TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYORS DESIGNEE TO UPDATE A PREVIOUS FEASIBILITY STUDY ON WATERBORNE TRANSPORTATION SOLUTIONS AS PART OF A COMPREHENSIVE TRANSPORTATION NETWORK THROUGHOUT MIAMI-DADE COUNTY AND PREPARE AN IMPLEMENTATION PLAN FOR THE CREATION OF ON-DEMAND AND FIXED-ROUTE WATERBORNE TRANSPORTATION

BODY
WHEREAS, in 2006 this Board, through Resolution R-179-06, directed the County administration to prepare a feasibility study to explore introducing various waterborne transit routes in Miami-Dade County; and
WHEREAS, Miami-Dade County has experienced rapid population growth accompanied by massive coastal development in the decade since the previous feasibility study; and
WHEREAS, with this development and population growth comes the problem of traffic density and gridlock on our overburdened roadways; and
WHEREAS, the dense development along and near Miami-Dade Countys navigable waterways, combined with the clear desire of residents for innovative solutions to the traffic congestion create a unique opportunity to re-examine the use of our waterways to address this traffic problem; and
WHEREAS, this mode of transportation is being explored and implemented in jurisdictions around the state and the country with great success; and
WHEREAS, this Board desires the County Mayor or Mayors designee to prepare a comprehensive feasibility study and implementation plan to covert this opportunity into a reality; and
WHEREAS, this feasibility study should examine comprehensively the use and opportunities for on-demand and fixed-route waterborne transportation including, but not limited to, possible routes and locations,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Mayor or County Mayors designee is directed to update a previous feasibility study on waterborne transportation solutions as part of a comprehensive transportation network throughout Miami-Dade County and prepare an implementation plan for the creation of on-demand and fixed-route waterborne transportation. The Board further directs the County Mayor or County Mayors designee to provide the requested feasibility study and implementation plan to the Board within 90 days of the effective date of this resolution, which shall be placed on an agenda of the Board pursuant to Ordinance No. 14-65.
