REPORT: | Assistant County Attorney Valda Christian read the foregoing proposed resolution into the record. The Committee proceeded to vote on the foregoing proposed resolution as presented. Chairman Moss, Commissioners Diaz, Gimenez and Sosa requested co-sponsorship on the foregoing proposed resolution. Commissioner Sosa asked for the inclusion of A. D. Barnes Park. Commissioner Souto explained the intent of the foregoing proposed resolution. He noted that huge parks such as Tropical Park, Amelia Earhart, Indian Hammocks, and others should have the presence of a Miami-Dade County Police Department Mounted Patrol Unit. | ||||||

TITLE RESOLUTION DIRECTING THE COUNTY MANAGER TO PROVIDE A REPORT REGARDING ESTABLISHMENT OF A MOUNTED PATROL POLICE UNIT AT THE RONALD REAGAN EQUESTRIAN CENTER BODY WHEREAS, for many years the City of Miami Police Department�s mounted patrol unit occupied at least 25 horse stalls at the Ronald Reagan Equestrian Center at Tropical Park, while the Miami-Dade County Police Department�s mounted patrol unit has leased facilities from a private homeowner in the horse country neighborhood; and WHEREAS, the City of Miami constructed their own facility to house their Mounted Patrol horses near Downtown Miami and therefore recently vacated the stalls at the Ronald Reagan Equestrian Center in Unincorporated Miami Dade County; and WHEREAS, the equestrian facilities recently vacated by the City of Miami Mounted Patrol would be ideal to house a Miami Dade County Police Department Mounted Patrol Unit of sufficient size as to provide a highly visible community policing program for the residents of Unincorporated Miami Dade County; and WHEREAS, a Miami Dade County Police Department Mounted Patrol Unit could also provide community policing and increase police visibility and presence in Regional Parks like Tropical Park, Tamiami Park, Kendall Indian Hammocks Park, Amelia Earhart Park, A.D. Barnes Park, West Kendall Regional Park, other regional and neighborhood parks as well as the Metro Zoo; and WHEREAS, mounted patrol police officers are excellent for community policing because residents and their children establish a rapport with these officers because of the natural affinity towards horses; and WHEREAS, mounted patrol units are also excellent for crowd control during events or incidents with large concentrations of people; and WHEREAS, Miami Dade County Police Department�s current mounted patrol is one fifth the size of the City of Miami�s unit, and inadequate to address the community policing needs of a large County like Miami Dade County, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Manager is hereby is hereby directed to provide a report to the Budget and Finance Committee identifying funding options for establishing a Mounted Patrol Police Unit of at least 20 mounted patrol officers to be housed out of the Ronald Reagan Equestrian Center at Tropical Park. |
