation Plan (PTP) to add the Purchase of 40-Foot Buses for I-95 Phase I and II project funded by Charter County Transportation Surtax Funds in substantially the form attached hereto and made part hereof. HEADER Date: To: Honorable Chairman Anthony Rodriguez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Recommendation for Approval of the Citizens� Independent Transportation Trust Resolution Recommending an Amendment to the FY 2026-30 Five-Year Implementation Plan Update of the People�s Transportation Plan to retroactively add the Purchase of 40-Foot Buses for I-95 Phase I and II project (CIP145) STAFF RECOMMENDATION Executive Summary The attached item is being placed on the agenda of the Board of County Commissioners (Board) at the request of Javier Betancourt, Executive Director of the Citizens� Independent Transportation Trust (CITT), for approval. The Five-Year Implementation Plan was established pursuant to the ordinance governing the activities of the CITT (Ordinance 02-116), as amended by the Board on September 21, 2010. The procedure to amend the Five-Year Implementation Plan includes that such proposals shall be initially reviewed by CITT, which shall forward a recommendation to the Board. The CITT recommends the amendment of the Five-Year Implementation Plan to include the following project, funded in part by the Charter County Transportation System Surtax Funds. Purchase of 40-Foot Buses for I-95 Phase I and II (CIP145) - The Department of Transportation and Public Works (DTPW) is seeking to add to the PTP Five-Year Implementation Plan a capital project for the purchase of fifteen (15) 40-foot diesel and compressed Natural Gas (CNG) buses intended to support I-95 Express Bus Service routes operating within the managed toll lanes between Broward and Miami-Dade Counties. These buses previously served routes 195/295 from Broward Boulevard to Downtown Miami and 196/296 connecting Sheridan Street to the Civic Center. Recommendation It is recommended that the Board approve the resolution by the Citizens� Independent Transportation Trust recommending an amendment to the FY 2026-30 Five-Year Implementation Plan Update of the People�s Transportation Plan (PTP) to retroactively add the Purchase of 40-Foot Buses for I-95 Phase I and II project (CIP145). Scope The discontinued bus routes primarily served District 3 and District 5, represented by Commissioner Keon Hardemon and Commissioner Vicki L. Lopez, respectively. Delegation of Authority Pursuant to Section 2-8.3 of the County Code, there are no delegations of authority beyond those specified in the attached resolution. Fiscal Impact/Funding Source The fiscal impact of the Purchase of 40-Foot Buses for I-95 Phase I and II project (CIP145) is $3,896,702. The project is included in the County�s FY 2025-26 Adopted Budget and Multi-Year Capital Plan under Program No. 6730101. Site No. 300908. Track Record/Monitor The projects will be monitored by the Miami-Dade County Department of Transportation and Public Works (DTPW). Background FDOT provided $15 million in State toll revenues through grants G0350 and G1C16 for the purchase of 28 buses to operate the I-95 Express Bus service. The fifteen (15) buses pertaining to the project in this item were purchased with these Grant funds and placed into service in January 2017. These services (Routes 195/295 and 196/296) connected Broward Boulevard and Sheridan Street to Downtown Miami and the Civic Center. The routes were discontinued in March 2020 as ridership declined during the COVID-19 pandemic and bus operator shortages required DTPW to prioritize local core services. To avoid idle assets and maintain system wide reliability DTPW deployed the buses to other routes. This redeployment, while operationally necessary, was inconsistent with FDOT�s contractual requirement that the buses be used solely for the 1-95 Express Service. On September 9, 2024, FDOT officially requested reimbursement for the depreciated value and unauthorized mileage associated with fifteen (15) buses. DTPW issued a reimbursement payment of $3,896,702 to FDOT on January 12, 2026, using DTPW�s Operating Fund. Retroactive inclusion of this project in the PTP Five-Year Implementation plan is required to authorize the use of PTP capital funds to restore DTPW�s operating fund resources.
