TITLE RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO TERMINATE THE CURRENT PUBLIC-PRIVATE PARTNERSHIP (P3) PROCUREMENT FOR THE DEVELOPMENT OF THE NORTH CORRIDOR (RFP-01432) AND TO PRESENT AN ITEM FOR THIS BOARD�S CONSIDERATION PROPOSING A STIPEND TO REIMBURSE THE PROPOSERS FOR THEIR WORK PRODUCT, INCLUDING ANY TECHNICAL, FINANCIAL OR AESTHETIC CONCEPTS ASSOCIATED WITH THE NORTH CORRIDOR PROCUREMENT; DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO TAKE ALL ACTIONS NECESSARY TO ACCELERATE THE IMPLEMENTATION OF THE NORTH CORRIDOR AS AN ELEVATED FIXED GUIDEWAY SOLUTION CONSISTENT WITH THE MIAMI-DADE TRANSPORTATION PLANNING ORGANIZATION�S ADOPTED LOCALLY PREFERRED ALTERNATIVE, INCLUDING, BUT NOT LIMITED TO, EXPEDITING ENGINEERING DESIGN, PROCUREMENT, RIGHT-OF-WAY ACQUISITION AND CONSTRUCTION PHASES OF THE PROJECT; AND URGING THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) TO COMPLETE THE NATIONAL ENVIRONMENTAL POLICY ACT PROCESS AND ASSIST THE COUNTY IN ACHIEVING THE ACCELERATED IMPLEMENTATION OF THE PROJECT VIA ASSISTANCE IN FACILITATING RIGHT-OF-WAY ACQUISITION, PERMITTING, AND CONSTRUCTION PHASING OF THE NORTH CORRIDOR WITHIN FDOT�S FACILITY ALONG NW 27TH AVENUE BODY WHEREAS, at the November 15, 2022 Board of County Commissioners meeting, a motion was made (1) directing the County Mayor or County Mayor�s designee to terminate the current Public-Private Partnership (P3) procurement for the development of the North Corridor (RFP-01432) and to present an item for this Board�s consideration proposing a stipend to reimburse the proposers for their work product, including any technical, financial or aesthetic concepts associated with the North Corridor procurement; (2) directing the County Mayor or County Mayor�s designee to take all actions necessary to accelerate the implementation of the North Corridor as an elevated fixed guideway solution per the Miami-Dade Transportation Planning Organization�s adopted Locally Preferred Alternative, including, but not limited to, expediting engineering design, procurement, right-of-way acquisition and construction phases of the project and pursue all eligible funding sources; and (3) urging the Florida Department of Transportation (FDOT) to complete the National Environmental Policy Act process and assist the County in achieving the accelerated implementation of the project via assistance in facilitating right-of-way acquisition, permitting, and construction phasing, including maintenance of traffic, of the North Corridor within FDOT�s facility along NW 27th Avenue, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Directs the County Mayor or County Mayor�s designee to terminate the current Public-Private Partnership (P3) procurement for the development of the North Corridor (RFP-01432) and to present an item for this Board�s consideration proposing a stipend to reimburse the proposers for their work product, including any technical, financial or aesthetic concepts associated with the North Corridor procurement. Section 2.
