TITLE RESOLUTION DIRECTING COUNTY MANAGER TO REPORT ON THE FEASIBILITY OF AN INFILL HOUSING PROGRAM DESIGNATED THE `GREEN INFILL HOUSING MACHINE' BODY WHEREAS, this Board wishes to determine the feasibility of a new approach for encouraging the construction of infill housing; and WHEREAS, Miami-Dade County should provide real market incentives to the for-profit sector and give a significant boost to the efforts of neighborhood CDC's and other non-profit builders; and WHEREAS, the County could eliminate virtually all costs for design and permitting by making available valid building permits at specific locations where the County and municipalities have determined that affordable housing should be encouraged; and WHEREAS, under the "Green Infill Housing Machine" model, proposed designs generated by a juried competition would be evaluated for energy efficiency, water conservation and a balancing of the life-cycle costs for occupants with the up-front cost of construction extras; and WHEREAS, successful designs would be submitted to neighborhood associations, CDBG advisory groups and municipal zoning professionals for approval; and WHEREAS, approved designs would then be fully processed and available, at no cost and without delay, to any entity willing to build at the selected locations; and WHEREAS, architects whose designs are used and self-sustaining County departments would be appropriately compensated from existing sources of funding for affordable housing; and WHEREAS, the "Green Infill Housing Machine" could result in an efficient and cost effective way to meet Miami-Dade's CDMP, HOME, SHIP, Surtax, CDBG and other housing affordability obligations, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Manager is directed to report on the feasibility of the "Green Infill Housing Machine" program within sixty (60) days. |
