REPORT: Commissioner Martinez expressed a concern with the County layoffs of employees and future layoffs planned for the County. He stated this proposed resolution would hire individual(s) to augment County personnel on technological projects at a competitive market price. REPORT: Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. Commissioner Heyman expressed concern that the title of this proposed resolution did not reflect the body. She clarified that People’s Transportation Plan (PTP) funds would be used for the information technology (IT) consulting services in several County departments. Ms. Miriam Singer, Director, Procurement Management Department, noted the PTP language in the title of this proposed resolution was required by the Code of Miami-Dade County. She clarified that PTP funds would only be used for IT consulting services used by Miami-Dade Transit. In response to Commissioner Gimenez explaining that he needed an explanation regarding why the County needed $11 million dollars for consulting services, Ms. Singer pointed out that handwritten page 11 described each of the projects certified as critical and necessary by the directors of the departments that would use these consulting services. Commissioner Gimenez asked Assistant County Manager Alina Hudak to ensure that, before this proposed resolution was considered by the County Commission, each department director requesting information technology (IT) consulting services in this proposed resolution met with him to explain why this expenditure was necessary, how it fit into the work plan, and how it would help save costs or enhance services. Commissioner Martinez noted the County employed individuals who could be trained to do the work that the consultant would do. He expressed concern that the County would expend these funds on consultants when it had to lay off thousands of employees due to lack of funds. Hearing no other questions or comments, the Committee proceeded to vote.

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board authorizes establishment of a contract accessing the State of Florida IT Consulting Services Contract No. 973-561-010-1 and authorizing the County Mayor or County Mayor�s designee, to exercise contract extensions exercised by the State of Florida for purchase of IT Consulting Services. Should an extension be exercised by the State of Florida, the departments will be allocated a prorated figure per year equal to the extension period. If additional spending authority greater than the prorated amount is required, staff will present the request to the Board for approval as a contract modification.

ESTIMATED CONTRACT
COMMENCEMENT DATE: Upon approval by the Board and expiration of the Mayoral veto period.

JUSTIFICATION

It is recommended that the Board approve the access of contract 973-561-010-1 awarded by the State of Florida under full and open competition to obtain qualified technical staff to augment County personnel on technology projects at a competitive market price. On July 10, 2009, the State of Florida, Department of Management Services, issued a competitive Request for Proposals (RFP) to establish a contract to create a pre-qualification pool of vendors capable of providing Information and Technology (IT) Consulting Services. The RFP resulted in a pre-qualified pool of IT consultants with an incorporated rate ceiling to protect costs from becoming inflated in future years.

This contract is a multiple-vendor award that provides a broad range of information technology consulting resources to the County. The contract is divided into four major project areas: Project Area I - Analysis and Design, Project Area II - Development and Integration; Project Area III � Operations & Support and Project Area IV - Staff Augmentation. Each project area includes a pre-qualified vendor list for firms capable of competing for work under this contract. Once a specific project is identified, authorized departments will conduct competitive spot market competitions under the specific Project Areas for the work to be completed. The projects awarded under this contract may be supported through the use of fixed price engagements, staff augmentation services, or a combination of the two. Additional firms awarded by the State of Florida may be added to the pool to increase competition as they comply with County requirements. This method of award ensures the County receives the best pricing available in the market at the time the department requires the services.

It is anticipated that this contract will provide the required resources for expanding County technology needs and �green� initiatives. In addition, this contract will be available to support new projects as they are funded, consistent with the County�s strategic goal to use technology in a cost effective manner. Each of the allocations requested on this contract are budgeted and calculated for needs that are to be addressed over the next twelve months. Additional allocation requests will be presented to the Board of County Commission for approval to add funds throughout the term of this contract on a yearly basis. A detailed breakdown of all departmental projects has been included in Table 1 (attached).Authorization is also requested to include contract extensions exercised by the State of Florida. Should an extension be exercised by the State, the departments will be allocated a prorated figure per year equal to the extension period. If additional spending authority greater than the prorated amount is required, staff will present the request to the Board for approval as a contract modification.
