REPORT: Commissioners Bastien, Cabrera, Cohen Higgins, Garcia, Higgins, Regalado, Rodriguez, Steinberg, and Chairman Gilbert, III, asked to be shown as co-sponsors. County Attorney Geri Bonzon-Keenan read into the record the title of the foregoing proposed ordinance. Chairman Gilbert, III, opened the public hearing; and after hearing no one wishing to speak, the public hearing was closed. There being no other comments or objections, the Board members proceed to take a vote on the foregoing ordinance as presented.

TITLE
RESOLUTION CODESIGNATING THAT PORTION OF SW 162ND AVENUE FROM SW 56TH STREET TO SW 72ND STREET AS �OFFICER CESAR ECHAVERRY WAY�

BODY
WHEREAS, Miami-Dade Policer Officer Cesar Echaverry, affectionately known as �Echy,� was killed in the line of duty from gunshot wounds he sustained on August 15, 2022, while attempting to apprehend a fleeing armed robbery suspect; and
WHEREAS, Officer Echaverry joined the Miami-Dade Police Department (�Department�) in April of 2017 and was a member of the Robbery Intervention Detail (�RID�), which is a highly-trained and specialized unit that often encounters dangerous criminals and situations in the most crime-ridden areas; and
WHEREAS, on the fateful night that resulted in Officer Echaverry�s tragic passing, Officer Echaverry was not scheduled to be on duty, however he had volunteered to go into work anyway to assist on a special initiative for RID; and
WHEREAS, on that night, the driver of a vehicle that had been involved in an armed robbery in Dania Beach earlier in the evening fled from Miami-Dade police officers who attempted to stop the vehicle upon observing it driving in Miami-Dade County, and the driver resorted to fleeing on foot after crashing the vehicle during the ensuing pursuit; and
WHEREAS, Officer Echaverry and other officers on the scene pursued the fleeing driver on foot, but the driver opened fire and fatally struck Officer Echaverry before being killed by return fire; and
WHEREAS, Officer Echaverry was transported to Jackson Memorial Hospital, where he succumbed to his wounds shortly thereafter; and
WHEREAS, Officer Echaverry took great pride in his work and service to the community and he has been described by fellow officers and friends as courageous, resilient, inspiring, and honorable�traits which were on full display in his last act of selfless service and sacrifice; and
WHEREAS, Officer Echaverry was also known for his devotion to his family and being a humble, compassionate, and good-hearted friend to many; and
WHEREAS, Officer Echaverry is survived by his loving fianc�, Stephanie Vargas, parents, siblings, and countless other family and friends who will miss him dearly; and
WHEREAS, a Hialeah native and a graduate of John A. Ferguson Senior High School�where he played varsity baseball with the number 9 on his jersey�Officer Echaverry will always be regarded as a son of Miami-Dade County who exemplified the very best its community has to offer; and
WHEREAS, to honor the life of Officer Echaverry and his extraordinary bravery, service, and sacrifice for which Miami-Dade County will be forever indebted, this Board would like to codesignate that portion of SW 162nd Avenue from SW 56th Street to SW 72nd Street as �Officer Cesar Echaverry Way�; and
WHEREAS, that portion of SW 162nd Avenue from SW 56th Street to SW 72nd Street is a County-maintained road located in unincorporated Miami-Dade County and County Commission District 11,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Having considered the matter at a public hearing, codesignates that portion of SW 162nd Avenue from SW 56th Street to SW 72nd Street as �Officer Cesar Echaverry Way�.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this Resolution to the United States Postal Service, the Traffic Signals and Signs Division of the Department of Transportation and Public Works, the Development Services Division of the Regulatory and Economic Resources Department, the Miami-Dade Police Department, and the Miami-Dade Fire Rescue Department.
