TITLE
RESOLUTION URGING THE FLORIDA LEGISLATURE TO REVISE STATUTES PASSED DURING SPECIAL SESSION B ON PROPERTY TAXES TO ADDRESS ANNEXATIONS, INCORPORATIONS AND CHANGES TO DISTRICT BOUNDARIES

BODY
WHEREAS, the Florida Legislature passed HB 1-B during Special Session B in June, 2007, that imposed statutory rollbacks, percentage reductions and caps on the property tax revenues of local governments; and
WHEREAS, the revenue caps passed in HB 1-B do not address the affects of annexations and incorporations of cities, and do not address the consolidation of dependent and independent special districts, such as the Fire/Rescue and Library dependent districts; and
WHEREAS, state law should encourage consolidation and efficient delivery of government services, but under HB 1-B, local governments and districts annexing new areas would require the local government to operate within existing revenue limitations despite larger service areas; and
WHEREAS, the Florida Legislature should make changes to state statutes to address these issues,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:

Section 1. Urges the Florida Legislature to revise statutes passed during Special Session B on property taxes to address annexations, incorporations and changes to district boundaries so as to encourage consolidation and efficient delivery of government services.
Section 2. Directs the Clerk of the Board to transmit certified copies of the resolution to the Governor, Senate President, House Speaker, and the Chair and Members of the Miami-Dade County State Legislative Delegation.
Section 3. Directs the County's state lobbyists to advocate for the actions set forth in Section 1 and directs the Office of Intergovernmental Affairs to include this item in the 2008 State Legislative Package.
