REPORT: | Assistant County Attorney Benitez read the foregoing proposed resolution into the record. It was moved by Commissioner Diaz that this proposed resolution be forwarded with a favorable recommendation. This motion was seconded by Commissioner Sorenson. Commissioners Sorenson and Souto asked that they be listed as co-sponsors. Hearing no other questions or comments, the Committee proceeded to vote. Chairman Martinez noted he would prepare a memorandum requesting that Chairman Barreiro waive the Board's Rules and Procedures to allow this proposed resolution to be considered at the April 24, 2007, County Commission Meeting. | ||||||

TITLE RESOLUTION URGING THE FEDERAL GOVERNMENT TO PROVIDE FAIR AND EQUITABLE TREATMENT TO HAITIAN MIGRANTS BODY WHEREAS, Haitian migrants who reach U.S. shores can only stay in the U.S. if they prove a claim for political asylum; and WHEREAS, Haitian migrants generally are viewed as economic rather than political migrants, even though the political realities in Haiti are that some people do in fact face political persecution; and WHEREAS, the U.S. has a policy of keeping Haitian migrants in custody while their status is being reviewed, while other migrants are oftentimes released to relatives or sponsors; and WHEREAS, Haitian migrants should receive fair and equitable treatment as well as due process, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Urges the federal government to provide fair and equitable treatment to Haitian migrants. Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the members of the Miami-Dade County Congressional Delegation. Section 3. Directs the County's federal lobbyists to advocate for the passage of the legislation set forth in Section 1 above, and directs the Office of Intergovernmental Affairs to include this item in the 2007 Federal Legislative Package. |
