TITLE RESOLUTION APPROVING 19 GRANT AWARD AGREEMENTS BETWEEN MIAMI-DADE COUNTY, ACTING AS FISCAL AGENT ON BEHALF OF THE SOUTH FLORIDA CULTURAL CONSORTIUM (�CONSORTIUM�), AND SOUTH FLORIDA ARTISTS FROM THE CONSORTIUM�S FY 2025- 2026 GENERAL OPERATING FUNDS IN AN AMOUNT OF $285,000.00 FOR THE VISUAL AND MEDIA ARTISTS GRANT PROGRAM, INCLUDING $165,000.00 ON BEHALF OF MIAMI-DADE COUNTY AS APPROVED IN THE FY 2025-2026 COUNTY BUDGET; AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE GRANT AGREEMENTS AND TO EXERCISE ALL PROVISIONS CONTAINED THEREIN; WAIVING RESOLUTION NO. R-130- 06 BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. Approves 19 grant award agreements between Miami-Dade County, acting as fiscal agent on behalf of the South Florida Cultural Consortium (�Consortium�), and South Florida artists from the Consortium�s Fiscal Year 2025-2026 general operating funds in an amount of $285,000.00 for the Visual and Media Artists Grants Program within the counties, including $165,000.00 on behalf of Miami-Dade County as approved by the Board in the Fiscal Year 2025-2026 County budget, to the entities and in the amounts set forth as follows: Miami-Dade County Alicia Edwards $15,000.00 Al�Ikens Plancher $15,000.00 Arsimmer McCoy $15,000.00 Carolina Antonia Wright (Antonia Wright) $15,000.00 Edison Pe�afiel Projects, LLC (Edison Pe�afiel) $15,000.00 Edson Jean $15,000.00 Esai A Figueroa Ruiz $15,000.00 GeoVanna Gonzalez Studio LLC (GeoVanna Gonzalez) $15,000.00 Juan Luis Matos $15,000.00 Maria Luna Palazzolo $15,000.00 Monica Lopez De Victoria $15,000.00 Broward County 30.06 LLC (Lauren & Isabella Pedrosa) $15,000.00 Gabino A. Authorizes the County Mayor or County Mayor�s designee to execute grant agreements, in substantially the form attached hereto as Exhibit A and incorporated herein by reference, with each of the entities and in the amounts aforementioned, and to exercise all provisions contained therein, including amendment and termination, provided that such amendments do not change the purpose of the program or commit additional funds, and subject to approval by the County Attorney�s Office as to legal form and sufficiency. Further, the Board waives the requirements of Resolution No. R-130-06, requiring all non-County parties to execute agreements prior to presentation to this Board for approval. STAFF RECOMMENDATION Executive Summary This item is requesting that the Board of County Commissioners approve nineteen (19) grant award agreements from Miami-Dade County, acting as fiscal agent on behalf of the South Florida Cultural Consortium (Consortium), with selected South Florida artists, totaling $285,000.00, including $165,000.00 on behalf of Miami-Dade County, for the Fiscal Year 2025-2026 Visual and Media Artists Grants Program as authorized by the Consortium. The Consortium is the alliance of the cultural affairs departments of Miami-Dade, Broward, Martin, Monroe and Palm Beach counties. The Consortium recommended the grants at its May 13, 2026 meeting based on reviews of 339 applications by regional and national panels of art experts. The Miami-Dade County Department of Cultural Affairs administers the Grant Program and serves as fiscal agent for the Consortium�s contributed funds from member counties for Consortium programs benefiting the South Florida region. Funds contributed from each county are allocated to cover its respective grant awards including eleven (11) grantees from Miami-Dade County. Recommendation It is recommended that the Board of County Commissioners (Board) approve nineteen (19) grant award agreements from the Consortium, totaling $285,000.00, including $165,000.00 on behalf of Miami-Dade County, for nineteen (19) grant awards to South Florida artists from the Consortium�s Fiscal Year 2025-2026 funds for the Visual and Media Artists Grants Program. In addition, it is recommended that Resolution R-130-06 (requiring contracts with non-governmental entities be signed by the other parties before being submitted to the Board) be waived in order to expedite the allocation of funding support for these time-sensitive grant awards. Attached is a list of the artists and awards recommended for funding. Scope The impact of this agenda item is countywide and regional, reflecting the Consortium's five-county membership (Miami-Dade, Broward, Martin, Monroe and Palm Beach). Delegation of Authority This item delegates authority for the County Mayor and/or County Mayor�s designee to execute the grant agreements, included as Exhibit A to the accompanying resolution and exercise all provisions contained therein, including amendment and termination, provided such amendments do not change the purpose of the agreement or add additional funds. Fiscal Impact/Funding Source The FY 2025-2026 Adopted Budget indicates that the item has been budgeted. Refer to the table below for additional information. The South Florida Cultural Consortium is an alliance of the local arts agencies of Miami-Dade, Broward, Martin, Monroe and Palm Beach counties, of which $165,000.00 is from Miami-Dade County. Ashlee Thomas, Interim Director of the Miami-Dade County Department of Cultural Affairs (Department) and Chair of the Consortium, is responsible for monitoring the contracts on behalf of the Department and the Consortium. Background The South Florida Cultural Consortium is a regional initiative in support of the arts governed by an Interlocal Agreement among the counties of Miami-Dade, Broward, Martin, Monroe and Palm Beach, as approved by this Board via Resolution No. R-782-16. The Consortium's members are the local arts agencies of these five counties, including the Miami-Dade County Department of Cultural Affairs, Broward County Cultural Division, the Arts Council of Martin County, the Florida Keys Council of the Arts, and the Cultural Council for Palm Beach County. The Consortium works to foster cooperation across the South Florida region to help develop and promote the work of cultural organizations and artists and the audiences that they serve. Its programs and services range from the Visual and Media Artists Program to regional arts education and cultural tourism cooperative ventures. The Consortium is one of the most successful regional arts alliances in the nation, demonstrating that by sharing resources and best practices, the arts can thrive across a burgeoning five-county area. The Consortium conducted the Fiscal Year 2025-2026 Visual and Media Artists Grants Program and recommended awarding nineteen (19) grants to outstanding South Florida artists. Each member county of the South Florida Cultural Consortium receives benefits at least equivalent to its respective cash contribution. The Miami-Dade County Department of Cultural Affairs administers the Grant Program and serves as fiscal agent for the Consortium�s contributed funds from member counties for Consortium programs benefiting the South Florida region. The following provides an account of the total amount in grants recommended in Fiscal Year 2025-2026 to artists in each county: Miami-Dade County $165,000.00 Broward County $60,000.00 Palm Beach County $30,000.00 Monroe County $15,000.00 Martin County $15,000.00 The nineteen (19) artists were chosen through a competitive process involving 339 applicants received from all five member counties and reviewed by two (2) panels. One panel, consisting of five (5) regional arts experts, met on April 20, 2026 to review all of the submissions and to select a pool of finalists. This regional panel�s recommendations were forwarded to a national panel of three (3) out-of-state arts experts that met on April 27, 2026. It is in the best interests of the County to waive Resolution R-130-06 and proceed in this manner to expedite grant awards for time-sensitive funding to individual artists. This �dual track� approach saves one to two months of time in providing funding support to individual artists who have been evaluated through a lengthy review process.
