TITLE RESOLUTION DECLARING DECEMBER 15, 2021, AND DECEMBER 15 EACH YEAR THEREAFTER, AS SAVE CHARLIE DAY IN MIAMI-DADE COUNTY; DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO CONDUCT A SAVE CHARLIE DAY PUBLIC AWARENESS CAMPAIGN EACH YEAR REGARDING ANIMAL WELFARE AND THE COUNTY�S ROLE IN PROTECTING AND PROMOTING ANIMAL WELFARE AND TO PROVIDE A REPORT BODY WHEREAS, on December 15, 2020, this Board adopted Resolution No. R-1255-20, the Save Charlie Act, which established the Miami-Dade County No Kill Animal Shelter Policy; and WHEREAS, the Save Charlie Act built on this Board�s groundbreaking initiatives in Resolution No. R-583-12, which directed the County Mayor or County Mayor�s designee to develop and implement a financially feasible, actionable No Kill Implementation Plan, with measurable goals and due dates, to achieve a 90 percent save rate at the County�s animal shelter, and also Resolution No. R-476-13, which accepted the Animal Services Department Strategic Plan; and WHEREAS, the Save Charlie Act ended the practice of euthanizing animals impounded at a County-operated shelter except in cases in which an animal has proven to be dangerous with a poor to grave prognosis for rehabilitation or irremediably suffers with a poor to grave prognosis for being able to live without unnecessary physical pain or suffering, even with prompt, necessary, and comprehensive veterinary care; the Act will ensure that the County protect and care for all animals impounded at County-operated shelters during the period of their impoundment; and WHEREAS, as reflected in countless other resolutions and ordinances adopted by this Board over the course of many years, animal welfare is of vital concern to this Board and to the people of Miami-Dade County; and WHEREAS, to celebrate this Board�s commitment to animal welfare and to commemorate the anniversary of the adoption of the Save Charlie Act, this Board wishes to declare December 15, 2021, and December 15 each year thereafter, as Save Charlie Day in Miami-Dade County; and WHEREAS, the County and its various departments, including but not limited to the Animal Services Department and Police Department, play a critical role in protecting and promoting animal welfare in Miami-Dade County; and WHEREAS, in furtherance of the County�s celebration of Save Charlie Day, this Board wishes to direct the County Mayor to conduct, in the week leading up to Save Charlie Day each year, a public awareness campaign regarding animal welfare and the County�s role in protecting and promoting animal welfare, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Declares December 15, 2021, and December 15 each year thereafter, as Save Charlie Day in Miami-Dade County. Section 2. Directs the County Mayor or County Mayor�s designee to conduct, in the week leading up to Save Charlie Day each year, a Save Charlie Day public awareness campaign regarding animal welfare and the County�s role in protecting and promoting animal welfare. Section 3. Directs the County Mayor or County Mayor�s designee to prepare a report summarizing the Save Charlie Day public awareness campaign planned for Save Charlie Day 2021. The County Mayor or County Mayor�s designee shall provide the report to this Board within 120 days of the effective date of this resolution and shall place the completed report on an agenda of the Board pursuant to Ordinance No. 14-65. |
