CA004A IN THE MAXIMUM AMOUNT OF $50,930,968.00; AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE THE SAME, AND TO EXERCISE THE PROVISIONS THEREOF, INCLUDING TERMINATION

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum and documents, copies of which are incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:

Section 1. This Board approves the contract between Miami-Dade County and Lemartec-NV2A JV, LLC, for MDAD Project No. CA004A to provide construction services for Miami International Airport (MIA) Cc F to H Interconnector in the amount of $50,930,968.00, in substantially the form attached to the accompanying memorandum as Attachment G and made a part of hereto. A complete set of contract documents are on file and available upon request from the Miami-Dade Aviation Department.

Section 2. Pursuant to Section 2-285 and 2-285.2 of the Miami-Dade County Code, this Board authorizes the County Mayor or County Mayor�s designee to exercise the provisions thereof, including the authority to execute Contract No. CA004A and the authority to exercise its termination provisions.

STAFF RECOMMENDATION
EXECUTIVE SUMMARY
Miami-Dade County continues to advance the transformation of Miami International Airport (MIA) into a world-class aviation hub through the expanded $12 billion Modernization In Action (M.I.A.) Plan. Aligned with the goals of MIA�s Forward Flight Team and the CARE-MIA Advisory Board, this long-term program delivers critical capital improvements that enhance infrastructure, support growing passenger demand, and strengthen MIA�s role as a leading U.S. airport and the premier Gateway to Latin America and the Caribbean.

Maintaining the reliability and integrity of existing airport infrastructure is essential to ensuring consistent, high quality operations. As part of these ongoing efforts, the Miami Dade Aviation Department (MDAD) is advancing a major initiative to implement post security interconnectivity between multiple concourses at MIA. This program is designed to strengthen operational performance, improve passenger flow dynamics, and optimize end to end airline processes across the airport. To deliver these improvements, MDAD issued a competitive solicitation for construction services, ensuring the work is executed to the highest standards of safety, efficiency, and continuity of airport operations.

This item seeks approval from the Board of County Commissioners (Board) to award a competitive construction contract to the joint venture of Lemartec-NV2A JV, LLC (Lemartec-NV2A) for MIA Concourse F to H Interconnector; Contract No CA004A. The Architect of Record (Carty Architecture) reviewed the project�s bid tally and determined that Lemartec-NV2A base bid of $35,999,471.00 is 35 percent below the $54,974,729.00 base estimate prepared by MDAD�s cost consultant, RIB US Cost, Inc. Due to the difference between the two estimates, a Responsibility Review was held on April 30, 2026 by Carty Architecture, MDAD and Lemartec-NV2A, and it was confirmed that Lemartec-NV2A is capable of delivering this project successfully, as detailed on page 3 of this memorandum.

The County has agreed to pay Lemartec NV2A a total compensation of $50,930,968.00, which includes a 10 percent contingency of $3,599,947.00, an Inspector General Fee of $125,133.00, an Art in Public Places Fee of $752,674.00, and three (3) Dedicated Allowance Accounts ($100,000.00 for contaminated soil treatment and disposal; $10,000,000.00 for the TSA office relocation and refurbishment of existing airline space; and $353,743.00 for permitting costs). The contract term is 820 consecutive calendar days from the effective date of the Notice to Proceed.

RECOMMENDATION
It is recommended that the Board approve the attached resolution awarding Contract No. CA004A to Lemartec-NV2A, for the project entitled: �MIA Cc F to H Interconnector� pursuant to Section 2-8.1 of the Miami-Dade County Code.
SCOPE
The project work scope involves the construction of all work identified in the design packages incorporated into the project, which were prepared by two separate design firms: Carty Architecture, prepared Design Packages 1 and 3, and Leo A. Daly, prepared Design Package 2.

The work shall be performed and completed in accordance with the construction documents for each design package, including but not limited to full compliance with all applicable codes, regulations, and standards; coordination with the architectural and engineering teams and other project stakeholders; adherence to the approved project schedules; obtaining all required permits and inspections; and maintaining all safety and security protocols throughout the duration of the work. The work associated with each design package is outlined below.

� Package 1 includes the MIA Concourse G�to�Concourse H domestic interconnector, comprised of a new four story structure with new escalators, elevators, and a circulation connector routed through an existing space that will be renovated to provide access to the new third level domestic connector in Concourse H.
� Package 2 includes the MIA Concourse F�to�Concourse H tenant relocations required to clear the way for the construction activities in Package 3.
� Package 3 reconfigures existing office spaces into a secure/sterile corridor connecting the concourses. The sterile portion of the corridor (for international arriving passengers) will connect Concourse F to Concourse H, while the secure portion of the corridor (for all other passengers) will connect Concourse G to Concourse H.

MIA is located within District 6, which is represented by Commissioner Natalie Milian Orbis; however, the impact of this agenda item is countywide, as MIA is a regional asset.

BACKGROUND:
As part of MIA�s broader modernization strategy, the implementation of post security interconnectivity between multiple concourses has emerged as a top priority, reflecting the airport�s commitment to enhancing operational efficiency, elevating the passenger experience, and optimizing end to end airline processes. The project will establish secure, post-security connectivity between Concourse F and Concourse J while maintaining current operational levels. It will also serve as a critical enabling component for the Central Terminal Redevelopment project and other capital improvement projects, while supporting the upgrade of security checkpoint equipment.
The base bid submitted by Lemartec NV2A JV, LLC in the amount of $35,999,471.00 is approximately 35 percent lower than the $54,974,729.00 base bid estimate prepared by MDAD�s cost consultant, RIB U.S. Cost, Inc. Multiple bids were received for the project; however, Lemartec NV2A submitted the lowest responsive and responsible base bid.
During the Responsibility Review held in April, it was concluded that the variance between Lemartec NV2A�s bid and the cost estimate is primarily attributable to cost efficiencies gained from the joint venture, established subcontractor relationships, and streamlined procurement practices. Lemartec NV2A also provided detailed clarification regarding cost allocations across several bid categories, including General Requirements, Concrete, Communications, Security and Alarm Systems, and Earthwork. In addition, Lemartec NV2A reaffirmed that they have a thorough understanding of the project scope, specifications, drawings, and all technical requirements. Based on these findings, Carty Architecture supports the award recommendation to Lemartec NV2A for this contract, expressing confidence that the firm can deliver the project on schedule and in accordance with County standards.
Liquidated damages have been established and will be deducted from the contract amount of $1,098.98 for each calendar day delay due to a non-excusable delay. Liquidated indirect costs recoverable by Lemartec-NV2A shall be $1,922.88 per day for each day the project is delayed.

Sustainable Buildings
Ordinance (I.O. 8-8): Yes. This project shall comply with the County�s Sustainable Buildings Program Ordinance (Ordinance No. 07-65), Implementing Order 8-8, and all applicable provisions of the Miami-Dade County Code related to sustainable building practices and Leadership in Energy and Environmental Design (LEED) requirements.

Packages 1 and 3 will pursue compliance through the Maximum Measures approach, while Package 2 qualifies for and will pursue formal LEED Commercial Interiors certification. Compliance will be verified through the applicable LEED certification process or as otherwise directed by the County�s Sustainability Program Manager.

Sea Level Rise: Yes. Pursuant to Miami-Dade County Ordinance 14-79, all activity as a
(Ordinance 14-79) result of this contract, including building elevation, installation of mechanical and electrical systems, and building and infrastructure design plans have taken into consideration sea level rise projections and potential impacts as best estimated at the time of the project was designed, using the regionally consistent Unified Sea Level Rise Projections, during all project planning phases, to ensure that infrastructure projects will function properly for fifty (50) years or the design life of the project, whichever is greater. There are no potential impacts to the sea level rise given that the project does not affect existing flood mechanisms such as king tides, hurricane storm surge, groundwater rise and precipitation, or stormwater conditions.

Due Diligence
Pursuant to Resolution No. R-187-12: due diligence was conducted to determine Lemartec-NV2A�s responsibility, including verifying the firm�s corporate status and reviewing its safety records (per R-1181-18), as well as confirming that there are no performance or compliance issues. The following lists were reviewed: 1) Occupational Safety and Health Administration (OSHA) logs of work-related injuries and illness (Form 300), including OSHA inspection data, and 2) convicted vendors, debarred vendors, delinquent contractors, suspended vendors, and the federal-excluded parties list. The Florida Department of State Division of Corporations records show the company�s status as active.

Procurement History
This construction project, known as Contract No. CA004A, was advertised on February 24, 2026, by the County under full and open competition and closed on April 16, 2026, resulting in four (4) bids received from Lemartec-NV2A, OEC-Paradise JV, Allied Contractors, Inc., and OHLA Building, Inc. On April 23, 2026, the County�s Strategic Procurement Department (SPD) issued its Compliance Review, concluding that a compliance review for CA004A cannot be conducted due to the Interim Final Rule (IFR) released by the U.S. Department of Transportation on October 3, 2025 (see Attachment �B� as attached). This Interim Final Rule temporarily suspended the requirements of the DBE program. This project remains subject to all other applicable federal requirements including, but not limited to, Davis-Bacon Wage Rates.

A copy of the SPD Project Worksheet for CA004A shows that this project is a DBE, and no measures are assigned to this construction project due to the Interim Final Rule, resulting in the temporary suspension of the requirements under the DBE Program. A copy of the SPD Project Worksheet is enclosed. (See Attachment �C� as attached)

In a letter dated May 11, 2026, addressed to the Aviation Department, the Architect of Record, Carty Architecture, confirmed that the recommended low bidder qualifies for award of this construction contract. (See Attachment �D� as attached)

SBD�s Capital Improvements Information System (CIIS) database has two (2) evaluations for Lemartec-NV2A, with an average evaluation rating of 3.8 out of 4.0 points, which is indicative of an overall performance that is approaching a superior rating. (See Attachment �E� as attached)
According to SPD�s Firm History Report, Lemartec�NV2A has been awarded three (3) contracts within the last three years, with a total value of $900,341,553.00 (see Attachment �F� as attached). The firm has no prior work history with Miami Dade County, as their partnership was formed in May 2023; however, each firm had successfully performed work for the County independently. Most notably, in 2026, Lemartec Corporation completed the new design build Ibis parking garage at MIA, adding more than 2,240 spaces, including 50 electric vehicle charging stations. At the same time, NV2A Group, LLC continues to perform design build work on the Dadeland South Intermodal Station modernization. NV2A�s contract encompasses all major architectural, structural, civil, and systems upgrades associated with the station reconstruction, and the project remains active.
The Contract Summary, Bid Bond, and Required Affidavits (also called �Combined Affidavit�) executed by Lemartec-NV2A are enclosed. (See Attachment �G� as attached)
