REPORT: | Later in the meeting, Commissioner Bermudez requested clarification about the item's potential impact, expressing concern that its approval should not adversely affect existing airport operations. Commissioner Cabrera reviewed the intent of the foregoing proposed resolution and emphasized the importance of maintaining a strategic, long-term perspective. Vice Chairwoman Regalado recommended staff consult with County stakeholders for additional feedback before presenting the item to the Board of County Commissioners noting that a similar plan had previously failed to gain stakeholder support or Board approval. She informed the Committee that she was developing legislation for a cargo master plan, and suggested that Commissioner Cabrera consider creating a passenger master plan. | ||||||

TITLE RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO CONDUCT A STUDY AND PROVIDE A REPORT TO THIS BOARD REGARDING THE FEASIBILITY OF CREATING A NEW AIRPORT CAPABLE OF ACCOMMODATING CARGO, COMMERCIAL PASSENGER, AND GENERAL AVIATION OPERATIONS WITHIN THE COUNTY�S AIRPORT SYSTEM BODY WHEREAS, Miami International Airport (�MIA�) is the leading economic engine for Miami-Dade County, generating an economic impact of billions of dollars and supporting hundreds of thousands of jobs annually in our community, and the County�s General Aviation Airports are also significant economic engines; and WHEREAS, commercial passenger and cargo operations in the County, and particularly, at MIA, have experienced explosive growth over the past several years, and are projected to continue to grow in the future; and WHEREAS, it is important that the County be proactive in planning to capture the economic opportunities brought by such continued expected growth; and WHEREAS, a new airport capable of accommodating cargo, commercial passenger, and general aviation operations would help the County stay future-ready to facilitate the continued expected growth of its aviation industry and the economic opportunities that would result from such growth; and WHEREAS, this Board accordingly desires to explore the feasibility of the County creating a new airport capable of supporting cargo, commercial passenger, and general aviation operations, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Directs the County Mayor or County Mayor�s Designee to conduct a study and provide a report to this Board regarding the feasibility of creating a new airport capable of accommodating cargo, commercial passenger, and general aviation operations within the County�s Airport System. Such report shall include, at a minimum, the following information: (i) the identification of land where such airport could be created, including but not limited to current General Aviation Airports in the County�s Airport system; (ii) potential funding sources for such airport; (iii) the potential economic impact, including job creation, that the creation of such airport would have on the County�s economy; and (iv) any potential impediments to the creation of such new airport. Section 2. Such report shall be prepared within 90 days from the effective date of this Resolution and placed on an agenda of the full Board, without committee review, pursuant to Rule 5.06(j) of the Board�s Rules of Procedure. |
