Commissioner Heyman noted her meeting with the Department of Procurement Management Acting Director Miriam Singer and Assistant County Manager Alex Munoz to address her concern with procurement and the scoring criteria for Requests for Proposals (RFP). She asked that staff be allowed to determine the service and the capability of that contractor/vendor delivering the service based upon the contractor/vendor past performance and history for each RFP.
During discussion of the foregoing item, Commissioner Heyman noted that agenda item 2D; a resolution sponsored by Chairperson Sosa proposed an administrative order to provide standard process for evaluation of construction contractors correlated with the scoring criteria for RFP(s).
Chairperson Sosa requested that the concerns noted by Commissioner Heyman in her meeting with Department of Procurement Management Acting Director Miriam Singer and Assistant County Manager Alex Munoz be included as part of agenda item 5A, an oral report on the implementation of resolutions R-342-04 and R-442-04, regarding the past performance contractor database and the solicitation tracking system.
Hearing no objection, the Subcommittee received the report.
