REPORT: | Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. Chairman Martinez pointed out the County provided funding to Community Based Organizations (CBOs). He questioned whether the intent of this proposed resolution was for the County to pay CBOs additional funds if they provided a service to the County. Commissioner Moss noted this proposed resolution would not provide additional funding to CBOs. He clarified this proposal asked the County Administration to investigate the problems regarding payment of CBOs for work they had done. Following further discussion concerning the payment of CBOs, the Committee proceeded to vote. | ||||||

TITLE RESOLUTION DIRECTING MAYOR OR HIS DESIGNEE TO STUDY THE NATURE OF AND CAUSE FOR ANY PROBLEMS CONCERNING MIAMI-DADE COUNTY'S COMPENSATING COMMUNITY BASED ORGANIZATIONS, ECONOMIC DEVELOPMENT ORGANIZATIONS AND NON-PROFIT ORGANIZATIONS IN CONNECTION WITH CONTRACTS BETWEEN THE COUNTY AND SUCH ORGANIZATIONS BODY WHEREAS, Miami-Dade County (the "County") often contracts with community based organizations, non-profit organizations, and economic development organizations ("Community Organizations") for the delivery of goods and/or services; and WHEREAS, in many instances it is beneficial to the County, particularly in the areas of affordable housing development and economic development, to work with such Community Organizations; and WHEREAS, many Community Organizations that do business with the County are small in size and not very well capitalized and, as such, any delay in compensating such Community Organizations for goods provided and/or services rendered can be detrimental to their financial well-being; and WHEREAS, it is in the mutual best interest of the County and the Community Organizations that compensation for goods provided or services rendered by such Community Organizations to the County be delivered in a timely and efficient manner, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. The foregoing recitals are incorporated in this resolution and are approved. Section 2. This Board directs the Mayor or his designee to study the nature of and cause for any problems affecting the County's timely and efficient compensation of Community Organizations for goods and/or services provided to the County by such organizations. Section 3. The Mayor or his designee shall present the findings of the aforementioned study to the Board for its consideration within ninety (90) days from the effective date of this resolution. |
