REPORT: Commissioner Moss stated, for the record, he had requested the Director of Elections to identify the voting precincts in the south Miami-Dade area in which members of the Haitian community were living, and he noted the Director of Elections would then move forward with Creole ballots and publications. Commissioners Diaz de la Portilla, Seijas Millan, Rolle, and Sorenson stated they would like to cosponsor the foregoing resolution. The foregoing item was adopted on March 23, 2000.

TITLE
RESOLUTION DIRECTING THE SUPERVISOR OF ELECTIONS TO IDENTIFY PRECINCTS IN HOMESTEAD AND FLORIDA CITY THAT HAVE A SIGNIFICANT HAITIAN POPULATION AND UPON THE FINDING HAVE BALLOTS PREPARED IN CREOLE FOR UPCOMING ELECTIONS

BODY
WHEREAS, in the last several years there has been a significant increase in the Haitian American population in South Dade, particularly in the Homestead and Florida City area; and
WHEREAS, Miami-Dade County's Ordinance 99-160 provides for ballots to be published in Creole for precincts where a significant number of Haitian-American voters are registered as determined by the Supervisor of Elections; and
WHEREAS, Haitian-Americans often read community newspapers printed in their native language,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Supervisor of Elections is directed to identify precincts in Homestead and Florida City that have significant Haitian population and create ballots in Creole for electors at those precincts. Additionally, the Supervisor of Elections shall publish sample ballots in Creole in community newspapers servicing those identified precincts.
