Public Safety Committee 4/15/2003 2A Presented
REPORT: As the sponsor of the proposed fee waiver/in-kind services guidelines, Commissioner Heyman opened the discussion by asking that these guidelines be drafted in the form of a Committee sponsored resolution. She briefly explained the intent of the proposed guidelines, and noted they would be presented at the next County Commission meeting scheduled for May 6, 2003. She urged each Committee member to carefully review the guidelines, and asked that any suggestions or changes be submitted to her as soon as possible. Commissioner Seijas questioned whether the proposed guidelines would provide sufficient justification for the County Commission to approve or deny fee waivers/in-kind services requests like the previous request from the City of Miami Beach. Commissioner Heyman concurred and noted any municipality or city sponsoring an event would be required to develop a projected budget and an action plan 90-days in advance. She also noted they would be required to exhaust any internal resources before submitting future requests for in-kind services to Miami-Dade County. Chairperson Martinez said he would prepare and forward to all commissioners a memorandum urging them to carefully review the proposed guidelines and to forward and suggestions or changes to Commissioner Heyman by May 1, 2003. Commissioner Heyman asked that any proposed changes or amendments to the proposed guidelines be submitted to her as soon as possible for inclusion in the guidelines prior to May 6, 2003. Commissioner Seijas concluded the discussion by asking that all organizations submitting requests for fee waivers/in-kind services be advised of the new process.

REPORT: Commissioner Heyman advised that the foregoing proposed agenda item intended to establish a criteria for granting fee waivers for the Miami-Dade Fire Rescue Department, Miami-Dade Police Department, and the Corrections Department. She noted the document would be finalized for the next scheduled Committee meeting.

REPORT: Commissioner Heyman asked that criterion for approving fee waivers be developed by the Miami-Dade Police Department Director, in conjunction with the Miami-Dade Fire Rescue Chief, and the Director of the Department of Corrections and Rehabilitation for consideration by the Public Safety Committee on March 4, 2003. Commissioner Ferguson requested a resolution be prepared under her sponsorship, requiring that the appropriate committee consider fee waivers. Chairperson Martinez asked that a resolution be presented at the March 4th Committee meeting addressing Commissioners Heyman's and Ferguson's requests.
