TITLE
RESOLUTION URGING PRESIDENT JOSEPH R. BIDEN, JR. AND SECRETARY OF STATE ANTONY J. BLINKEN TO ADOPT A �FRIEND-SHORING� POLICY TARGETED AT REDIRECTING UNITED STATES BUSINESS SUPPLY CHAINS FROM CHINA TO DIPLOMATIC ALLIES IN LATIN AMERICA

WHEREAS, the supply chains of many American firms are dependent on Chinese industry; and
WHEREAS, the Biden administration has stated that it hopes to reduce the United States� dependence on foreign supplies such as semiconductors and batteries; and
WHEREAS, according to the President of the Inter-American Development Bank (�IDB�), Latin American economies could make an extra $70,000,000,000.00 a year if the United States managed to replace ten percent of China�s exports to the United States; and
WHEREAS, several large, international firms, such as Volkswagen, Intel, and Teleperformance, have recently committed to significantly increasing operations in Latin America; and
WHEREAS, IDB experts say that several Latin American countries use cleaner energies than China; and
WHEREAS, a �friend-shoring� policy would entail a plan to redirect United States business supply chains from China to diplomatic allies in Latin America,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges President Joseph R. Biden, Jr. and Secretary of State Antony J. Blinken to adopt a �friend-shoring� policy targeted at redirecting United States business supply chains from China to diplomatic allies in Latin America.�
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the President of the United States, to the Members of the Florida Congressional Delegation, and to the Secretary of the United States Department of State.
Section 3. Directs the County�s federal lobbyists to advocate for the action set forth in section 1 above, and authorizes and directs the Office of Intergovernmental Affairs to include this item in the 2022 Federal Legislative Package when it is presented to the Board.
