TITLE RESOLUTION AWARDING CONTRACT NO. S-20298, VENETIAN CAUSEWAY WATER MAIN AND SEWER FORCE MAIN RELOCATION, TO ITG COMMUNICATIONS LLC IN THE AMOUNT OF $3,096,425.02 AND WITH A CONTRACT PERIOD OF 231 CALENDAR DAYS; AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO UTILIZE THE MIAMI-DADE WATER AND SEWER DEPARTMENT�S CONSENT DECREE AND CAPITAL IMPROVEMENT PROGRAMS ACCELERATION ORDINANCE, SECTION 2-8.2.12 OF THE CODE OF MIAMI-DADE COUNTY, FLORIDA, TO MANAGE THE CONTRACT; AND AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO EXECUTE THE CONTRACT AND EXERCISE THE TERMINATION AND OTHER PROVISIONS CONTAINED THEREIN BODY WHEREAS, this Board desires to accomplish the purpose outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby awards Contract No. S-20298, Venetian Causeway Water Main and Sewer Force Main Relocation, in substantially the form attached to the accompanying memorandum as Exhibit C, to ITG Communications LLC for a total contract amount of $3,096,425.02 and with a total contract period of 231 calendar days. The Board also authorizes the County Mayor or County Mayor�s designee to: (1) use the Miami-Dade Water and Sewer Department�s Consent Decree and Capital Improvement Programs Acceleration Ordinance, section 2-8.2.12 of the Code of Miami-Dade County, Florida, to manage the Contract, and (2) execute the Contract for and on behalf of the County and exercise the termination and other provisions contained within the Contract. HEADER Date: To: Honorable Chairman Anthony Rodriguez and Members, Board of County Commissioners From: Daniella Levine Cava Mayor Subject: Recommendation to Award Contract No. S-20298 for Venetian Causeway Water Main and Sewer Force Main Relocation with ITG Communications, LLC STAFF RECOMMENDATION Executive Summary This item seeks approval from the Board of County Commissioners (the Board) to award competitively solicited Contract No. S-20298 (the Contract), Venetian Causeway Water Main and Sewer Force Main Relocation (the Project), to the lowest responsive and responsible bidder, ITG Communications, LLC (ITG), for a total amount of $3,096,425.02 and a total Contract period of 231 calendar days. ITG submitted a bid that was approximately 44.43% below the Engineer of Record�s (EOR�s) Opinion of Probable Cost. The Venetian Causeway, originally constructed in 1926, spans Biscayne Bay and connects the City of Miami to Miami Beach through a series of six man-made barrier islands. Due to its age and continuous exposure to an aggressive marine environment, the existing bridge structures exhibit significant deterioration and no longer meet current structural and safety requirements under modern design codes. Accordingly, the Miami-Dade Department of Transportation and Public Works (DTPW) has advanced a capital project to address these deficiencies through bridge rehabilitation or replacement. To accommodate the construction of the Bridge No. 2 replacement (located between Biscayne Island and San Marco Island), the existing water and sewer facilities must be relocated. In order to avoid impacts to the bridge replacement schedule, the Miami-Dade Water and Sewer Department (WASD) must complete the relocation of both the water main and the force main before March 2027. Successful delivery of this work will require extensive interagency coordination, careful sequencing, timely execution, and accommodation for major regional events, such as Art Week. The Project supports the priority of Miami-Dade County (the County) to replace and restore the historic Venetian Causeway, which will enhance transportation safety and mobility along this critical regional corridor while supporting the long-term quality of life and economic vitality of the region. Concurrently, WASD will be able to continue providing uninterrupted and reliable service to residents, businesses, and visitors in the City of Miami and the City of Miami Beach. Recommendation It is recommended that the Board approve a competitive award of the Contract to ITG in the amount of $3,096,425.02 with a total Contract period of 231 days. Scope The Contract will be performed at 1225 Venetian Causeway, Miami Beach, Florida 33139, located in Commission District 3, which is represented by Commissioner Keon Hardemon. Delegated Authority Upon Board approval of the recommendation to award, the County Mayor or County Mayor�s designee will be authorized to execute the Contract and may exercise all provisions, including the termination provisions, within the Contract. In addition, the County Mayor or County Mayor�s designee will manage this Contract pursuant to Section 2-8.2.12 of the Code of Miami-Dade County, Florida (WASD�s Acceleration Ordinance), which delegates authority to the County Mayor or County Mayor�s designee to, among other things, negotiate and settle claims and execute change orders that do not exceed ten percent (10%) of the base contract amount, subject to ratification by the Board. Fiscal Impact/Funding Source The fiscal impact to the County is $3,096,425.02, inclusive of the Inspector General (IG) Fee, which WASD has determined to be fair and reasonable. The Project is in WASD�s FY 2025-2026 Adopted Budget and Multi-Year Capital Plan under: � Program #9654041, Central Region Water Transmission Mains � Infrastructure Improvements, Volume #3, Page #103; and � Program #9653281, Sanitary Sewer System Extension, Volume #3, Page #110. � The funding sources are: WASD Revenue Bonds Sold, Future WASD Revenue Bonds, and Wastewater Renewal and Replacement Fund. � The funding sources do not include Building Better Communities � General Obligation Bond funds or impact the General Fund. � The life expectancy of the Project is 50 years. � Annual Operations Cost Impact / Funding: $50,000.00. The funding source for the operating impact is WASD Operating Revenues. � Annual Maintenance Cost Impact / Funding: $50,000.00. The funding source for the maintenance impact is WASD Operating Revenues. � The Project does not include Art in Public Places. Vendor Selection and Track Record On June 25, 2026, WASD received and opened nine (9) bids in response to the May 14, 2026, advertisement for an open competitive solicitation for the Contract. The Project Worksheet from the Strategic Procurement Department (SPD) is attached to this memorandum as Exhibit A. � According to the contract history downloaded from BMWS (Business Management Workforce System) on June 25, 2026, ITG has not been awarded any contracts from the County. Therefore, ITG has zero (0) evaluations in the SPD�s Capital Improvement Information System (CIIS). � ITG submitted its qualifications to perform trenchless pipe installation, and, on May 15, 2026, after review by WASD, ITG was deemed qualified and eligible for the work required for this Project. � ITG submitted a total bid amount of $3,096,425.02, which is approximately 44.3% below the EOR�s estimate of $5,571,630.00. On June 28, 2026, WASD employee David Vazquez, P.E., who is serving as the EOR, opined that: �[a] comprehensive review of the bids received, evaluation of the apparent low bidder's qualifications, and assessment of the reasonableness of the submitted bid prices have been completed for the subject project. Based on this evaluation, the award of the construction contract to ITG Communications LLC in the amount of $3,096,425 is recommended.� A copy of the EOR�s letter is attached to this memorandum as Exhibit B. � Due diligence was conducted by WASD in accordance with the County�s Procurement Guidelines to determine responsibility, including verifying corporate status; performance; and safety record, including OSHA (Occupational Safety and Health Administration) records. The lists that were reviewed included: convicted vendors, debarred vendors, delinquent contractors, suspended vendors, and federal excluded parties. There were no adverse findings related to ITG�s responsibility. This information is being provided pursuant to Resolution No. R-187-12 and Resolution No. R-1181-18. Therefore, it is recommended that the Contract be awarded to ITG for a total compensation amount of $3,096,425.02, with a total Contract period of 231 calendar days: 180 calendar days to Substantial Completion, 210 calendar days to Final Completion, and 21 calendar days Contingency Time Allowance. The proposed Contract, signed by ITG, is attached hereto as Exhibit C. There are no protests to this award. WASD Contract Monitor WASD�s Deputy Director of Planning, Development, Regulatory, and Infrastructure, Marisela Aranguiz-Cueto, P.E., will oversee the implementation of the Contract. Background The Venetian Causeway, originally constructed in 1926, spans Biscayne Bay and connects the City of Miami to Miami Beach through a series of six, man-made barrier islands. The Causeway is listed on the National Register of Historic Places and is designated as a historic resource by both the City of Miami and the City of Miami Beach. Due to its age and continuous exposure to an aggressive marine environment, the existing bridge structures exhibit significant deterioration and no longer meet current structural and safety requirements under modern design codes. Accordingly, DTPW has advanced a capital project to address these deficiencies through bridge rehabilitation or replacement. In support of this effort, DTPW has been coordinating with utility owners that have existing infrastructure along the Venetian Causeway, including WASD. At Bridge No. 2, located between Biscayne Island and San Marco Island, WASD has a 6-inch sewer force main attached to the existing bridge structure and a 30-inch subaqueous water main that conflicts with the proposed bridge replacement design. To accommodate the construction of the Bridge No. 2 replacement, the existing water and sewer facilities must be relocated. To avoid impacts to the bridge replacement schedule, WASD must complete the relocation of both the water main and force main before March 2027. Given the constrained right-of-way, the marine setting, and the concentration of multiple utilities within a narrow corridor, which must all be relocated, successful delivery of this work will require extensive interagency coordination, careful sequencing, timely execution, and accommodation for major regional events, such as Art Week. The Project consists of performing two pipeline installations via horizontal direction drill (HDD) for water and sewer infrastructure to cross the Biscayne Bay waterway under Venetian Causeway Bridge No. 2 between Biscayne Island and San Marco Island. The water portion of the Project includes approximately 1,500 linear feet (LF) of high-density polyethylene (HDPE) water main to be installed by one HDD installation, and the sewer portion of the Project includes installation of approximately 2,100 LF of HDPE force main through two HDD applications. Open-cut connections shall be constructed to place the new mains in service. Upon completion of the Project, WASD will continue to maintain uninterrupted and reliable service to residents, businesses, and visitors in the Cities of Miami and Miami Beach. In parallel, the bridge replacement project will enhance transportation safety, resiliency, and mobility along this critical corridor while supporting the long-term quality of life and economic vitality of the region.
