REPORT:	Commissioner Cohen Higgins supported the foregoing proposed resolution to establish a Sister City Agreement between the County and San Pedro De Macoris Province in the Dominican Republic, as well as, a similar agreement with Curitiba, Brazil in Agenda Item 11A20. She observed, however, that the agreements did not specify a reason for the arrangements. Commissioner Regalado agreed that more information should be provided. Miami-Dade County Mayor Daniella Levine Cava commented that the International Trade Commission (ITC) generated the items, which reports to the Miami-Dade County Commission. Chairman Diaz said that the reports would be revised by ITC to include more information. Commissioner Souto provided information about Curitiba and Brazil’s economic importance to the County. He also recounted how he learned about Curitiba and its exceptional transportation, which according to him, inspired the County’s Bus Rapid Transit system. There being no further comments or questions, the Board proceeded to vote on the item, as presented.

TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO NEGOTIATE AND, TO THE EXTENT POSSIBLE, EXECUTE A SISTER CITY AGREEMENT WITH SAN PEDRO DE MACORIS PROVINCE, DOMINICAN REPUBLIC; AND DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO PROVIDE A REPORT TO THIS BOARD

BODY
WHEREAS, Miami-Dade County, Florida (the �County�) has long established affiliations and partnerships with other cities throughout the world in the form of cooperative relationships through which cultural, educational, business, and technical exchanges take place; and
WHEREAS, Sister Cities International is an international nonprofit organization created during President Dwight D. Eisenhower�s 1956 White House summit on citizen diplomacy to encourage and foster bonds between people from different communities around the world; and
WHEREAS, Sister Cities International recommends formalizing a sister cities relationship through execution of a memorandum of understanding between the two communities; and
WHEREAS, in 1981, the Miami-Dade Sister Cities Program (the �Program�) was founded by the Board of County Commissioners (the �Board�); and
WHEREAS, the Program has established sister cities relationships with 30 cities throughout the world, developing innovative projects, furthering international cooperation and understanding between the County and our respective sister cities, and helping promote the County�s position as the Gateway to the Americas; and
WHEREAS, in light of the great benefits brought by sister cities relationships, the County would like to direct the County Mayor or County Mayor�s designee to negotiate, and to the extent possible, execute a Sister City Agreement with San Pedro de Macoris Province, Dominican Republic,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Directs the County Mayor or County Mayor�s designee to negotiate, and to the extent possible, execute a Sister City Agreement with San Pedro de Macoris Province, Dominican Republic.
Section 2. Directs the County Mayor or County Mayor�s designee to provide a report to this Board within 60 days of the effective date of this resolution regarding the status of the negotiation and execution of the agreement in section 1 above, and place the completed report on an agenda of the Board of County Commissioners, without committee review, pursuant to Ordinance No. 14-65.
