TITLE RESOLUTION APPROVING CONTRACT MIAMI EXECUTIVE AIRPORT TAXIWAY C EAST EXTENSION PROJECT NO. W125A BETWEEN MIAMI-DADE COUNTY AND GENERAL ASPHALT CO., LLC IN AN AMOUNT NOT TO EXCEED $27,202,351.18; AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE THE SAME, AND TO EXERCISE THE PROVISIONS THEREOF, INCLUDING TERMINATION BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum and documents, copies of which are incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. This Board approves the contract between Miami-Dade County and General Asphalt Co., LLC, for MDAD Project No. W125A to provide construction services to for Miami Executive Airport (TMB) Taxiway C East Extension in the amount of $27,202,351.18, in substantially the form attached to the accompanying memorandum as Attachment G and made a part of hereto. A complete set of contract documents are on file and available upon request from the Miami-Dade Aviation Department. Section 2. Pursuant to Section 2-285 and 2-285.2 of the Miami-Dade County Code, this Board authorizes the County Mayor or County Mayor�s designee to exercise the provisions thereof, including the authority to execute Contract No. W125A and the authority to exercise its termination provisions. HEADER Date: To: Honorable Chairman Anthony Rodriguez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Approval of a Contract Award Recommendation for Airfield Improvements at Miami Executive Airport; Contract No. W125A STAFF RECOMMENDATION EXECUTIVE SUMMARY Miami Dade County continues to advance the transformation of Miami International Airport (MIA) into a world class aviation hub through the expanded $12 billion Modernization In Action (M.I.A.) Plan. Aligned with the goals of MIA�s Forward Flight Team and the CARE MIA Advisory Board, the County�s long term capital improvement strategy also supports the mission of its general aviation airports (GAA). This strategy enhances general aviation facilities, expands capacity for private-sector businesses and corporate aviation, and strengthens the County�s airport system�s ability to provide regional mobility and drive economic growth across the County. As these improvements advance, preserving the reliability and integrity of existing infrastructure remains essential to sustaining safe and efficient airport operations. To support this objective, the Miami Dade Aviation Department (MDAD), through this agenda item, is procuring the TMB Taxiway C East Extension Project for Miami Executive Airport (TMB). Among other improvements, this project will reconfigure and extend Taxiway C and construct a new taxiway (Taxiway D), which is critical to enhancing airfield capacity, improving operational efficiency, and ensuring environmental compliance by optimizing taxiing routes, improving vehicle access, and mitigating sustainability-related impacts. This item seeks approval from the Board of County Commissioners (Board) to award a competitive construction contract to General Asphalt Co. LLC (General Asphalt) for TMB Taxiway C East Extension at TMB; Contract No W125A. HDR Engineering, Inc., the Engineer of Record, reviewed the project�s bid tally and determined that General Asphalt is fully qualified for award of this construction contract. General Asphalt�s base bid of $24,667,740.81 is well within an acceptable range of 1.28 percent below the $24,988,485.00 base estimate prepared by MDAD�s cost consultant, RIB US Cost, Inc. The County has agreed to pay General Asphalt a total compensation amount of $27,202,351,18, which includes a 10 percent contingency of $2,466,774.08 and an Inspector�s General Fee of $67,836.29. The total contract term consists of 850 consecutive calendar days from the effective date of the Notice to Proceed. RECOMMENDATION It is recommended that the Board approve the attached resolution awarding Contract No. W125A to General Asphalt, for the project entitled: �TMB Taxiway C East Extension at Miami Executive Airport� pursuant to Section 2-8.1 of the Miami-Dade County Code. SCOPE The project consists of extending and reconfiguring Taxiway C, constructing the new Taxiway D, developing a new service road, and installing a 25,000-gallon Oil-Water Separator at TMB. To minimize disruptions to airport activity, the work will be executed in six (6) primary phases. The scope of work includes, but is not limited to: � Project management and coordination. � Mobilization and Maintenance of Aircraft Operating Area Traffic (MOT). � Air, water, soil pollution and erosion control. � Airside closure and night work. � Demolition of paving. � Demolition of existing storm drainage. � Earthwork. � New taxiway and shoulder paving. � New service road paving. � New storm drain catch basins. � New class V and class 53 storm drain piping. � New trench drain system. � New 25,000-gallon Oil-Water Separator. � Pavement painting-temporary and final (reflective and non-reflective). � New sodding. � New taxi lane lighting. � New duct bank. � New electrical manhole. � New airport lighting cable. � New airfield guidance sign with concrete base. � CCTV cameras. � New fiber optic cabling system. � On-site supervision and labor. � Procurement of materials, tools, and equipment. � Management of trade subcontractors. � Obtaining necessary permits, licenses, and regulatory approvals. � Ensuring compliance with all environmental and safety regulations. � Providing warranties and delivering a fully operational system. TMB is located within District 11, which is represented by Commissioner Roberto J. Gonzalez; however, the impact of this agenda item is countywide, as TMB is a regional asset. Project Name: TMB Taxiway C East Extension Project No.: W125A Contract No: W125A Project Location: TMB Project Description: A qualified General Contractor will provide comprehensive construction services for the extension and reconfiguration of Taxiway C, the construction of a new Taxiway D, the development of a new service road, and the installation of a 25,000-gallon Oil-Water Separator at TMB. Approval Path: Board of County Commissioners, Section 2-8.1 of the Miami-Dade County Code BACKGROUND: As part of the County�s M.I.A. Plan to improve GAA facilities and maximize economic growth potential, MDAD is undertaking this project to further its ongoing commitment to enhancing airport capacity, functional flexibility, and safety at TMB. TMB is one of Florida�s busiest non-commercial aviation hubs serving corporate aviation, charter operators, pilot training, emergency medical and law enforcement flights, and private aircraft activity. Advancing projects such as the one outlined in this item ensures infrastructure reliability and increased operational efficiency of a critical regional asset. This initiative aligns with MDAD�s Airport Layout Plan and aims to address increasing air traffic demands while ensuring compliance with the Federal Aviation Administration (FAA) Advisory Circular (AC) design standards. By optimizing the taxiway layout, this project will allow for more efficient aircraft routes, minimizing bottlenecks in ground operations. Additionally, this item supports the goals of MIA�s Forward Flight Team and the CARE-MIA Advisory Board, advancing modernization, operational improvements, enhanced passenger experience, and long term aviation growth across the County�s airport system. Liquidated Indirect Costs recoverable by the Contractor shall be $846.60 per calendar day for each day the project is delayed up to 90 days due to a Compensable Excusable Delay. After 90 days, the recoverable Liquidated Indirect Costs by the Contractor, resulting from a Compensable Excusable Delay, shall be $846.60 per day. Sea Level Rise (Ord. 14-79): Not applicable, due to physical engineering constraints of adjacent infrastructure and necessary transition to existing elevations, as well as design requirements already being implemented following FAA, the South Florida Water Management District, or other local, state, and federal requirements, the project is considered to have adequately considered sea level rise. Buy American Iron and Steel Procurement Program (Title 49 U.S.C. � 50101, Executive Order 14005, and BABA): Yes Bid Packages Issued: 1 Bid Packages Received: 7 DELEGATION OF AUTHORITY Pursuant to Sections 2-285 and 285.2 of the Miami-Dade County Code, the County Mayor�s designee is authorized to exercise the provisions thereof, including the authority to execute Contract No. W125A and the authority to exercise its termination provisions. TRACK RECORD/MONITOR MDAD Project Manager Richard Cabrera will monitor the implementation of this construction project. Due Diligence Pursuant to Resolution No. R-187-12: due diligence was conducted to determine General Asphalt�s responsibility, including verifying the firm�s corporate status and reviewing its safety records (per R-1181-18), as well as confirming that there are no performance or compliance issues. The following lists were reviewed: 1) Occupational Safety and Health Administration (OSHA) logs of work-related injuries and illnesses (Form 300), including OSHA inspection data, and 2) convicted vendors, debarred vendors, delinquent contractors, suspended vendors, and the federal-excluded parties list. The Florida Department of State Division of Corporations records show the company�s status as active. SBD History of Violations: Yes, all identified underpayment amounts recovered. Procurement History This construction project, known as Contract No. W125A, was advertised on February 3, 2026, by the County under full and open competition and closed on April 13, 2026, resulting in seven (7) bids received from General Asphalt, Co., LLC, Central Civil Construction Co., Gonzalez & Sons Equipment Inc., H & R Paving, Inc., OHLA USA, Inc., Ranger Construction Industries, Inc., and Ryan Incorporated Civil. On April 24, 2026, the County�s Strategic Procurement Department (SPD) issued its Compliance Review memorandum, concluding that a compliance review for W125A cannot be conducted due to the Interim Final Rule released by the U.S. Department of Transportation on October 3, 2025 (see Attachment �B� as attached). This Interim Final Rule temporarily suspended the requirements of the DBE program. This project remains subject to all other applicable federal requirements, including, but not limited to, Davis-Bacon Wage Rates. A copy of the SPD Project Worksheet for W125A shows that this project is a DBE, and no measures are assigned to this construction project due to the Interim Final Rule, resulting in the temporary suspension of the requirements under the DBE Program. A copy of the SPD Project Worksheet is enclosed. (See Attachment �C� as attached) In a letter dated May 1, 2026, addressed to MDAD, the Engineer of Record, HDR Engineering Inc., confirmed that the recommended low bidder qualifies for award of this construction contract. (See Attachment �D� as attached) SBD�s Capital Improvements Information System (CIIS) database has 50 evaluations for General Asphalt, with an average evaluation rating of 3.5 out of 4.0 points, which is indicative of satisfactory performance. (See Attachment �E� as attached) According to SPD�s �Firm History Report,� General Asphalt has been awarded four (4) contracts in the last three (3) years with a value of $45,745,258.00. For the period March 2012 � October 2022, General Asphalt received nine (9) contracts as a Prime Contractor with a value of $117,019,789.00 for a total value of $162,765,047.00. (See Attachment �F� as attached) The Contract Summary, Bid Bond, and Required Affidavits (also called �Combined Affidavit�) executed by General Asphalt are enclosed.
